HomeMy WebLinkAbout2016-11-15 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, November 15, 2016 7:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, November 15, 2016. Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, and Al Bowman. Alderman Aaron Thatcher was absent. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, Major Chris Skinrood, and Fire Chief Gordon Fowlston. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. PROCLAMATION Mayor Rose read the Proclamation for the National Caregivers Month — November 2016 and presented it to Carlton Shelton and Dianne Williamson from the Riverside Nursing and Rehabilitation Center, LLC. CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented, second by Alderman Biondo. Yes: Bowman, Biondo, Homer, Super, and Pruett. Motion carried 5-0. MINUTES OF 11-01-16 Alderman Bowman moved to approve the minutes of the November 15, 2016 meeting, second by Alderman Biondo. Yes: Bowman, Biondo, Homer, Super, and Pruett. Motion carried 5-0. COURT REPORT Alderman Bowman moved to approve the October 2016 Court Report, second by Alderman Biondo. Yes: Bowman, Biondo, Homer, Super, and Pruett. Motion carried 5-0. RESOLUTION 2016-071 Alderman Bowman moved to approve Resolution 2016-071 Bill Pay authorizing the expenditure of funds for fiscal year 2016- 2017, for weeks ending November 0 and November 11T" in the amount of$296,518.95, second by Alderman Biondo. Yes: Bowman, Biondo, Homer, Super, and Pruett. Motion carried 5-0. 1 REGULAR AGENDA BILL NO. 2016-054 City Clerk Robin Kincaid gave first reading of Bill No. 2016-054. Hoover Universal Omnibus Alderman Pruett moved to accept first reading and place Bill Assignment No. 2016-054 on second and final reading, second by Alderman Biondo. Yes: Pruett, Biondo, Super, Bowman, and Homer. Motion carried 5-0. Alderman Biondo moved to approve Bill 2016-054 and enact said bill as ordinance, second by Alderman Pruett. Yes: Biondo, Pruett, Homer, Bowman, and Super. Motion carried 5-0. BILL NO.2016-055 City Clerk Robin Kincaid gave first reading of Bill No. 2016-055. Chapter 100 Bonds-Horizons Alderman Pruett moved to accept first reading and place Bill Industrial VI, LLC No. 2016-055 on second and final reading, second by Alderman Bowman. Yes: Pruett, Bowman, Homer, Super, and Biondo. Motion carried 5-0. Alderman Bowman moved to approve Bill 2016-055 and enact said bill as ordinance, second by Alderman Pruett. Yes: Bowman, Pruett, Super, Biondo, and Homer. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Greg Mills explained details of the revised Special Event Policy and that it was also reviewed by the Park and Tourism Boards as well. Alderman Biondo moved to approve the amended Special Event Policy for the City of Riverside, Missouri, second by Alderman Pruett. Yes: Biondo, Pruett, Bowman, Homer, and Super. Motion carried 5-0. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super stated that the next meeting will be Thursday, Nov. 17"'. MAYOR'S DISCUSSION Mayor Rose told the Board that an Enrollment Based Long-Range Facility Plan for the Park Hill School District was put at their places for them to review. Mayor Rose will be leaving on Wednesday morning to attend the National League of Cities Annual 2 Conference in Pittsburg, Pennsylvania. There will be 35 attendees from Missouri. BOARD OF ALDERMEN Alderman Biondo—Thanked the Community Center staff for doing a great job on Election Day. Alderman Super—Nothing to report. Alderman Homer— Nothing to report. Alderman Pruett—Nothing to report. Alderman Bowman—Nothing to report. MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:17 p.m., second by Alderman Biondo.
