HomeMy WebLinkAbout2016-09-06 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 6, 2016 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September 6, 2016. Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, Chet Pruett, and Al Bowman. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and City Engineer Travis Hoover. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:30 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase or sale of real estate, RSMo610.021 (3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Super. Yes: Thatcher, Super, Pruett, Homer, Bowman, and Biondo. Motion carried 6-0. MOTION TO ADJOURN Alderman Thatcher moved at 6:59 p.m. to adjourn closed CLOSED @ 6:59 P.M. session with action taken, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Chet Pruett, Aaron Thatcher, and Ron Super. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Captain Mike Costanzo, and Finance Director Donna Oliver. Also attending was City Attorney Paul Campo. 1 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. PROCLAMATION Mayor Rose read the Proclamation for the 2016 Diaper Need Awareness Week September 26—October 2, 2016. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda with the Bill Pay Resolution R-2016-058 removed for separate consideration, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Super, and Homer. Motion carried 6-0. MINUTES OF 08-16-16 Alderman Thatcher moved to approve the minutes of the August 16, 2016 meeting, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Super, and Homer. Motion carried 6-0. RESOLUTION 2016-059 Alderman Thatcher moved to approve Resolution 2016-059 Surplus Police Equipment declaring certain police equipment to be surplus, and authorizing its transfer to the City of Henrietta, Missouri, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Super, and Homer. Motion carried 6-0. RESOLUTION 2016-060 Alderman Thatcher moved to approve Resolution 2016-060 Bid Award Firelake Const. awarding the bid for Riverside City Hall— Public Safety HVAC Controls Upgrade Project and approving agreement between the City and Firelake Construction Inc., second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Super, and Homer. Motion carried 6-0. RESOLUTION 2016-061 Alderman Thatcher moved to approve Resolution 2016-061 Reappoint Lombardo to P &Z reappointing Mike Lombardo to the Planning and Zoning Commission, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Super, and Homer. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2016-058 Alderman Biondo moved to approve Resolution 2016-058 Bill Pay authorizing the expenditure of funds for fiscal year 2016- 2017, for weeks ending August 19th, August 26th, and September 2ND in the amount of$202,634.27, second by Alderman Pruett. Yes: Thatcher, Pruett, Super, Homer, and Biondo. No: None Abstain: Bowman Motion carried 5-0-1. 2 RESOLUTION 2016-062 Alderman Thatcher moved to approve Resolution 2016-062 Proxy for Annual Levee Meeting approving the execution of a proxy for the annual meeting of the landowners of Riverside-Quinaro Bend Levee District in October 2016, second by Alderman Biondo. Yes: Thatcher, Biondo, Pruett, Bowman, Homer, and Super. Motion carried 6-0. RESOLUTION 2016-063 Alderman Homer moved to approve Resolution 2016-063 Amend & Restatement of directing the amendment and restatement Horizons Business Park Horizons Business Park Assoc. Association Inc.'s Articles of Incorporation, second by Alderman Pruett. Yes: Homer, Pruett, Thatcher, Biondo, Super, and Bowman. Motion carried 6-0. BILL NO.2016-037 City Clerk Robin Kincaid gave first reading of Bill No. 2016-037. Funding Agreement Horizons City Administrator Greg Mills explained the bill before the Board Business Park Association and that this is start up funding loaned to the Association and will be reimbursed to the City when assessments are paid. Alderman Thatcher moved to accept first reading and place Bill No. 2016-037 on second and final reading, second by Alderman Bowman. Yes: Thatcher, Bowman, Biondo, Pruett, Super, and Homer. Motion carried 6-0. Alderman Homer moved to approve Bill 2016-037 and enact said bill as ordinance, second by Alderman Biondo. Yes: Homer, Biondo, Bowman, Pruett, Super, and Thatcher. Motion carried 6-0. BILL NO.2016-038 City Clerk Robin Kincaid gave first reading of Bill No. 2016-038. Approve Seeding Plans& City Engineer Travis Hoover reviewed the details of this seeding &Specs Horizons East plan. Alderman Thatcher moved to accept first reading and place Bill No. 2016-038 on second and final reading, second by Alderman Pruett. Yes: Thatcher, Pruett, Homer, Super, Bowman, and Biondo. Motion carried 6-0. Alderman Pruett moved to approve Bill 2016-038 and enact said bill as ordinance, second by Alderman Homer. Yes: Pruett, Homer, Super, Thatcher, Biondo, and Bowman. Motion carried 6-0. BILL NO. 2016-039 City Clerk Robin Kincaid gave first reading of Bill No. 2016-039. Pursell Services Agreement Public Works Director Tom Wooddell stated this was discussed Bulk Dumpster during budget and that this agreement is the relocating of the Public Works bulk dumpster at the Pursell business site. Alderman Thatcher moved to accept first reading and place Bill No. 2016-039 on second and final reading, second by Alderman Biondo. 3 Yes: Thatcher, Biondo, Super, Bowman, Pruett, and Homer. Motion carried 6-0. Alderman Biondo moved to approve Bill 2016-039 and enact said bill as ordinance, second by Alderman Pruett. Yes: Biondo, Pruett, Bowman, Super, Homer, and Thatcher. Motion carried 6-0. BILL NO. 2016-040 City Clerk Robin Kincaid gave first reading of Bill No. 2016-040. Amend Code SB 572 Community Development Director Mike Duffy explained specific details that this amendment will provide a more efficient process for code enforcement and violations. Alderman Biondo moved to accept first reading and place Bill No. 2016-040 on second and final reading, second by Alderman Pruett. Yes: Biondo, Pruett, Thatcher, Super, Homer, and Bowman. Motion carried 6-0. Alderman Homer moved to approve Bill 2016-040 and enact said bill as ordinance, second by Alderman Pruett. Yes: Homer, Pruett, Thatcher, Super, Biondo, and Bowman. Motion carried 6-0. BILL NO.2016-041 City Clerk Robin Kincaid gave first reading of Bill No. 2016-041. Amend Code Sec. 135.070 City Administrator Greg Mills reported that this amendment is changing one word for clarification. Alderman Thatcher moved to accept first reading and place Bill No. 2016-041 on second and final reading, second by Alderman Biondo. Yes: Thatcher, Biondo, Super, Homer, Bowman, and Pruett. Motion carried 6-0. Alderman Pruett moved to approve Bill 2016-041 and enact said bill as ordinance, second by Alderman Bowman. Yes: Pruett, Bowman, Homer, Biondo, Thatcher, and Super. Motion carried 6-0. BILL NO. 2016-042 City Clerk Robin Kincaid gave first reading of Bill No. 2016-042. New Hire Moss to Police Alderman Thatcher moved to accept first reading and place Bill No. 2016-042 on second and final reading, second by Alderman Biondo. Yes: Thatcher, Biondo, Pruett, Bowman, Homer, and Super. Motion carried 6-0. Alderman Biondo moved to approve Bill 2016-042 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Biondo, Thatcher, Pruett, Super, Bowman, and Homer. Motion carried 6-0. LIQUOR LICENSE Alderman Thatcher moved to approve the temporary catering Temporary Catering License liquor license for the American Legion Post 318 for the Dust Bowl Jamboree on Oct. 1, 2016, contingent upon State of Missouri approval, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Super, and Homer. Motion carried 6-0. 4 CITY ADMINISTRATOR City Administrator Greg Mills discussed the issues of misuse with the dumpster by Public Safety. We are going to get better lighting and install video capturing for that area. On February 11, 2016 there was a budget set for$65,000 by the Board of Alderman for the MAW Rate Case. We have successfully concluded the initial rate case, but we have $21,000 in invoices that have not yet been paid and exceed the budgeted amount. I am requesting the Board make a motion to increase that budget line item to cover the outstanding invoices. Alderman Thatcher moved to increase the budget for the MAW Rate Case issues by $21,100, second by Alderman Biondo. Yes: Thatcher, Biondo, Homer, Bowman, Super, and Pruett. Motion Carried 6-0. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Discussion was held regarding the 50th Street underground utilities. City Engineer Travis Hoover is to get quotes on underground work and report back at the next meeting. FINANCE Nothing to report. PUBLIC SAFETY Nothing to report PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super reported the new Commanding Colonel Guttornsen in our area district. The Levee District is going out for Bond Refinancing. There has been discussion on the flood wall. There is no cooperation on Q1 at this point. Alderman Aaron Thatcher left the meeting at 7:38 p.m. MAYOR'S DISCUSSION Mayor Rose announced that September is a very busy month. The Gatewoods ice cream social was well attended, was of real value to the community and thank you to all the staff that attended as well. We may plan something for the town houses in the spring. Tomorrow, Alderman Frank Biondo, Mike Duffy, Sarah Wagner and Alderman Aaron Thatcher will be going on the Northland Chamber D.C. Fly-In. I will be on a legislative panel Thursday morning that the Riverside, Parkville, and Platte City Chambers are holding as a joint session along with a breakfast. Sunday through Wednesday of next week is the MML Annual Conference. September 17th is the Riverside Music Fest and tickets must be purchased for the event this year. The fireworks display will be after the band. September 24th is the Crime Free Training hosted by the Riverside Police Dept. for single family homes. The Retail Study will be presented on October 5th at a special meeting. 5 Captain Costanzo announced that the Park Hill South School Homecoming Parade is on September 17th at 1:00 p.m. BOARD OF ALDERMEN Alderman Biondo—Thought the Gatewoods neighborhood event was good. Alderman Super—Nothing to report. Alderman Homer—Wished to add that he has seen several instances where electronic devices and large items are left at the dumpster in the parking lot and agrees with City Administrator Mills to improve lighting and cameras to curtail misuse. Alderman Pruett— Nothing to report. Alderman Bowman— Nothing to report. City Engineer Travis Hoover announced that KCP&L has started their street light change out, beginning on Horizons Parkway south end. Alderman Biondo added that the lighting will be cheaper, brighter and have longer life. MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:55 p.m., second by Alderman Bowman.
