Minutes of Special Meeting of the
Board of Aldermen of City of Riverside, Missouri
July 26, 2005
A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on July 26, 2005 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Looker, Darata, Legaazd, Super, and
Beard. Alderman Jones, absent.
Also present were, David Blackburn, City Administrator, Chief Greg Mills, Brent Miles, Planning,
Zoning and Community Development Coordinator and John McClelland, City Attorney's office.
Bill Woodside, Bill Woodside, Damon Pursell Construction Company, 300 N. Church, Liberty,
Damon Pursell Mo. spoke to the boazd about the detention basin on West Platte Road.
Const. spoke to the Mr. Woodside said the detention pond had a 4" slab of concrete in the bottom
board and had aclean-out and a fence in place. There was 6" loose rock put on the
floor basin.
Larry Meyer, Public Works Director sprays weeds 2-3 times a year at this area.
Alderman Super said there was mud there and he is not satisfied with the
situation.
Alderman Beard said he didn't know why the sub grade wasn't addressed before
and would like to know how this can be made to look better.
Frank Weatherford, TranSystems said the pond was designed exactly as built
with the landscaping and grade just like what was on the plans. His suggestion
is to leave the pond as was designed, at this time.
Alderman Legaazd asked about placing paving stones under the north walls
where the footing was placed.
Alderman Darata said another option would be to place 24" thick pavement on
the basin floor, but this would cost more.
Alderman Looker said "We're living with it now", there's no landscaping and
would like to see rock placed on the basin floor.
Frank said 6-9" rock right at the inlet pipe, would wash away during a heavy
rain and cut down on geo grid/layer fabric (mesh) with no cost, to put in place.
12" rock to be placed/ Alderman Super moved to approve 12" of rock to be placed in the basin,
detention pond basin (at no cost) seconded by Alderman Looker, the vote was:
Approved
Aye: Aldermen Looker, Super, Beard, Dazata and Legaard.
Absent: Alderman Jones.
Motion carries.
Change Order #9 Alderman Super moved to approve Change Order #9 for Damon Pursell
Damon Pursell Const. Construction Co for flyash stabilization on two w. bound left turn lanes to the
Approved Red X entrances and base rock stabilize the two east bound lanes from Lany's
Mins. 7/26/05
Nursery to the Red-X entrance and pavement alterations to existing pavement
adjacent to the project to provide transitions from the new pavement to the
existing, all at a cost of $16,100.76, seconded by Alderman Looker, the vote
was:
Aye: Aldermen Looker, Beazd, Legaard, Super and Dazata.
Absent: Alderman Jones.
Motion carries.
Investments A discussion was held regarding investments of the city with Commerce Bank
Discussion and Merrill Lynch.
The Missouri Securities Investment Program was discussed and it was
decided that the city would enter into an agreement. A contract and Ordinance
will be prepazed for boazd action at the next regular meeting.
Horizons Discussion Frank Weatherford, TranSystems talked about the Horizons azea.
Motion for Closed Alderman Legaazd moved that the meeting go into closed session, pursuant to
Session at 8:40 p.m. and 610.021(2) Real Estate issues, seconded by Alderman Looker, and the vote
was:
Aye: Alderman Beazd, Darata, Super, Looker and Legaazd.
Absent: Alderman Jones.
Motion Carries.
Motion for Open Alderman Looker moved that the meeting go into open session at 9:25 p.m.,
Session at 9:25 p.m seconded by Alderman Dazata, and the vote was:
Aye: Alderman Super, Beard, Looker, Legaazd and Darata.
Absent: Alderman Jones.
Motion Carries.
Mayor Burch said there would be a special meeting Monday August 1g~.
Adjournment By unanimous decision, the meeting adjourned at 9:30 p.m
Mayor Betty arch
