HomeMy WebLinkAbout2016-12-20 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, December 20, 2016 6:00 P.M. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, December 20, 2016. Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, and Al Bowman. Alderman Aaron Thatcher was absent. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Fire Chief Gordon Fowlston, Major Chris Skinrood, Finance Director Donna Oliver, and City Engineer Travis Hoover. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:01 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase or sale of real estate, RSMo610.021 (3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Bowman. Yes: Homer, Bowman, Biondo, Pruett, and Super. Motion carried 5-0. MOTION TO ADJOURN Alderman Biondo moved at 6:58 p.m. to adjourn closed CLOSED @ 6:58 P.M. session with action taken, second by Alderman Bowman. Yes: Biondo, Bowman, Pruett, Super, and Homer. Motion carried 5-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, and Al Bowman. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Assistant Public Works Director Norman Buescher, City Engineer Travis Hoover, Finance Director Donna Oliver, Fire Chief Gordon Fowiston, Major Chris 1 Skinrood, and Emergency Management Coordinator Mike Shelton. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. PRESENTATION Finance Director Donna Oliver introduced Chelsea Ryerson with RMS US LLP to the Board so she presented an overview of the fiscal year ending June 30, 2016 audit. The report reflected no deficiencies and a very clean audit. CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as presented, second by Alderman Bowman. Yes: Biondo, Bowman, Pruett, Homer, and Super. Motion carried 5-0. MINUTES OF 12.06-16 Alderman Biondo moved to approve the minutes of the December 6, 2016 meeting, second by Alderman Bowman. Yes: Biondo, Bowman, Pruett, Homer, and Super. Motion carried 5-0. NOVEMBER 2016 Alderman Biondo moved to approve the November 2016 Court Court Report Report, second by Alderman Bowman. Yes: Biondo, Bowman, Pruett, Homer, and Super. Motion carried 5-0. RESOLUTION 2016-073 Alderman Biondo moved to approve Resolution 2016-073 MoPerm Insurance Renewal authorizing the purchase of auto and liability insurance from Missouri Public Risk Management Fund Insurance for the annual premium renewal, in the amount of$92,223.00, second by Alderman Bowman. Yes: Biondo, Bowman, Pruett, Homer, and Super. Motion carried 5-0. REGULAR AGENDA PUBLIC HEARING—L385 Mayor Rose opened the public hearing at 7:12 p.m. regarding the and Gateway Redevelopment tax increment financing: L-385 Levee Redevelopment Plan and the Gateway Redevelopment Plan. This hearing is held pursuant to Section 99.865.3 RSMo, the purpose of which is to determine if the redevelopment project is making satisfactory progress under the proposed time schedule contained within the approved plans for completion of such projects, in the City of Riverside, Missouri. Finance Director Donna Oliver reviewed a PowerPoint presentation regarding both TIF projects and their progress. Community Development Director Mike Duffy pointed out the areas involved with both TIF Projects on the map displayed. There will be an ordinance terminating the Gateway Redevelopment Plan on the January 3, 2017 meeting as a result of no action within the ten year period. There was no further discussion and Mayor Rose closed the public hearing at 7:22 p.m. 2 BILL NO.2016-059 City Clerk Robin Kincaid gave first reading of Bill No. 2016-059. MOU Platte County Health Mike Shelton, Emergency Management Coordinator and Katherine Robinett, Platte County Health Department Emergency Planner explained the purpose and need for a memorandum of understanding that will provide an area for dispensing needed medical treatment to receive inoculations within a limited time frame. Alderman Pruett moved to accept first reading and place Bill No. 2016-059 on second and final reading, second by Alderman Biondo. Yes: Pruett, Biondo, Homer, Bowman, and Super. Motion carried 5-0. Alderman Biondo moved to approve Bill 2016-059 and enact said bill as ordinance, second by Alderman Pruett. Yes: Biondo, Pruett, Super, Homer, and Bowman. Motion carried 5-0. BILL NO.2016-060 City Clerk Robin Kincaid gave first reading of Bill No. 2016-060. Horizons Industrial VI East Community Development Director Mike Duffy reviewed the Final Plat process for this Final Plat. Alderman Pruett moved to accept first reading and place Bill No. 2016-060 on second and final reading, second by Alderman Biondo. Yes: Pruett, Biondo, Homer, Super, and Bowman. Motion carried 5-0. Alderman Biondo moved to approve Bill 2016-060 and enact said bill as ordinance, second by Alderman Pruett. Yes: Biondo, Pruett, Super, Bowman, and Homer. Motion carried 5-0. BILL NO.2016-061 City Clerk Robin Kincaid gave first reading of Bill No. 2016-061. KCATA Annual Contract City Administrator Greg Mills stated to the Board that there has been no change in the number of rides or the route for 2017 and only a $437 increase in the renewal from last year's fee. Alderman Biondo moved to accept first reading and place Bill No. 2016-061 on second and final reading, second by Alderman Pruett. Yes: Biondo, Pruett, Bowman, Super, and Homer. Motion carried 5-0. Alderman Pruett moved to approve Bill 2016-061 and enact said bill as ordinance, second by Alderman Biondo. Yes: Pruett, Biondo, Bowman, Homer, and Super. Motion carried 5-0. RESOLUTION 2016-074 Alderman Biondo moved to approve Resolution 2016-072 Bill Pay authorizing the expenditure of funds for fiscal year 2016- 2017, for weeks ending December a and December 1 e in the amount of$2,007,795.23, second by Alderman Pruett. Yes: Biondo, Pruett, Bowman, Super, and Homer. Motion carried 5-0. 3 RESOLUTION 2016-075 Alderman Biondo moved to approve Resolution 2016-075 Williams, Spurgeon, Kuhl and approving the agreement between the City and Williams Spurgeon Freshnock Agreement Kuhl, & Freshnock Architects, Inc. for the Public Safety space needstfacility study, second by Alderman Bowman. Yes: Biondo, Bowman, Super, Homer, and Pruett. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Greg Mills personally expressed his appreciation to Finance Director Donna Oliver for her quality of work on the clean audit report and to Emergency Management Coordinator Mike Shelton who is one of the most well rounded and well versed emergency managers in our area. Mills gave an update on the Tourism Commission regarding their quarterly report and his disappointment in their actions and decisions toward their event funding for the upcoming year. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING City Engineer Travis Hoover led a discussion and used a map to show the area on Riverway Street in need of lighting. KCP&L will install Class E street lights and add the cost to our KCP&L lease lighting system and they will install and add these nine lights in the noted area. The Board gave general consensus to proceed to install Riverway street lights for safety reasons. FINANCE Nothing to report. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super stated that the Levee District will have a meeting tomorrow. They are getting estimates for the bridge repair on Gateway. MAYOR'S DISCUSSION Mayor Rose reported that the City Administrator's goals have been created and reviewed and they will be forwarded to Greg. We have had a remarkable year and so proud of our team and how we move things forward. We value everything the staff does for our City. We will have a great 2017. Merry Christmas and Happy New Year to everyone. BOARD OF ALDERMEN Alderman Super—Wished everyone a Merry Christmas and Happy New Year. Alderman Biondo—Wished everyone a joyous and peaceful new year and that the shop with a cop was a very enjoyable experience. 4 Alderman Bowman—Merry Christmas to all. Alderman Pruett—Merry Christmas.
