BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 4, 2017
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 4, 2017.
Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, Chet Pruett,
and At Bowman.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon
Fowlston, City Engineer Travis Hoover, Police Chief Chris Skinrood, and Finance Director
Donna Oliver. City Attorney Paul Campo was also present.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Biondo moved to approve the consent agenda
as presented, second by Alderman Bowman.
Yes: Biondo, Bowman, Pruett, Super, Homer, and Thatcher.
Motion carried 6-0.
MINUTES OF 03-21-17 Alderman Biondo moved to approve the minutes of the March 21,
2017 meeting, second by Alderman Bowman.
Yes: Biondo, Bowman, Pruett, Super, Homer, and Thatcher.
Motion carried 6-0.
MINUTES OF 03-27-17 Alderman Biondo moved to approve the minutes of the March 27,
2017 meeting, second by Alderman Bowman.
Yes: Biondo, Bowman, Pruett, Super, Homer, and Thatcher.
Motion carried 6-0.
RESOLUTION 2017-015 Alderman Biondo moved to approve Resolution 2017-015
Bill Pay authorizing the expenditure of funds for fiscal year 2016-
2017, for weeks ending March 24'" and March 31ST in the amount
of$109,906.50, second by Alderman Bowman.
Yes: Biondo, Bowman, Pruett, Super, Homer, and Thatcher.
Motion carried 6-0.

RESOLUTION 2017-016 Alderman Biondo moved to approve Resolution 2017-016
Section 125 Flex Plan adopting and ratifying a Section 125 Flexible Benefit Plan for the
City, second by Alderman Bowman.
Yes: Biondo, Bowman, Pruett, Super, Homer, and Thatcher.
Motion carried 6-0.
RESOLUTION 2017.017 Alderman Biondo moved to approve Resolution 2017-017
Gateway CID Appointment appointment of a Director to the Riverside Gateway Crossing
Community Improvement District, second by Alderman Bowman.
Yes: Biondo, Bowman, Pruett, Super, Homer, and Thatcher.
Motion carried 6-0.
RESOLUTION 2017-018 Alderman Biondo moved to approve Resolution 2017-018
Mower ST-180 Purchase-PW authorizing purchase of a Bush Whacker Mower ST-180 for Public
Works in an amount not to exceed $13,995.00, second by
Alderman Bowman.
Yes: Biondo, Bowman, Pruett, Super, Homer, and Thatcher.
Motion carried 6-0.
RESOLUTION 2017-018 Alderman Biondo moved to approve Resolution 2017-019
Town &Country Janitorial extending the janitorial services to Town & Country Building
Contract Extension Services in an amount not to exceed $24,360.00, second by
Alderman Bowman.
Yes: Biondo, Bowman, Pruett, Super, Homer, and Thatcher.
Motion carried 6-0.
RESOLUTION 2017-020 Alderman Biondo moved to approve Resolution 2017-020
Amend Curbside Refuse approving an amendment to the agreement for curbside
Collection and Disposal residential refuse collection and disposal services through WCA
Waste Corporation, second by Alderman Bowman.
Yes: Biondo, Bowman, Pruett, Super, Homer, and Thatcher.
Motion carried 6-0.

BILL NO.2017-028 City Clerk Robin Kincaid gave first reading of Bill No. 2017-028.
Fire New Hire—Brian Lee Alderman Thatcher moved to accept first reading and place Bill
No. 2017-028 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Super, Bowman, Pruett, and Homer.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2017-028 and enact
said bill as ordinance, second by Alderman Homer.
Yes: Pruett, Homer, Biondo, Thatcher, Bowman, and Super.
Motion carried 6-0.
BILL NO.2017-029 City Clerk Robin Kincaid gave first reading of Bill No. 2017-029.
Amend Pre-Development Agmt City Administrator Greg Mills explained the purpose of this bill.
Alderman Thatcher moved to accept first reading and place Bill
No. 2017-029 on second and final reading, second by Alderman
Biondo.

Yes: Thatcher, Biondo, Pruett, Bowman, Super, and Homer.
Motion carried 6-0.
Alderman Biondo moved to approve Bill 2017-029 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Biondo, Bowman, Super, Homer, Thatcher, and Pruett.
Motion carried 6-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Clean up weeks are going on and we are open this Saturday and
next Saturday at Public Works from 7:30 a.m. to 4:00 p.m. No
limits on dumping, but no HHW.
LEVEE BOARD Alderman Super reported that there is going to be a meeting a
week from tomorrow.
MAYOR'S DISCUSSION Mayor Rose commented that she chaired the Miles of Smiles
fundraiser event this year that was held on Friday, March 31st.
The MML mayors are meeting in Jefferson City with Governor
Greitens on Friday, April 7th. Saturday, April 8 h is Drive for Your
School and is a fundraiser for the band at Park Hill South School.
I met with the Riverside Townhouses group last night and there
will be a meeting on April 13th at 7:00 p.m. at the library in
Riverside. The Easter Egg Hunt is on April 15th at 10:00 a.m.

MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 7:08 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo 610.021 (2) Leasing, Purchase or sale of
real estate, second by Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Bowman, Pruett, and Super.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Biondo moved at 7:26 p.m. to adjourn closed
CLOSED @ 6:50 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:26 p.m.,
second by Alderman Homer.
