HomeMy WebLinkAbout2016-05-17 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, May 17, 2016 6:30 p.m. The Board of Aldermen for the City of Riverside. Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, May 17, 2016. Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, and Al Bowman. Alderman Aaron Thatcher was absent. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, Finance Director Donna Oliver. and City Engineer Travis Hoover. Also present was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:30 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, second by Alderman Biondo. Yes: Homer, Biondo, Bowman, Super, and Pruett. Motion carried 5-0. MOTION TO ADJOURN Alderman Biondo moved at 6:55 p.m. to adjourn closed CLOSED @ 6:55 P.M. session with no action taken, second by Alderman Pruett. Yes: Biondo, Pruett, Bowman, Homer, and Super. Motion carried 5-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:02 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Chet Pruett, and Ron Super. Alderman Aaron Thatcher was absent. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Captain Gary McMullin, and Finance Director Donna Oliver. Also attending was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 PRESENTATION Park Hill School District— English Landing School - Dr. Kerry Roe, Lauren Milby, Tracey Lineberry, Tina Weidmeier, Kevin O'Connor, Matt Wachel, and students, Yaneisy, and Aniya were in attendance to present a review of the Beyond the Bell Program. PRESENTATION Mayor Rose read the proclamation for National Public Works Week— May 15 — 21, 2016 and presented it to Public Works Director Tom Wooddell. Mayor Rose thanked Tom and his department for their diligence. CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as presented, second by Alderman Bowman. Yes: Biondo. Bowman, Homer, Pruett, and Super. Motion carried 5-0. MINUTES OF 05-03-16 Alderman Biondo moved to approve the minutes of the May 3, 2016 meeting, second by Alderman Bowman. Yes: Biondo, Bowman, Homer, Pruett, and Super. Motion carried 5-0. RESOLUTION 2016-017 Alderman Biondo moved to approve Resolution 2016-017 Bill Pay authorizing the expenditure of funds for fiscal year 2015- 2016, for weeks ending May 6TH and May 13TH in the amount of $206,715.56. second by Alderman Bowman. Yes: Biondo, Bowman, Homer, Pruett, and Super. Motion carried 5-0. RESOLUTION 2016-018 Alderman Biondo moved to approve Resolution 2016-018 Banking Services Award approving an agreement for banking services with U.S. Bank National Association, second by Alderman Bowman. Yes: Biondo, Bowman, Homer, Pruett, and Super. Motion carried 5-0. REGULAR AGENDA PUBLIC HEARING SUP The public hearing remains open from the previous meeting and 4600 NW 41ST Street Mayor Rose asked that a motion be made to continue the public hearing. Alderman Bowman moved that the public hearing to consider a request for a special use permit for outdoor storage located at 4600 NW 41st Street, in the City of Riverside be continued to July 14, 2016, second by Alderman Biondo. Yes: Bowman. Biondo, Super, Homer, and Pruett. Motion carried 5-0. BILL NO. 2016-023 City Clerk Robin Kincaid gave first reading of Bill No. 2016-023. 5006 NW Strathbury Ave. Community Development Director Mike Duffy explained the Blight Removal concern for the property and the Blight Program. Alderman Biondo moved to accept first reading and place Bill No. 2016-023 on second and final reading, second by Alderman Pruett. Yes: Biondo, Pruett, Super, Bowman, and Homer. Motion carried 5-0. Alderman Pruett moved to approve Bill 2016-023 and enact said bill as ordinance, second by Alderman Bowman. Yes: Pruett, Bowman, Biondo, Homer, and Super. Motion carried 5-0. BILL NO. 2016-024 City Clerk Robin Kincaid gave first reading of Bill No. 2016-024. CO 1 Irrigation & Landscape City Engineer Travis Hoover explained the details of this change order. Alderman Biondo moved to accept first reading and place Bill No. 2016-024 on second and final reading, second by Alderman Pruett. Yes: Biondo, Pruett, Super, Bowman, and Homer. Motion carried 5-0. Alderman Pruett moved to approve Bill 2016-024 and enact said bill as ordinance, second by Alderman Bowman. Yes: Pruett, Bowman, Homer, Super, and Biondo. Motion carried 5-0. BILL NO. 2016-025 City Clerk Robin Kincaid gave first reading of Bill No. 2016-025. Release of Interest Community Development Director Mike Duffy stated that this bill is Horizons Industrial V part of the close out process for the Chapter 100 Bonds. Alderman Biondo moved to accept first reading and place Bill No. 2016-025 on second and final reading, second by Alderman Pruett. Yes: Biondo, Pruett, Bowman, Homer, and Super. Motion carried 5-0. Alderman Pruett moved to approve Bill 2016-025 and enact said bill as ordinance, second by Alderman Bowman. Yes: Pruett, Bowman, Biondo, Homer, and Super. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Greg Mills discussed the first neighborhood meeting being on Saturday, June 25 in Montebella. The board agreed and more details will be brought to the board at a later date. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reminded the Board that at our previous meeting he was directed to look at options regarding Line Creek. There has been $25,000 found by the Corp of Engineers to begin a study on Line Creek. ENGINEERING Nothing to report. iV 0 FINANCE Nothing to report. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super commented there will be a meeting tomorrow. MAYOR'S DISCUSSION Mayor Rose announced that the Horizons Business Meet and Greet will be tomorrow at Argosy's Crazy Olives restaurant from 4:30 to 6:30. We had our summer kick- off event last Saturday and estimated 100 in attendance and about 70 children signed up for summer programs that are offered. A "shout out" to Fire Chief Gordon Fowlston for the intern opportunity and the nice ceremony that was given to Hannah Morales as Honorary Fire Fighter. This Saturday is HHW at Parkville, MO from 8 a.m. to noon. The Tour De Platte is this Saturday as well with over 180 people participating and I will be one of them. National Nursing Home week was last week and I presented a proclamation to them and toured their facility. It was very well taken care of and a wonderful experience. I spoke at Johnson County Leadership last week with about 150 in the room. They were very interested in Missouri and that was a great experience. The Orange EV business in Riverside has invited me to join them to speak at a round table on Friday, regarding the Smart City Innovation Grant. The MML West Gate Dinner is next Thursday, May 26th at Argosy. BOARD OF ALDERMEN Alderman Biondo — Nothing to report. Alderman Bowman — Nothing to report Alderman Pruett — Nothing to report.
