HomeMy WebLinkAbout2016-07-19 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, July 19, 2016 6:15 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, July 19, 2016. Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher, and Al Bowman. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community Development Director Mike Duffy, City Engineer Travis Hoover, Finance Director Donna Oliver and Major Chris Skinrood. City Attorney Paul Campo was also present. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:15 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and RSMo610.021 (3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Bowman. Yes: Homer, Bowman, Pruett, Biondo, Super, and Thatcher. Motion carried 6-0. MOTION TO ADJOURN Alderman Thatcher moved at 6:59 p.m. to adjourn closed CLOSED @ 6:59 P.M. session with action taken, second by Alderman Biondo. Yes: Thatcher, Biondo, Homer, Bowman, Pruett, and Super. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Ron Super, Chet Pruett, and Aaron Thatcher. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community Development Director Mike Duffy, Finance Director Donna Oliver, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, and Major Chris Skinrood. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 PRESENTATION Christy May, Executive Director for Miles of Smiles shared information on how funds provided by the City of Riverside through a service agreement are used to help the children in our city and in the Northland. She reviewed the history of Miles of Smiles since it was founded in 2002 and shared a copy of the annual report and a brochure about this service with the Mayor and Board. CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as presented, second by Alderman Bowman. Yes: Biondo, Bowman, Homer, Thatcher, Super, and Pruett. Motion carried 6-0. MINUTES OF 07-05-16 Alderman Biondo moved to approve the minutes of the July 5, 2016 meeting, second by Alderman Bowman. Yes: Biondo, Bowman, Homer, Thatcher, Super, and Pruett. Motion carried 6-0. COURT REPORT Alderman Biondo moved to approve the June 2016 Court Report, second by Alderman Bowman. Yes: Biondo, Bowman, Homer, Thatcher, Super, and Pruett. Motion carried 6-0. RESOLUTION 2016-050 Alderman Biondo moved to approve Resolution 2016-050 Bill Pay authorizing the expenditure of funds for fiscal year 2016- 2017, for weeks ending July 8t' and July 15'" in the amount of $289,639.02, second by Alderman Bowman. Yes: Biondo, Bowman, Homer, Thatcher, Super, and Pruett. Motion carried 6-0. RESOLUTION 2016-051 Alderman Biondo moved to approve Resolution 2016-051 License Plate Reader- PS authorizing the purchase of one Selex-ES/ELSAG automated license Plate Reader for Public Safety in the amount not to exceed $24,880.00, second by Alderman Bowman. Yes: Biondo, Bowman, Homer, Thatcher, Super, and Pruett. Motion carried 6-0. REGULAR AGENDA PUBLIC HEARING SUP The public hearing remains open from the previous meeting and 4600 NW 41 ST Street Mayor Rose asked that a motion be made to continue the public hearing. Alderman Thatcher moved that the public hearing to consider a request for a special use permit for outdoor storage located at 4600 NW 41''Street, in the City of Riverside be continued to August 2, 2016, second by Alderman Biondo. Yes: Thatcher, Biondo, Super, Homer, Pruett, and Bowman. Motion carried 6-0. 2 BILL NO.2016-030 City Clerk Robin Kincaid gave first reading of Bill No. 2016-030. Final Plat Riverside Horizons Community Development Director Mike Duffy explained that this Industrial VI East went before Planning and Zoning last week and they recommended approval. This plat is combining of several lots into one almost 19 acre lot. Alderman Biondo moved to accept first reading and place Bill No. 2016-030on second and final reading, second by Alderman Bowman. Yes: Biondo, Bowman, Super, Homer, Pruett, and Thatcher. Motion carried 6-0. Alderman Pruett moved to approve Bill 2016-030 and enact said bill as ordinance, second by Alderman Super. Yes: Pruett, Super, Bowman, Thatcher, Biondo, and Homer. Motion carried 6-0. BILL NO.2016-031 City Clerk Robin Kincaid gave first reading of Bill No. 2016-031. Final Dev. Plan Horizons Alderman Bowman moved to accept first reading and place Industrial VI Bill No. 2016-031 on second and final reading, second by Alderman Biondo. Yes: Bowman, Biondo, Pruett, Super, Thatcher, and Homer. Motion carried 6-0. Alderman Pruett moved to approve Bill 2016-031 and enact said bill as ordinance, second by Alderman Biondo. Yes: Pruett, Biondo, Thatcher, Bowman, Homer, and Super. Motion carried 6-0. BILL NO.2016-032 City Clerk Robin Kincaid gave first reading of Bill No. 2016-032. Hoover Universal to Adient Community Development Director Mike Duffy reported that the bill before the Board is simply a name change for Hoover Universal, Inc. to Adient US LLC. Gary Anderson with Gilmore and Bell echoed Mike's information and assured the Mayor and Board of Aldermen that this has no impact on the City. Alderman Biondo moved to accept first reading and place Bill No. 2016-032 on second and final reading, second by Alderman Bowman. Yes: Biondo, Bowman, Homer, Pruett, Super, and Thatcher. Motion carried 6-0. Alderman Pruett moved to approve Bill 2016-032 and enact said bill as ordinance, second by Alderman Biondo. Yes: Pruett, Biondo, Thatcher, Super, Homer, and Bowman. Motion carried 6-0. LIQUOR LICENSE APPROVALAIderman Biondo moved to approve the temporary picnic liquor Music Fest 2016 license contingent upon State of Missouri approval for the Riverside Chamber of Commerce for the Music Fest event on September 17, 2016, second by Alderman Pruett. Yes: Biondo, Pruett, Bowman, Homer, Super, and Thatcher. Motion carried 6-0. 3 CITY ADMINISTRATOR City Administrator Greg Mills explained concerns for our Police Officers for their physical safety and emotional well being. We are not aware of any threats within our community, but we are also very aware that not hearing of any threats really does not mean anything. For at least a two week period, we will have two person crews in cars and send two officers to every call. I also have directed the two captains on each shift to forego their regular administrative duties and spend their time in the field with their patrol officers. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Finance Officer Donna Oliver handed the Mayor and Board highlights of the unaudited year ending financial numbers and briefly reviewed the report. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super reported that there is a meeting tomorrow and he will have a report at the next regular meeting. MAYOR'S DISCUSSION Mayor Rose gave a special notice to the FPAL committee for doing a fabulous job organizing and running the FPAL Annual Golf Tournament last week. We received many comments on how well the tournament is run, how much fun it is to support them and to participate in the tournament. Thursday evening is the MML West Gate Civic Awards dinner and Riverside will be honoring Denise Hamilton and all she has done for the Gatewoods Home Association. Thursday evening is also the grand opening for the 99 Hops House at the Argosy Casino. Aaron Rosenthal will be leaving as General Manager of Argosy and going to manage in Las Vegas on Aug. 1't. BOARD OF ALDERMEN Alderman Thatcher—Stated that his heart goes out to all our Public Safety personnel. I don't know what it is like to put my life on the line everyday and my heart is certainly with you all and if there is anything we can do to brainstorm as a community to support you, we want you to know we appreciate all that you do. Also, I would like for our city attorney to look at the motion made in closed session and determine if that action should come before the board in open session at the next meeting. City Attorney Paul Campo responded that he interpreted that it was a disposition of real estate negotiation, which then becomes an open record. 4 Alderman Super— Reiterated the comments of Alderman Thatcher regarding our Public Safety Department. The events have been tragic nationwide and you will have support from us in any way possible. Kudos to those involved in the FPAL Golf Tournament, it was another excellent job. Alderman Homer—I would like to express my gratitude to the Police Department and we are fully behind them with our support. Alderman Pruett— Echo the same remarks of support for our Police Department. Alderman Bowman — I echo the same comments of the Police Department as well. Alderman Biondo— I have got to know several of our officers at Quik Trip and when they are out on the streets and they are the best and fully have our support.
