HomeMy WebLinkAbout2016-10-18 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, October 18, 2016 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, October 18, 2016. Mayor Rose called the workshop session to order at 6:10 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Al Bowman, and Aaron Thatcher. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, and Fire Chief Gordon Fowlston. Also present was Special Counsel Joe Bednar. WORKSHOP SESSION City Administrator Greg Mills opened the workshop session to review the presentation heard at the special meeting Tuesday evening and the Board and Mayor voiced their thoughts and concerns. Focus areas were discussed. Special Counsel Bednar shared comments on retail. Following discussions, staff was directed to focus on the Red X area at this time. Mills stated that the first step in the compensation study, which was interviewing the department directors, was completed this week. BREAK@ 6:37 P.M. Mayor Rose called for a break at 6:37 p.m. Mayor Rose reconvened the workshop session at 6:45 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher, and Al Bowman. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, and Fin: Chief Gordon Fowlston. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase or sale of real estate, second by Alderman Biondo. Yes: Homer, Biondo, Bowman, Pruett, Super, and Thatcher. Motion carried 6-0. 1 MOTION TO ADJOURN Alderman Super moved at 7:04 p.m. to adjourn closed CLOSED @ 7:04 P.M. session with no action taken, second by Alderman Bowman. Yes: Super, Bowman, Thatcher, Pruett, Homer, and Biondo. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, All Bowman, Chet Pruett, Ron Super, and Aaron Thatcher. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Police Captain Gary McMullin, and Finance Director Donna Oliver. Also attending was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as presented, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer. Motion carried 6-0. MINUTES OF 10-04-16 Alderman Biondo moved to approve the minutes of the October 04, 2016 meeting, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Bowman,.Pruett, and Homer. Motion carried 6-0. MINUTES OF 10-05-16 Alderman Biondo moved to approve the minutes of the October 05, 2016 meeting, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer. Motion carried 6-0. COURT REPORT Alderman Biondo moved to approve the September 2016 Court Report, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer. Motion carried 6-0. RESOLUTION 2016-067 Alderman Biondo moved to approve Resolution 2016-067 Bill Pay authorizing the expenditure of funds for fiscal year 2016- 2017, for weeks ending October 7"' and October 14"' in the amount of$300,774.16, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer. Motion carried 6-0. 2 RESOLUTION 2016-068 Alderman Biondo moved to approve Resolution 2016-068 Ammunition Purchase authorizing the purchase of ammunition from Guff States Distributors in an amount not to exceed $17,288.25, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer. Motion carried 6-0. RESOLUTION 2016-069 Alderman Biondo moved to approve Resolution 2016-069 PS In-Car Computer Equip. authorizing the purchase of in-car mobile data computers for Public Safety Patrol Vehicles in an amount not to exceed $14,000, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer. Motion carried 6-0. REGULAR AGENDA PUBLIC HEARING @ Mayor Rose opened a public hearing at 7:05 p.m. to consider a 7:05 PM request for a preliminary plat and rezoning for Woodland Place, in the City of Riverside, Missouri. Community Development Director Mike Duffy explained the request for rezoning of land to a planned development and approval of a preliminary plat across from Red X on the bluff. The issue was before the Planning and Zoning Commission on Thursday, October 13 and they unanimously recommend approval. Duffy answered a few questions of the Board. Judith Green—405 NW Woodland Road asked if all structures would be single family. Harrell Green—405 NW Woodland Road, inquired if there has been consideration to the wildlife that resides in the area being developed. Duffy responded to both inquiries. Mayor Rose asked if there were any further questions and hearing none, she closed the public hearing at 7:15 p.m. BILL NO.2016-048 City Clerk Robin Kincaid gave first reading of Bill No. 2016-048. Prelim Plat and Rezoning of Alderman Biondo moved to accept first reading and place Bill Woodland Place No. 2016-048 on second and final reading, second by Alderman Thatcher. Yes: Biondo, Thatcher, Pruett, Bowman, Homer, and Super. Motion carried 6-0. Alderman Thatcher moved to approve Bill 2016-048 and enact said bill as ordinance, second by Alderman Biondo. Yes: Thatcher, Biondo, Pruett, Super, Homer, and Bowman. Motion carried 6-0. PUBLIC HEARING @ Mayor Rose opened a public hearing at 7:16 p.m. to consider a 7:16 PM request for a special use permit for a temporary modular unit at 4400 NW Mattox Road, in the City of Riverside, Missouri. Community Development Director Mike Duffy explained this request by Capital Electric for a modular trailer unit for office space, before a long term expansion to their building is possible. The issue was before the Planning and Zoning Commission on Thursday, October 13 and they unanimously recommend 3 approval. Andy Pachasa with Capital Electric thanked the Board for their consideration of this SUP and gave more detailed reasons for the request. The SUP is good for one year. Mayor Rose asked if there were any further questions and hearing none, she closed the public hearing at 7:24 p.m. BILL NO.2016-049 City Clerk Robin Kincaid gave first reading of Bill No. 2016-049. SUP at 4400 NW Mattox Road Alderman Thatcher moved to accept first reading and place Bill No. 2016-049 on second and final reading, second by Alderman Pruett. Yes: Thatcher, Pruett, Biondo, Super, and Homer. No: Bowman Motion carried 5-1. Alderman Pruett moved to approve Bill 2016-049 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher, Biondo, Super, and Homer. No: Bowman. Motion carried 5-1. BILL NO.2016-050 City Clerk Robin Kincaid gave first reading of Bill No. 2016-050. Amend Chapter 100 Bonds Alderman Thatcher moved to accept first reading and place Bill BABRA LLC Project No. 2016-050 on second and final reading, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super. Motion carried 6-0. Alderman Pruett moved to approve Bill 2016-050 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher, Super, Homer, Bowman, and Biondo. Motion carried 6-0. BILL NO.2016-051 City Clerk Robin Kincaid gave first reading of Bill No. 2016-051. 2017 MARC HHW Program Alderman Thatcher moved to accept first reading and place Bill No. 2016-051 on second and final reading, second by Alderman Super. Yes: Thatcher, Super, Homer, Biondo, Bowman, and Pruett. Motion carried 6-0. Alderman Biondo moved to approve Bill 2016-051 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Biondo, Thatcher, Pruett, Bowman, Homer, and Super. Motion carried 6-0. CITY ADMINISTRATOR Nothing to report. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. 4 PUBLIC SAFETY Captain Gary McMullin reported that Halloween is coming soon and the Police and Fire will be out on their ATVs again patrolling and passing out candy. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super stated that there is a meeting tomorrow. MAYOR'S DISCUSSION Mayor Rose gave kudos to the Fire Department for their open house last week. There was a lot of good information made available to those that attended. Alderman Super and I attended the MML West Gate Meeting in Richmond, Missouri. MoDot gave a really nice presentation. Trunk or Treat is this Thursday evening beginning at 7:00 p.m. BOARD OF ALDERMEN Alderman Homer—Nothing to report. Alderman Pruett—Nothing to report. Alderman Bowman—Nothing to report. Alderman Biondo—Nothing to report. Alderman Thatcher— Nothing to report. Alderman Super—Commented that MoDot is accomplishing a lot with very little funding. The State Senators and Representatives are not following through and that is causing the inactivity problems. Alderman Thatcher asked City Engineer Travis Hoover about the cones at the intersection today, Travis commented that they were striping the streets.
