REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 21, 2017
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
March 21, 2017.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, and Al Bowman.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Fire Chief Gordon
Fowlston and City Engineer Travis Hoover.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo610.021 (3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Super.
Yes: Homer, Super, Pruett, Biondo, and Bowman.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Biondo moved at 6:50 p.m. to adjourn closed
CLOSED @ 6:50 P.M. session with action taken, second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank
Biondo, Chet Pruett, and Al Bowman.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and Major Chris Skinrood.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

CONSENT AGENDA Alderman Biondo moved to approve the consent agenda
as presented, second by Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
MINUTES OF 03-07-17 Alderman Biondo moved to approve the minutes of the March 7,
2017 meeting, second by Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
FEBRUARY 2017 Alderman Biondo moved to approve the February 2017 Court
Court Report Report, second by Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
RESOLUTION 2017-012 Alderman Biondo moved to approve Resolution 2017-012
Bill Pay authorizing the expenditure of funds for fiscal year 2016-
2017, for weeks ending March 10'" and March 17'" in the amount
of$310,993.78, second by Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
RESOLUTION 2017-0013 Alderman Biondo moved to approve Resolution 2017-013
Cope Appointed to Tourism appointing Brad Cope to the Tourism Commission, second by
Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
RESOLUTION 2017-0014 Alderman Biondo moved to approve Resolution 2017-014
Hamilton Appointed to Tourism appointing Denise Hamilton to the Tourism Commission, second
by Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose stated that the public hearing was open at 7:03 p.m.
Special Use Permits for Welds to consider approval of the requests for special use permits
Supply and Yanfeng located at 5654 NW River Park Drive and at 4110 NW Helena
Road, in the City of Riverside, Missouri.
Community Development Director Mike Duffy gave reports on
both special use permits requested and that the Planning
Commission did hear both issues and gave unanimous
recommendations for bath with conditions that are stated in each
ordinance. Staff recommends approval of these special use
permits. The Board asked a few questions and made comments.
Mayor Rose asked for any comments from the audience, hearing
no further comments, the public hearing was closed at 7:06 p.m.

BILL NO.2017-021 City Clerk Robin Kincaid gave first reading of Bill No. 2017-021.
SUP-Welds Supply Inc Alderman Pruett moved to accept first reading and place Bill
No. 2017-012 on second and final reading, second by Alderman
Super.
Yes: Pruett, Super, Homer, and Biondo.
No: none
Abstain: Bowman.
Motion carried 4-0-1.
Alderman Pruett moved to approve Bill 2017-021 and enact
said bill as ordinance, second by Alderman Biondo.
Yes: Pruett, Biondo, Homer, and Super.
No: none
Abstain: Bowman.
Motion carried 4-0-1.
BILL NO.2017-022 City Clerk Robin Kincaid gave first reading of Bill No. 2017-022.
SUP-Yanfeng Alderman Biondo moved to accept first reading and place Bill
No. 2017-022 on second and final reading, second by Alderman
Pruett.
Yes: Biondo, Pruett, Super, and Homer.
No: none
Abstain: Bowman.
Motion carried 4-0-1.
Alderman Pruett moved to approve Bill 2017-022 and enact
said bill as ordinance, second by Alderman Biondo.

BILL NO.2017-023 City Clerk Robin Kincaid gave first reading of Bill No. 2017-023.
Amend Private Security Code Police Chief Skinrood explained the necessary change in fees for
the Private Security Officer city code section 228.
Alderman Homer moved to accept first reading and place Bill
No. 2017-023 on second and final reading, second by Alderman
Biondo.
Yes: Homer, Biondo, Bowman, Super, and Pruett.
Motion carried 5-0.
Alderman Pruett moved to approve Bill 2017-023 and enact
said bill as ordinance, second by Alderman Biondo.
Yes: Pruett, Biondo, Homer, Bowman, and Super.

BILL NO.2017-024 City Clerk Robin Kincaid gave first reading of Bill No. 2017-024.
Agreement with Houston Lake Fire Chief Fowlston reported that the only change for this
agreement is to add Mike Shelton as emergency Management
Director for Houston Lake as well.

No. 2017-024 on second and final reading, second by Alderman
Bowman.

bill as ordinance, second by Alderman Bowman.

BILL NO.2017-025 City Clerk Robin Kincaid gave first reading of Bill No. 2017-025.
Agreement with Northmoor Alderman Bowman moved to accept first reading and place Bill
No. 2017-025 on second and final reading, second by Alderman
Biondo.
Yes: Bowman, Biondo, Homer, Super, and Pruett.
Motion carried 5-0.
Alderman Biondo moved to approve Bill 2017-025 and enact
said bill as ordinance, second by Alderman Bowman.

BILL NO.2017-026 City Clerk Robin Kincaid gave first reading of Bill No. 2017-026.
MARC STP Grant Community Development Director Mike Duffy reported that the
cost apportionment is for a MARC STP Grant and the City's cost
portion is capped at $150,000.
Alderman Bowman moved to accept first reading and place Bill
No. 2017-026 on second and final reading, second by Alderman
Biondo.
Yes: Bowman, Biondo, Super, Homer, and Pruett.
Motion carried 5-0.
Alderman Biondo moved to approve Bill 2017-026 and enact
said bill as ordinance, second by Alderman Bowman.

BILL NO. 2017-027 City Clerk Robin Kincaid gave first reading of Bill No. 2017-027.
Part-Time Court Clerk City Administrator Mills stated that this ordinance ratifies action
Russell taken previously for this hiring.
Alderman Pruett moved to accept first reading and place Bill
No. 2017-027 on second and final reading, second by Alderman
Bowman.
Yes: Pruett, Bowman, Super, Biondo, and Homer.
Motion carried 5-0.
Alderman Biondo moved to approve Bill 2017-027 and enact
said bill as ordinance, second by Alderman Pruett.
Yes: Biondo, Pruett, Homer, Super, and Bowman.

LEVEE BOARD Alderman Super reported that there is going to be a meeting
regarding the Gateway Sill.
MAYOR'S DISCUSSION Mayor Rose stated that she was sent by MML to the National
League of Cities legislative conference in Washington D.C. It was
a well attended conference with great sessions. Orange EV was
strongly promoted. Senator Roy Blunt shared his appreciation of
Riverside and Premium Waters for allowing him to film a portion of
his re-election campaign video at their location.
The Public Safety Awards the other night was fabulous and Kudos
to both departments.

Alderman Biondo—Appreciation goes to the Police Department
for their professional work in the high speed chase a few days
ago.

second by Alderman Bowman.
