REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 7, 2016
5:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 7, 2016.
Mayor Rose called the regular meeting to order at 5:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, and Al
Bowman.
Alderman Chet Pruett was absent.
Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, Finance Director Donna Oliver, and Chief Gordon Fowlston.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 5:30 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation and RSMo 610.021 (2) Leasing, Purchase or sale of
real estate, second by Alderman Thatcher.
Yes: Homer, Thatcher, Super, Bowman, and Biondo.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Biondo moved at 5:55 p.m. to adjourn closed
CLOSED @ 5:55 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Bowman, and Homer.
Motion carried 5-0.
WORKSHOP SESSION Finance Director Donna Oliver reviewed handouts to the Board
regarding the infrastructure and the long range forecast.
City Engineer Travis Hoover discussed infrastructure updates by
a grading system through a PowerPoint presentation and
answered specific concerns mentioned by the Board.
Community Development Director Mike Duffy responded to right-
of-way permits. Public Works Director Tom Wooddell discussed
street maintenance tasks that his department covers.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the workshop at 6:42 p.m.
WORKSHOP AND BREAK and take a short break before open session, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Bowman, Super, and Homer.
Motion carried 5-0.

REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Ron Super, and Aaron Thatcher.
Alderman Chet Pruett was absent.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, Community Development Director Mike Duffy, City Engineer Travis
Hoover, Fire Chief Gordon Fowlston, Finance Director Donna Oliver, and Major Chris
Skinrood. Also present was Special Counsel Joe Bednar.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
BILL NO. 2016-020 City Clerk Robin Kincaid gave first reading of Bill No. 2016-020.
Compliance Incentive City Administrator explained the process of this compliance
Agreement-Velociti incentive agreement that has been jointly agreed upon with the
help of Special Counsel Joe Bednar and Velociti Counsel, Todd
LaSala. The City staff and Special Counsel Bednar were thanked
by LaSala for their creativity and solving the compliance incentive
issues. He also conveyed how happy Velociti is to be in
Riverside.
Alderman Thatcher moved to accept first reading and place
Bill No. 2016-020 on second and final reading, second by
Alderman Biondo.
Yes: Thatcher, Biondo, Super, Bowman, and Homer.
Motion carried 5-0.
Alderman Thatcher moved to approve Bill 2016-020 and enact
said bill as ordinance, second by Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Bowman, and Super.
Motion carried 5-0.
(Alderman Aaron Thatcher left meeting at 7:05 p.m.)
Budget Discussion Finance Director Donna Oliver announced that the city is
going to invest some our money in CDs with Bank Liberty because
they are offering us a good rate and it is nice to do business
with our local bank. A PowerPoint presentation including the
summary and key points of the 2016-2017 budget was shared by
Oliver. Vivion Road Trail discussion was held and general
consensus of the Board was to leave this expense out of the
2016-2017 budget.

CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as
presented, second by Alderman Super.
Yes: Biondo, Super, Bowman, and Homer.
Motion carried 4-0.
MINUTES OF 05-17-16 Alderman Biondo moved to approve the minutes of the May 17,
2016 meeting, second by Alderman Super.
Yes: Biondo, Super, Bowman, and Homer.
Motion carried 4-0.
MINUTES OF 05-24-16 Alderman Biondo moved to approve the minutes of the May 24,
2016 meeting, second by Alderman Super.
Yes: Biondo, Super, Bowman, and Homer.
Motion carried 4-0.
COURT REPORT Alderman Biondo moved to approve the April 2016 Court Report,
second by Alderman Super.
Yes: Biondo, Super, Bowman, and Homer.
Motion carried 4-0.
RESOLUTION 2016-019 Alderman Biondo moved to approve Resolution 2016-019
Bill Pay authorizing the expenditure of funds for fiscal year 2015-
2016, for weeks ending May 20TH, May 27TH, and June 3RD in the
amount of$469,237.76, second by Alderman Super.
Yes: Biondo, Super, Bowman, and Homer.
Motion carried 4-0.
RESOLUTION 2016-020 Alderman Biondo moved to approve Resolution 2016-020
Cowell Property Ins Renewal authorizing the purchase of property and equipment insurance
from Cowell Insurance Group, Inc. for an annual premium renewal
not to exceed $58,314.00, second by Alderman Homer.
Yes: Biondo, Super, Bowman, and Homer.
Motion carried 4-0.
REGULAR AGENDA
BILL NO. 2016-026 City Clerk Robin Kincaid gave first reading of Bill No. 2016-026.
Joint Agreement with PHS Community Development Director Mike Duffy explained that this
Tennis Shelter was a one-time service agreement for the City to provide
$2,500.00 toward the construction of a tennis facility shelter for the
school that grant funding did not cover and Park Hill School will
provide tennis lessons over a two year period to Riverside youth.
Alderman Biondo moved to accept first reading and place
Bill No. 2016-026 on second and final reading, second by
Alderman Homer.
Yes: Biondo, Homer, Super, and Bowman.
Motion carried 4-0.
Alderman Homer moved to approve Bill 2016-026 and enact
said bill as ordinance, second by Alderman Biondo.
Yes: Homer, Biondo, Bowman, and Super.
Motion carried 4-0.

LIQUOR LICENSE APPROVALAIderman Bowman moved to approve the temporary picnic liquor
Scottish Highland Games 2016 license contingent upon State of Missouri approval for the Scottish
Highland Games on June 11-12, 2016, second by Alderman
Biondo.
Yes: Bowman, Biondo, Super, and Homer.
Motion carried 4-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy updated the Board
on the Business Park Association Board. The first meeting was
held last week. Adoption of Bylaws, election of officers, adoption
of assessment at 2 cents per square foot, and legal counsel were
all actions the Board took at their first meeting.
ENGINEERING Nothing to report.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super reported there is a meeting a week from
Wednesday, June 15`".
MAYOR'S DISCUSSION Mayor Rose spoke at the Garney event at the Briarcliff Lake and
presented a proclamation from the City. I attended a meeting
today with MoDot and their four commissioners; they were very
supportive of Riverside.
BOARD OF ALDERMEN Alderman Super— Nothing to report.
Alderman Biondo— Nothing to report.
Alderman Bowman — Nothing to report.
Alderman Homer—Attended another Missouri River meeting and
there were discussions on ways to get better access and
utilization of the river. A MARC representative, Parkville Mayor,
Port Authority member and several others were in attendance.
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:25 p.m.,
second by Alderman Biondo.
