REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 17, 2017
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 17, 2017.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher,
and AI Bowman.
Also present were City Administrator Greg Mills, Public Works Director Tom Wooddell, City
Clerk Robin Kincaid, City Planner Sarah Wagner, City Engineer Travis Hoover, and Finance
Director Donna Oliver. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo 610.021 (2) Leasing, Purchase or sale of
real estate, and RSMo 610.021(12) Sealed bids and related
documents, until the bids are opened; and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are
rejected, second by Alderman Bowman.
Yes: Homer, Bowman, Pruett, Biondo, Super, and Thatcher.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Biondo moved at 6:55 p.m. to adjourn closed
CLOSED @ 6:55 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Bowman, Homer, Super, and Pruett.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank
Biondo, Chet Pruett, Aaron Thatcher, and All Bowman.
Also present were City Administrator Greg Mills, City Engineer Travis Hoover, City Planner
Sarah Wagner, Public Works Director Tom Wooddell, City Clerk Robin Kincaid, Finance
Director Donna Oliver, and Major Chris Skinrood. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

CONSENT AGENDA Alderman Biondo moved to approve the consent agenda
as presented, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
MINUTES OF 01-03-17 Alderman Biondo moved to approve the minutes of the January 3,
2017 meeting, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
DECEMBER 2016 Alderman Biondo moved to approve the December 2016 Court
Court Report Report, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-004 Alderman Biondo moved to approve Resolution 2017-004
Bill Pay authorizing the expenditure of funds for fiscal year 2016-
2017, for weeks ending January a and January 13°i in the
amount of$260,060.16, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2017-004 City Clerk Robin Kincaid gave first reading of Bill No. 2017-004.
Levee Dist. Refunding Bonds Finance Director Donna Oliver explained that this Bill is part of the
$14,020,000 process for the refunding of bonds for the Levee District.
Alderman Thatcher moved to accept first reading and place Bill
No. 2017-004 on second and final reading, second by Alderman
Super.
Yes: Thatcher, Pruett, Super, Homer, Bowman, and Biondo.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2017-004 and enact
said bill as ordinance, second by Alderman Biondo.
Yes: Pruett, Biondo, Thatcher, Bowman, Homer, and Super.
Motion carried 6-0.
BILL NO.2017-005 City Clerk Robin Kincaid gave first reading of Bill No. 2017-005.
Gilmore& Bell Special Counsel Finance Director Donna Oliver explained that the IRS is doing a
regular routine audit of the Adient Company and the company will
be responsible for paying the audit expense, but the City has to
engage Gilmore and Bell because the bonds are in the City's
name. James Dummitt with Gilmore and Bell helped explain the
request by the IRS.
Alderman Thatcher moved to accept first reading and place Bill
No. 2017-005 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Super, Bowman, Pruett, and Homer.
Motion carried 6-0.

Alderman Pruett moved to approve Bill 2017-005 and enact said
bill as ordinance, second by Alderman Homer.
Yes: Pruett, Homer, Bowman, Biondo, Super, and Thatcher.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Greg Mills announced that the Municipal
Election filings closed at 5:00 p.m. today and those running for
Ward I Alderman will be: All Bowman and Mike Fuller, Ward II
Alderman will be: Aaron Thatcher and Ward III Alderman will be:
Frank Biondo and Sal Loporto.
Mills reviewed the TracFone Reimbursement Memo that is in the
packet. A letter was received from MML requesting that 5% of the
settlement amount received be contributed back to MML because
of their lobbying work on the cities behalf to gain these funds. It is
the recommendation of City Administrator Mills that the Board give
50% back to MML. We are receiving $4,726 of unanticipated
funds and 50% to be contributed back to MML would equal to
$2,363.
Alderman Thatcher moved that the City contribute 50% of the
$4,726 TracFone Settlement Funds, totaling $2,363 back to the
Missouri Municipal League to help cover lobbying costs, second
by Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Super, Pruett, and Bowman.
Motion carried 6-0.
City Administrator Mills explained issues that the city has incurred
regarding the Gatewoods IV. City Attorney Paul Campo reviewed
the process and the purpose of the Resolution 2017-005, an
escrow agreement that is presented to the Board for approval in
substantially the same form. Following discussion, Alderman
Thatcher moved to approve Resolution R-2017-005 approving an
escrow agreement between the City and Gatewoods Riverside,
LLC, second by Alderman Biondo.
Yes: Thatcher, Biondo, Super, Pruett, Homer, and Bowman.
Motion carried 6-0.
COMMUNITY DEVELOPMENT City Planner Sarah Wagner reviewed a map showing the Board a
Right-of-Way vacation issue that needs action prior to construction
of a home and requesting a general consensus to proceed with
this action at the next meeting. The Board gave general
consensus and asked to review the plot plan prior to
consideration.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report.

PUBLIC WORKS Public Works Director reported that his crew pretreated on Friday
before the storm and a crew came in Saturday night and early
Sunday morning to treat a few spots. The crew did a good job.
Mayor Rose commented that the roads were in great shape and
thanked Public Works for all their hard work.
LEVEE BOARD Alderman Super announced that there is a levee board meeting
tomorrow and they will approve the bonds.
MAYOR'S DISCUSSION Mayor Rose reported that she attended the inauguration of
Governor Eric Grietens and it was a very nice and well attended
event. The NRCC Annual Banquet if this Saturday evening,
several of us will be attending that event and then there are
several events in February.
BOARD OF ALDERMEN Alderman Pruett—Nothing to report.
Alderman Homer—Welcome Public Works Director Tom Wooddell
back to work.
Alderman Super—The City single family building permits have
increased over the last few years and kudos should be given to
staff.
Alderman Thatcher— Nothing to report.
Alderman Biondo—Nothing to report.
Alderman Bowman— Nothing to report.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:39 p.m.,
second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super.
