HomeMy WebLinkAbout2016-04-19 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, April 19, 2016 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, April 19, 2016. Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, Chet Pruett, and Al Bowman. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community Development Director Mike Duffy, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, and Police Major Chris Skinrood. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:50 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and RSMo610.021 (3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Thatcher. Yes: Homer, Thatcher, Pruett, Bowman, Super, and Biondo. Motion carried 6-0. MOTION TO ADJOURN Alderman Biondo moved at 6:37 p.m. to adjourn closed CLOSED @ 6:37 P.M. session with action taken, second by Alderman Super. Yes: Biondo, Super, Pruett, Homer, Bowman, and Thatcher. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.M. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Aaron Thatcher, Chet Pruett, and Ron Super. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community Development Director Mike Duffy, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Major Chris Skinrood, Finance Director Donna Oliver, and HR Generalist/Exec. Assistant Stacey Rasco. Also attending was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PUBLIC COMMENT Nick Silvio—6135 N Elmwood Ave., Kansas City, MO 64119 addressed the Board regarding a full liquor license for the next year licensing at Hawg Jaw Fritz to allow the micro brews that are 5% or above. BILL NO. 2016-018 City Clerk Robin Kincaid gave first reading of Bill No. 2016-018. 2016 Election Certification Alderman Thatcher moved to accept first reading and place Bill No. 2016-018 on second and final reading, second by Alderman Biondo. Yes: Thatcher, Biondo, Homer, Super, Pruett, and Bowman. Motion carried 6-0. Alderman Biondo moved to approve Bill 2016-018 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Biondo, Thatcher, Bowman, Pruett, Homer, and Super. Motion carried 6-0. Mayor Rose thanked the community for allowing her to serve another two years and is very excited about doing great things in that time. There are concerns in the community regarding water and sewer issues and chickens. While campaigning, many kudos were received for the Police, Fire and the Public Works Department for the great services they provide to the community. Alderman Homer, Alderman Pruett, and Alderman Super thanked everyone who went to the poles and voted for them. City Clerk Kincaid administered the oath to Mayor Kathleen Rose. PRESIDENT PRO TEM Alderman Biondo moved to appoint Alderman Art Homer to serve as President Pro Tem for a one year term, second by Alderman Super. Yes: Biondo, Super, Thatcher, Bowman, and Pruett. No: None. Abstain: Homer. Motion carried 5-0-1. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman Bowman. Yes: Thatcher, Bowman, Homer, Super, Pruett, and Biondo. Motion carried 6-0. MINUTES OF 04-05-16 Alderman Thatcher moved to approve the minutes of the April 5, 2016 meeting, second by Alderman Bowman. Yes: Thatcher, Bowman, Homer, Super, Pruett, and Biondo. Motion carried 6-0. COURT REPORT Alderman Thatcher moved to approve the March 2016 Court Report, second by Alderman Bowman. Yes: Thatcher, Bowman, Homer, Super, Pruett, and Biondo. Motion carried 6-0. 2 RESOLUTION 2016-014 Alderman Thatcher moved to approve Resolution R-2016-014 Bill Pay authorizing the expenditure of funds for fiscal year 2015-2016, for weeks ending April 8t" and April 15th in the amount of $276,133.47, second by Alderman Bowman. Yes: Thatcher, Bowman, Homer, Super, Pruett, and Biondo. No: None Motion carried 6-0. REGULAR AGENDA PUBLIC HEARING @ Mayor Rose opened a public hearing to consider a request for a 7:10 PM special use permit for outdoor storage located at 4600 NW 41st Street, in the City of Riverside, Missouri. Mayor Rose asked for a motion to continue said public hearing. Alderman Bowman moved that the public hearing to consider a request for a special use permit for outdoor storage located at 4600 NW 4191 Street, in the City of Riverside, Missouri, be continued to May 17, 2016, second by Alderman Pruett. Yes: Bowman, Pruett, Homer, Biondo, Super, and Thatcher. Motion carried 6-0. BILL NO. 2016-019 City Clerk Robin Kincaid gave first reading of Bill No. 2016-019. Final Plat Hydro Conduit Community Development Director Mike Duffy explained that this is a plat that creates two separate parcels at the Hydro Conduit property. This also creates right-of-ways and two legal descriptions for the separate lots that will be provided to DNR for the environmental clearance letters for any future use of the property. Alderman Thatcher moved to accept first reading and place Bill No. 2016-019 on second and final reading, second by Alderman Super. Yes: Thatcher, Super, Homer, Pruett, Bowman, and Biondo. Motion carried 6-0. Alderman Biondo moved to approve Bill 2016-019 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Biondo, Thatcher, Homer, Super, Bowman, and Pruett. Motion carried 6-0. BILL NO.2016-020 Mayor Kathy Rose was asked to pull Bill No. 2016-020 for a future Compliance Incentive Agrmnt meeting. BILL NO. 2016-021 City Clerk Robin Kincaid gave first reading of Bill No. 2016-021. Kansas City Emergency Fire Chief Gordon Fowlston explained that this the annual Services Agreement Renewal renewal of the ambulance contract with the City of Kansas City, Missouri Fire Department and there are no changes in the agreement. Alderman Biondo moved to accept first reading and place Bill No. 2016-021 on second and final reading, second by Alderman Thatcher. Yes: Biondo, Thatcher, Bowman, Super, Pruett, and Homer. Motion carried 6-0. 3 Alderman Thatcher moved to approve Bill 2016-021 and enact said bill as ordinance, second by Alderman Bowman. Yes: Thatcher, Bowman, Homer, Biondo, Pruett, and Super. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Greg Mills discussed the option of a town hall meeting being scheduled in May and tie it to the budget possibly. We had also discussed having individual meetings in neighborhoods within the City, possibly beginning in Montebella and publicize well for better attendance. The Mayor will reach out to the residents to find a preferred time. HR Generalist Stacey Rasco presented the 2016-2017 Health Benefits by way of PowerPoint presentation. There is basically a 2% increase. Following time for questions, Alderman Homer moved to approve rates for the 2016-2017 fiscal year resulting in the city's annual cost of$624,000, which is a 1.8% increase ($11,000) over last year, second by Alderman Biondo. Yes: Homer, Biondo, Bowman, Super, Pruett, and Thatcher. Motion carried 6-0. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING City Engineer Travis Hoover gave an update on the holes along Vivion Road and High Drive. It is Lan-Tel Communications doing work for a new telecommunications line for the Park Hill School District. We hope the project will be complete in about three weeks. FINANCE Finance Director Donna Oliver wanted to inform the Board that an RFP for banking services went out last month and we had three banks respond: US Bank, UMB Bank and Commerce Bank. We will review the submittals and bring a resolution awarding the banking services at the next meeting. She also explained why Bank Liberty is unable to submit a proposal at this time, but is hopeful to have upgrades by the next opportunity to work with the City. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super commented there will be a meeting tomorrow and City Engineer Travis Hoover will attend to discuss the sill on Gateway. MAYOR'S DISCUSSION Nothing to report. 4 BOARD OF ALDERMEN Alderman Super— In the years I have been on this board, I have never seen an election like this last one, with the attempts to not only sponsor a candidate but to smear our mayor. The money that was spent may be proof that they are not going to go away. It may be in our best interest to ask staff to explore digital recordings for video and audio. City Attorney Paul Campo remarked that the use of live streaming is done in many cities. The Board would like staff to look into options. Alderman Thatcher—Asked to look at video conferencing with the options, if looking into changes with our system. 1 also agree with Alderman Super regarding the complexion of the election but by far the feedback from the constituents that I work with was very positive about our accomplishments over the last 2-5 years. New residents are very excited to be in our community. It was a great experience to be at the poles all day and we had a good voter turnout. We are being recognized in the metro area.
