REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 3, 2017
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 3, 2017.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher,
and Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Fire Chief Gordon Fowlston, Finance Director Donna Oliver, and City
Engineer Travis Hoover. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo 610.021 (2) Leasing, Purchase or sale of
real estate, second by Alderman Bowman.
Yes: Thatcher, Bowman, Homer, Biondo, Pruett, and Super.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Biondo moved at 6:52 p.m. to adjourn closed
CLOSED @ 6:52 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Super, Homer, and Bowman.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank
Biondo, Chet Pruett, Aaron Thatcher, and AI Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, City Engineer Travis Hoover, Finance Director Donna Oliver, Fire
Chief Gordon Fowlston, and Major Chris Skinrood. Also present were City Attorney Paul
Campo and Special Counsel Joe Bednar.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Biondo moved to approve the consent agenda
as presented, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer.
Motion carried 6-0.

MINUTES OF 12-20-16 Alderman Biondo moved to approve the minutes of the December
20, 2016 meeting, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-001 Alderman Biondo moved to approve Resolution 2017-001
Bill Pay authorizing the expenditure of funds for fiscal year 2016-
2017, for weeks ending December 23RD and December 30TH in the
amount of$269,026.17, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-002 Alderman Biondo moved to approve Resolution 2017-002
L-385 Redev. Plan Progress determining that the L-385 Redevelopment Plan is making
satisfactory progress, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-003 Alderman Biondo moved to approve Resolution 2017-003
Surplus Fire Equipment declaring certain fire equipment to be surplus, and authorizing its
transfer to the Edgerton-Trimble Fire Protection District, Edgerton,
Missouri, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2017-001 City Clerk Robin Kincaid gave first reading of Bill No. 2017-001.
Predevelopment Agreement City Administrator Greg Mills introduced Richard Muller, Executive
Vice President and David Rezac, Vice President of VanTrust and
they look forward to working with the City of Riverside and
excited to be a part of this project.
Alderman Thatcher moved to accept first reading and place Bill
No. 2017-001 on second and final reading, second by Alderman
Super.
Yes: Thatcher, Super, Pruett, Homer, Bowman, and Biondo.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2017-001 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Biondo, Homer, Bowman, and Super.
Motion carried 6-0.
BILL NO. 2017-002 City Clerk Robin Kincaid gave first reading of Bill No. 2017-002.
Terr linating Gateway Redev. Alderman Thatcher moved to accept first reading and place Bill
Pla -TIF No. 2017-002 on second and final reading, second by Alderman
Biondo.
Yes: Pruett, Biondo, Homer, Super, Bowman, and Pruett.
Motion carried 6-0.

Alderman Pruett moved to approve Bill 2017-002 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Super, Bowman, Homer and Biondo.
Motion carried 6-0.
BILL NO. 2017-003 City Clerk Robin Kincaid gave first reading of Bill No. 2017-003.
Police New Hire Hass Alderman Thatcher moved to accept first reading and place Bill
No. 2017-003 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Homer, Bowman, Pruett, and Super.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2017-003 and enact said
bill as ordinance, second by Alderman Homer.
Yes: Pruett, Homer, Biondo, Bowman, Super, and Thatcher.
Motion carried 6-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
PUBLIC SAFETY Major Chris Skinrood reminded the Board that her start date at the
academy will be January 18'" and will not be working here with us
until June 2017.
An update was also given on the shooting at the Northcrest
Apartments this afternoon and that the Metro Squad will be
coming tomorrow at 9:00 a.m. to begin work on the case.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super announced that at the last levee board meeting
they redefined the goals for refinancing the bonds.
MAYOR'S DISCUSSION Mayor Rose reported that there had been more resignations from
the Tourism Board and that she will be working diligently to fill all
positions on all boards and if the BOA has any names to please
give them to her, so she may follow up with individuals and
complete this task.
BOARD OF ALDERMEN Alderman Bowman—Nothing to report.
Alderman Pruett—Nothing to report.
Alderman Homer— Nothing to report.
Alderman Super—Questioned if we should consider testing our
water to assure the safety in our drinking water. Mayor Rose
suggested staff should inquire.

Alderman Thatcher— Happy New Year to everyone. I would like
to recognize and give kudos to our city staff for their great
communication through all the issues that arise, such as: the
weather, pink water, Santa, etc.
Alderman Biondo— Nothing to report.
MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:11 p.m.,
second by Alderman Thatcher.
Yes: Biondo, Thatcher, Bowman, Pruett, Super, and Homer.
