REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, May 3, 2016
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
May 3, 2016.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, and Al
Bowman.
Alderman Chet Pruett was absent.
Also present were City Administrator Greg Mills, Community Dev. Mike Duffy, City Clerk Robin
Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, and City Engineer
Travis Hoover. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo 610.021 (2) Leasing, second by Alderman
Super.
Yes: Thatcher, Super, Homer, Biondo, and Bowman.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Thatcher moved at 6:51 p.m. to adjourn closed
CLOSED @ 6:51 P.M. session with no action taken, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, and Homer.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:04
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Aaron Thatcher, and Ron Super.
Alderman Chet Pruett was absent.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon
Fowlston, City Engineer Travis Hoover, and Major Chris Skinrood. Also attending was City
Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

PROCLAMATION Mayor Rose read the Proclamation for the 2016 Local Government
Week for May 1-7, 2016. She thanked staff for all the work done
for the City and the residents.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda
as presented, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, and Homer.
Motion carried 5-0.
MINUTES OF 04-19-16 Alderman Thatcher moved to approve the minutes of the April 19,
2016 meeting, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, and Homer.
Motion carried 5-0.
RESOLUTION 2016-014A Alderman Thatcher moved to approve Resolution 2016-014A
Bill Pay authorizing the expenditure of funds for fiscal year 2015-
2016, for weeks ending April 22ND and April 29TH in the amount of
$79,075.79, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, and Homer.
Motion carried 5-0.
REGULAR AGENDA
BILL NO. 2016-022 City Clerk Robin Kincaid gave first reading of Bill No. 2016-022.
Reappointment Ferguson Alderman Thatcher moved to accept first reading and place Bill
Municipal Judge No. 2016-022 on second and final reading, second by Alderman
Super.
Yes: Thatcher, Super, Bowman, Homer, and Biondo.
Motion carried 5-0.
Alderman Homer moved to approve Bill 2016-022 and enact said
bill as ordinance, second by Alderman Biondo.
Yes: Homer, Biondo, Bowman, Super, and Thatcher.
Motion carried 5-0.
BILL NO. 2016-023 Mayor Rose announced that Bill No. 2016-023 is pulled from the
Blight Removal Program agenda this evening and will be heard at a future meeting.
RESOLUTION 2016-015 Community Development Director Mike Duffy explained that this
Quit Claim Deed Trimble is a tax sale property that we acquired and will take title.
Alderman Thatcher moved to approve Resolution 2016-015
accepting a quit claim deed from James and Lillie Trimble, second
by Alderman Biondo.
Yes: Thatcher, Biondo, Super, Homer, and Bowman.
Motion carried 5-0.

RESOLUTION 2016-016 Alderman Thatcher moved to approve Resolution 2016-016
Horizons Bus. Park Assoc. directing the incorporation of the Horizons Business Park
Association and appointing the initial members of the Board of
Directors of said association, second by Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Bowman, and Super.
Motion carried 5-0.
LIQUOR LICENSE APPROVALAIderman Thatcher moved to approve the All-Inclusive liquor
Hawg Jaw Fritz All-inclusive license and Sunday sales contingent upon State of Missouri
approval for Hawg Jaw Fritz, second by Alderman Biondo.
Yes: Thatcher, Biondo, Super, Homer, and Bowman.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Greg Mills announced that the MoPerm refund
for this year was received in the amount of$4,342.20. A schedule
of proposed dates was passed out to the Board for review
regarding the budget and town hall meeting. The Board gave
general consensus on all dates and the Town Hall meeting will be
June 14th.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy told the Board that
we are submitting an application for three properties to FEMA for
a flood buyout. The property owners were interested in pursuing
the grant program. We will have this information to the State by
May 14th and the State must submit to FEMA by June 14th
On May 18th we will be having our next Executive Meet and Greet
for the Platte Valley Industrial Park and Horizons at Crazy Olives
in Argosy from 4:30 p.m. to 6:30 p.m.
ENGINEERING Hermosa Street update from the Street Maintenance Program was
shared. Discussion about Lan-Tel and the water break was held.
FINANCE Nothing to report.
PUBLIC SAFETY Major Chris Skinrood reported to the Board that Platte County has
asked to park a piece of military equipment recently acquired in
our old public safety garage. We would have access to this
equipment if needed. They also are interested in storing the
command bus here as well, to be more centrally located in the
county. Discussion followed. This equipment is invaluable when
an incident occurs.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super commented that there are still issues regarding
Q1 and there is no movement on the repair. There is a $100,000
water bill issue with KCMO Water.
MAYOR'S DISCUSSION Mayor Rose stated that the NRCC Volunteer Clean-up this Friday.
With all the rain, Line Creek looks so much better when there is
more water in it. Community Development Director Duffy

explained that we have paperwork in for a grant for an analysis
and shared options.
The DC Fly-In is moved to September 7-9. Maybe we can set up
meetings with the Corp of Engineers and Senator Graves' office.
Platte County is going to apply for the grant for the Healthy Cities
& Counties Grant Program sponsored by National League of
Cities.
Tour De Platte is May 215` and will begin at E.H. Young Park.
I have asked Greg Mills to get the EcoDevo group to meet soon.
Mayor James announced that the KCI Project is dead at this time
and that is a disappointment.

MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:57 p.m.,
second by Alderman Thatcher.
Yes: Biondo, Thatcher, Bowman, Homer, and Super.
