The applicant had an environmental firm conduct the necessary testing. Staff is waiting for the applicant to submit the report. Current Zoning: R-1 Single-Family Residential Existing Land Use: Vacant lot as the dilapidated structure was demolished in late April. Lot Size: 0.4 acres Analysis Blight Definition.A "Blighted Property" is a property in which the Board of Aldermen determines that by reason of age, obsolescence, inadequate or outmoded design or physical deterioration has become an economic or social liability, and that such condition is conducive to ill health, transmission of disease, crime or inability to pay reasonable taxes. In early Fall 2015, City staff contacted the applicant stating the house was in such a state of disrepair that it could possibility be declared a public nuisance/dangerous building. Since that time, the applicant has been working with staff to remediate the situation and participate in the Blight Removal and Reinvestment Program. The applicant submitted his official blight removal program application and had the contractor demolished the building in late April 2016. The structure was a 1-story 830 square feet single-family home built in 1957. It sat vacant for several years. The dwelling was not connected to electrical power and the existing meter and wiring were obsolete and did not meet code. There was no gas connection, but instead there was a connection to a propane tank. Wood rot and water damage were noted throughout the structure with evidence of water penetrating the exterior of the building envelope. There were no functioning gutters. Exterior paint was deteriorating leaving little protection for the wood siding. Much of the siding was swollen with moisture penetration. On three sides of the structure siding was in contact with the ground causing further rot. All visible windows showed evidence of window frames and trim deteriorating. On three sides of the structure soffit and facia showed signs of deterioration, including a hole in the soffit on the south side. Vegetation was growing into and in contact with portions of the entire structure. There was a hole in the Pagel of 3 foundation. Additionally, the roof was in disrepair. Shingles were worn through and vegetation was growing into and in contact with the roof. Recommendation Staff finds the structure meets the definition of blight for the Blight Removal and Reinvestment Program due to disrepair, building safety issues and the infeasibility to rehabilitate the structure, and therefore recommends the Board approve the application for the program.
