MINUTES
September 3, 2014
6:00 p.m.
The Riverside Parks Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion Road, Riverside
Missouri 64150. Those in attendance were: Terri Dwyer, Jerry Pietsch, Ken Smith, Deborah Leader, LaNette Ingram, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Fire
Chief Gordon Fowlston, and Stacey Rasco (recorder). City Administrator Greg Mills, Suzanne Johnson, Elaine Warren, and Aldermen Mike Fuller were absent.
Call to Order
The Parks Board
Meeting was called to order at 6:04 PM by Tom Wooddell.
Approval of Minutes
Quorum was not met. Approval of the August 6, 2014 minutes was moved to the next agenda.
Trail Signs
Mike
Shelton, Emergency Management Coordinator, reviewed the history of the trails in the Kansas City area. There were incidents that occurred that when people called 911 they did not know
where they were calling from. There was a discussion to determine what to do to help the citizen identify where they were and to help the 911 operators to locate these individuals.
The
Mid-America Regional Council was approached for assistance. There are over 4400 square miles in 9 counties resulting in 800 miles of trails. There are about 500 trail addresses in this
region.
The trails addressing system is for those locations that are more remote. The GPS coordinates are used to mark the trails. Once the GPS locations are determined then they are
assigned a unique address to those locations. These locations are mapped in the 911 system and therefore 911 operators are able to send emergency aid directly to that location.
The
newer trails do not have the 911 system in place. We are currently awaiting funding for the needed 28 signs.
Talk-A-Phone
Mike Shelton, Emergency Management Coordinator, noted
that the system was purchased in 2009 with Platte Co. These phones are placed in fairly remote locations on the trail system. The phones are solar powered with cell phone technology.
Currently the Talk-A-Phone has been removed due to construction on the trial. Once the phone is able to be placed it will need a new speaker and battery.
Jumping Branch Trail
Update
Mr. Hoover reported that the city met with the Board and took recommendations from the Parks Board. The Board of Aldermen liked the alternative route suggested. We are going
ahead with the purple route and are in easement negotiations at this time with land owners. Completion is still during the budget year of 2014-2015.
Lower Line Creek
Mr. Hoover
reviewed the Lower Line Creek. There has recently been placed a 5 foot sidewalk connecting the corner of Vivion to the Lower Line Creek trail. All 4 corners will soon be completed as
well.
Riverside Trails Update
Mr. Wooddell handed out a detailed map locating the benches that have been placed and the pictures of actual benches that were placed.
Next Meeting
The
next meeting will be November 5, 2014 at 6:00p.m.
