REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 7, 2017
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
March 7, 2017.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher,
and Al Bowman.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Finance Director Donna Oliver, and City Engineer Travis
Hoover. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo610.021 (3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Pruett.
Yes: Thatcher, Pruett, Super, Homer, Biondo, and Bowman.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Biondo moved at 6:42 p.m. to adjourn closed
CLOSED @ 6:42 P.M. session with action taken, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Homer, Pruett, and Bowman.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank
Biondo, Chet Pruett, Aaron Thatcher, and Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
City Planner Sarah Wagner, Fire Chief Gordon Fowlston, Major Chris Skinrood, Finance
Director Donna Oliver, HR Generalist Stacey Rasco, and Administration Assistant Jennifer
Enna. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

CONSENT AGENDA Alderman Biondo moved to approve the consent agenda
as presented, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.
MINUTES OF 02-21-17 Alderman Biondo moved to approve the minutes of the February
21, 2017 meeting, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.
MINUTES OF 02-28-17 Alderman Biondo moved to approve the minutes of the February
28, 2017 meeting, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.
RESOLUTION 2017-008 Alderman Biondo moved to approve Resolution 2017-009
Bill Pay authorizing the expenditure of funds for fiscal year 2016-
2017, for weeks ending February 24' and March 3rd in the amount
of$167,585.61, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.
RESOLUTION 2017-010 Alderman Biondo moved to approve Resolution 2017-010
Appoint Heryer to BZA appointing John Heryer to the Board of Zoning Adjustment,
second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.
RESOLUTION 2017-011 Alderman Biondo moved to approve Resolution 2017-011
2017 Street Maintenance awarding the bid for the 2017 Street Maintenance Project and
Award approving the agreement with Metro Asphalt, Inc., second by
Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose opened the public hearing at 7:01 p.m. to consider
4110 NW Helena Rd and approval of the request for Special Use Permits located at
5654 NW River Park Dr. SUPS 4110 NW Helena Road and at 5654 NW River Park Drive, in the
City of Riverside, Missouri.
Mayor Rose asked for a motion to continue both requests to the
March 21" regular meeting.
Alderman Thatcher moved to continue both requests for SUPS to
the next regular meeting on March 218t, 2017, second by
Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, Super, and Pruett.
Motion carried 6-0.

BILL NO.2017-017 City Clerk Robin Kincaid gave first reading of Bill No. 2017-017.
Amend City Code Police&Fire Alderman Thatcher moved to accept first reading and place Bill
No. 2017-017 on second and final reading, second by Alderman
Super.
Yes: Thatcher, Super, Pruett, Homer, Bowman, and Biondo.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2017-017 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Homer, Bowman, Super, and Biondo.
Motion carried 6-0.
BILL NO.2017-018 City Clerk Robin Kincaid gave first reading of Bill No. 2017-018.
Amend Sections of City Code Alderman Thatcher moved to accept first reading and place Bill
Police& Fire Dept. No. 2017-018 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Pruett, Bowman, Homer, and Super.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2017-018 and enact
said bill as ordinance, second by Alderman Homer.
Yes: Pruett, Homer, Bowman, Super, Biondo, and Thatcher.
Motion carried 6-0.
BILL NO.2017-019 City Clerk Robin Kincaid gave first reading of Bill No. 2017-019.
Appoint Skinrood as Chief Alderman Thatcher moved to accept first reading and place Bill
Of Police No. 2017-019 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Super, Bowman, Homer, and Pruett.
Motion carried 6-0.
Alderman Biondo moved to approve Bill 2017-019 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Bowman, Pruett, Super, and Homer.
Motion carried 6-0.
BILL NO.2017-020 City Clerk Robin Kincaid gave first reading of Bill No. 2017-020.
Appoint Fowlston as Fire Chief Alderman Thatcher moved to accept first reading and place Bill
No. 2017-020 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Bowman, Pruett, Homer, and Super.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2017-020 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Super, Bowman, Homer, and Biondo.
Motion carried 6-0.
CITY ADMINISTRATOR Nothing to report.

Alderman Thatcher—Commented that the dual role City
Administrator and Public Safety Director Greg Mills has been
managing extremely well and keeping things running smoothly in
the eight years that I have been here, is a huge testament to Greg
and staff, in a city this size. Congratulations to Chris and Gordy
both.
MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:05 p.m.,
second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Super, Pruett, and Thatcher.
Motions carried 6-0.
Swearing in ceremony for Gordon Fowlston and Chris Skinrood by
Judge Mark Ferguson. Reception followed.
