HomeMy WebLinkAbout2016-06-21 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, June 21, 2016 5:45 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, June 21, 2016. Mayor Rose called the regular meeting to order at 5:45 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher, and Al Bowman. Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community Development Director Mike Duffy, and City Engineer Travis Hoover. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 5:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, and 610.021(13) Individually identifiable personnel records, performance ratings or records pertaining to employees, second by Alderman Super. Yes: Thatcher, Super, Pruett, Homer, Bowman, and Biondo. Motion carried 6-0. MOTION TO ADJOURN Alderman Biondo moved at 6:54 p.m. to adjourn closed CLOSED @ 6:54 P.M. session with no action taken, second by Alderman Homer. Yes: Biondo, Homer, Bowman, Super, Pruett, and Thatcher. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Ron Super, Chet Pruett, and Aaron Thatcher. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Community Development Director Mike Duffy, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, Finance Director Donna Oliver, Recreation Supervisor Lori Boji, and Major Chris Skinrood. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Bowman asked that Resolution R-2016-021 be removed from consent and voted on separately. Alderman Biondo moved to approve the consent agenda with the Bill Pay Resolution R-2016-021 removed, second by Alderman Thatcher. Yes: Biondo, Thatcher, Pruett, Bowman, Super, and Homer. Motion carried 6-0. MINUTES OF 06-07-16 Alderman Biondo moved to approve the minutes of the June 7, 2016 meeting, second by Alderman Thatcher. Yes: Biondo, Thatcher, Pruett, Bowman, Super, and Homer. Motion carried 6-0. MINUTES OF 06-14-16 Alderman Biondo moved to approve the minutes of the June 14, 2016 meeting, second by Alderman Thatcher. Yes: Biondo, Thatcher, Pruett, Bowman, Super, and Homer. Motion carried 6-0. COURT REPORT Alderman Biondo moved to approve the May 2016 Court Report, second by Alderman Thatcher. Yes: Biondo, Thatcher, Pruett, Bowman, Super, and Homer. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2016-021 Alderman Biondo moved to approve Resolution 2016-021 Bill Pay authorizing the expenditure of funds for fiscal year 2015- 2016, for weeks ending June 20TH and June 17TH in the amount of $446,668.02 second by Alderman Thatcher. Yes: Biondo, Thatcher, Homer, Super, and Pruett. Abstain: Bowman. No: None Motion carried 5-1-0. RESOLUTION 2016-022 Alderman Thatcher moved to approve Resolution 2016-022 2016-17 Budget Approval adopting the 2016-2017 Annual Budget, second by Alderman Biondo. Yes: Thatcher, Biondo, Super, Bowman, Pruett, and Homer. Motion carried 6-0. RESOLUTION 2016-023 Alderman Thatcher moved to approve Resolution 2016-023 2016-17 Chamber Services authorizing the City to enter into a Services agreement with the Agreement Riverside Chamber of Commerce for 2016-2017, second by Alderman Homer. Yes: Thatcher, Homer, Pruett, Biondo, Bowman, and Super. Motion carried 6-0. 2 CITY ADMINISTRATOR City Administrator Greg Mills pointed out the summary of the Town Hall Meeting provided by department heads that was included in the packet. Kudos to Community Development Assistant Sarah Wagner for her hard work and making this a successful meeting. Secondly, Tom Wooddell, Director of Public Works requested the city try Purple Wave Auction service as an option for selling City vehicles, which proved to have exceptional results of$36,800 for the three vehicles sold and the buyer pays all fees. All credit is due to Tom for finding this auction alternative, meeting with the people, getting it all set up and completed. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy updated the Board that the USDA would be out rounding up geese this week around the Horizons area. Alderman Homer asked if there had been any progress with the Army Corp of Engineers regarding Line Creek. We hope to follow up with them soon. ENGINEERING Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super reported that Travis and Greg attended the meeting and discussed the sill issue on Gateway Ave. Their budget was approved and is much like last year's budget. MAYOR'S DISCUSSION Mayor Rose noted that the Block Party in Montebella is this Saturday at 2:30 p.m. BOARD OF ALDERMEN Alderman Homer— Nothing to report. Alderman Pruett—Nothing to report. Alderman Bowman — Nothing to report. Alderman Biondo—Nothing to report. Alderman Thatcher— Nothing to report. Alderman Super—Nothing to report.
