SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 31, 2017
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 31, 2017.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher,
and Al Bowman.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, and Finance Director Donna Oliver. Also present were
Special Counsel Joe Bednar and Justin Lack with SFBB.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo 610.021 (2) Leasing, Purchase or sale of
real estate, second by Alderman Biondo.
Yes: Homer, Biondo, Bowman, Pruett, Super, and Thatcher.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Homer moved at 6:35 p.m. to adjourn closed
CLOSED @ 6:35 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Homer, Thatcher, Pruett, Biondo, Super, and Bowman.
Motion carried 6-0.
LEGISLATIVE SESSION Mayor Rose called the Special Session Meeting to order at 6:35
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank
Biondo, Chet Pruett, Aaron Thatcher, and Al Bowman.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, and Finance Director Donna Oliver. Also present were
Special Counsel Joe Bednar and Justin Leck with SFBB.
BILL NO.2017-006 City Clerk Robin Kincaid gave first reading of Bill No. 2017-006.
Horizons Industrial VI Purchase Alderman Thatcher moved to accept first reading and place Bill
No. 2017-006 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Super, Bowman, Pruett, and Homer.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2017-006 and enact
said bill as ordinance, second by Alderman Pruett.
Yes: Thatcher, Pruett, Bowman, Biondo, Homer, and Super.
Motion carried 6-0.

BILL NO. 2017-007 City Clerk Robin Kincaid gave first reading of Bill No. 2017-007.
Horizons Industrial VI Alderman Thatcher moved to accept first reading and place Bill
Final Dev. Plan No. 2017-007 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Pruett, Super, Bowman, and Homer.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2017-007 and enact
said bill as ordinance, second by Alderman Pruett.
Yes: Thatcher, Pruett, Super, Homer, Bowman, and Biondo.
Motion carried 6-0.
BILL NO. 2017-008 City Clerk Robin Kincaid gave first reading of Bill No. 2017-008.
Sixth Amendment to MDA Alderman Thatcher moved to accept first reading and place Bill
and CO 19 for Shaw No. 2017-008 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Homer, Bowman, Super, and Pruett.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2017-008 and enact
said bill as ordinance, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Pruett, Super, and Homer.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 6:41 p.m.,
second by Alderman Pruett.
Yes: Biondo, Pruett, Bowman, Super, Homer, and Thatcher.
Motions carried 6-0.
