HomeMy WebLinkAbout2016-10-04 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, October 4, 2016 6:45 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, October 4, 2016. Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher, and Al Bowman. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, and Fire Chief Gordon Fowlston. Also present was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase or sale of real estate, second by Alderman Pruett. Yes: Homer, Pruett, Biondo, Bowman, Super, and Thatcher. Motion carried 6-0. MOTION TO ADJOURN Alderman Biondo moved at 7:00 p.m. to adjourn closed CLOSED @ 7:00 P.M. session with action taken, second by Alderman Homer. Yes: Biondo, Homer, Bowman, Pruett, Thatcher, and Super. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:02 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Chet Pruett, and Ron Super. Alderman Aaron Thatcher absent for open session. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Police Major Chris Skinrood, and Finance Director Donna Oliver. Also attending was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as presented, second by Alderman Bowman. Yes: Biondo, Bowman, Pruett, Super, and Homer. Motion carried 5-0. MINUTES OF 09-20-16 Alderman Biondo moved to approve the minutes of the September 20, 2016 meeting, second by Alderman Bowman. Yes: Biondo, Bowman, Pruett, Super, and Homer. Motion carried 5-0. RESOLUTION 2016-065 Alderman Biondo moved to approve Resolution 2016-065 Bill Pay authorizing the expenditure of funds for fiscal year 2016- 2017, for weeks ending September 23RD and September 30TH in the amount of$102,927.50, second by Alderman Bowman. Yes: Biondo, Bowman, Pruett, Super, and Homer. Motion carried 5-0. REGULAR AGENDA BILL NO.2016-044 City Clerk Robin Kincaid gave first reading of Bill No. 2016-044. Cooperation Agreement with Alderman Homer moved to accept first reading and place Bill Platte Co., Levee, at al No. 2016-044 on second and final reading, second by Alderman Biondo. Yes: Homer, Biondo, Bowman, Super, and Pruett. Motion carried 5-0. Alderman Biondo moved to approve Bill 2016-044 and enact said bill as ordinance, second by Alderman Pruett. Yes: Biondo, Pruett, Super, Homer, and Bowman. Motion carried 5-0. BILL NO.2016-045 City Clerk Robin Kincaid gave first reading of Bill No. 2016-045. Final Plat Montebella Plat 1A Community Development Director Mike Duffy explained the reason for getting a plat on this single lot. Alderman Pruett moved to accept first reading and place Bill No. 2016-045 on second and final reading, second by Alderman Bowman. Yes: Pruett, Bowman, Biondo, Homer, and Super. Motion carried 5-0. Alderman Biondo moved to approve Bill 2016-045 and enact said bill as ordinance, second by Alderman Pruett. Yes: Biondo, Pruett, Super, Bowman, and Homer. Motion carried 5-0. BILL NO.2016-M City Clerk Robin Kincaid gave first reading of Bill No. 2016-046. Final Plat Montebella 3RD Plat Alderman Biondo moved to accept first reading and place Bill No. 2016-046 on second and final reading, second by Alderman Pruett. 2 Yes: Biondo, Pruett, Bowman, Homer, and Super. Motion carried 5-0. Alderman Pruett moved to approve Bill 2016-046 and enact said bill as ordinance, second by Alderman Biondo. Yes: Pruett, Biondo, Bowman, Super, and Homer. Motion carried 5-0. BILL NO.2016-047 City Clerk Robin Kincaid gave first reading of Bill No. 2016-047. Final Plat Gatewoods 4"' Plat Alderman Biondo moved to accept first reading and place Bill No. 2016-047 on second and final reading, second by Alderman Pruett. Yes: Biondo, Pruett, Homer, Super, and Bowman. Motion carried 5-0. Alderman Pruett moved to approve Bill 2016-047 and enact said bill as ordinance, second by Alderman Bowman. Yes: Pruett, Bowman, Homer, Super, and Biondo. Motion carried 5-0. RESOLUTION 2016-066 City Administrator Greg Mills gave an overview of the process Award Compensation Study followed for the selection process of the RFQs received. RFQ—Gallagher Benefit Serv. Alderman Biondo moved to approve Resolution 2016-066 awarding the Compensation Study RFQ to Gallagher Benefit Services, Inc., second by Alderman Pruett. Yes: Biondo, Pruett, Homer, Super, and Bowman. CITY ADMINISTRATOR Nothing to report. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Fire Chief Gordon Fowlston reminded the Board that next week is Fire Prevention Week and on Wednesday, October 1 e there will be an Open House at the Fire Station from 5 p.m. to 8 p.m. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super stated that the issue with the sill on Gateway is being discussed with Travis Hoover and City Administrator Mills and they will support that this issue is not a City issue. MAYOR'S DISCUSSION Mayor Rose gave kudos to the Crime Free Team that did the training last Saturday, it was very well done and the presentation made was a great message. BOARD OF ALDERMEN Alderman Super— Nothing to report. 3 Alderman Biondo— I agree with the Mayor and kudos to the Crime Free Team that led the training. I went to the Dustbowl Jamboree and it was not very well attended. Alderman Bowman—Nothing to report. Alderman Pruett— Nothing to report. Alderman Homer— Nothing to report.
