REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 18, 2017
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 18, 2017.
Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, and Al
Bowman.
Alderman Chet Pruett was absent.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon
Fowlston, City Engineer Travis Hoover, Police Chief Chris Skinrood, HR Generalist Stacey
Rasco, Finance Director Donna Oliver, and Finance Administrative Assistant Jennifer Enna.
City Attorney Paul Campo and Special Counsel Joe Bednar were also present.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
BILL NO. 2017-030 City Clerk Robin Kincaid gave first reading of Bill No. 2017-030.
2017 Election Certification Alderman Thatcher moved to accept first reading and place
Bill No. 2017-030 on second and final reading, second by
Alderman Super.
Yes: Thatcher, Super, Homer, Bowman, and Biondo.
Motion carried 5-0.
Alderman Homer moved to approve Bill 2017-030 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Homer, Thatcher, Super, Biondo, and Bowman.
Motion carried 5-0.
Mayor Rose thanked everyone that was in attendance for the
swearing in ceremony and congratulated the board members that
have won. She thanked Alderman Biondo for serving and doing
an excellent job the last two years and added that she would like
him to serve as a board member for one of our city boards, if he
would be willing.
Alderman Biondo stated that it has been an honor to serve on the
Board of Aldermen, working with each of you and because of the
executive team this city is where it is.

City Clerk Robin Kincaid administered the oath to Alderman Al
Bowman, Alderman Aaron D. Thatcher, and Alderman Sal
LoPorto.
PRESIDENT PRO TEM Alderman Homer moved to appoint Alderman Ron Super to serve
as President Pro Tem for a one year term, second by Alderman
Thatcher.
Yes: Homer, Thatcher, LoPorto, and Bowman.
No: None.
Abstain: Super.
Motion carried 4-0-1.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda with
Resolution R-2017-021 removed, second by Alderman Homer.
Yes: Thatcher, Homer, Bowman, Super, and LoPorto.
Motion carried 5-0.
MINUTES OF 04-04-17 Alderman Thatcher moved to approve the minutes of the April 4,
2017 meeting, second by Alderman Homer.
Yes: Thatcher, Homer, Bowman, Super, and LoPorto.
Motion carried 5-0.
COURT REPORT Alderman Thatcher moved to approve the court report for the
month of March 2017, second by Alderman Homer.
Yes: Thatcher, Homer, Bowman, Super, and LoPorto.
Motion carried 5-0.
REGULAR AGENDA
RESOLUTION 2017-021 Alderman Thatcher moved to approve Resolution 2017-021
Bill Pay authorizing the expenditure of funds for fiscal year 2016-
2017, for weeks ending April 7"' and April 14 T11in the amount of
$236,050.84, second by Alderman Homer.
Yes: Thatcher, Homer, LoPorto, and Super
No: None
Abstain: Bowman.
Motion carried 4-0-1.
BILL NO. 2017-031 City Clerk Robin Kincaid gave first reading of Bill No. 2017-031.
KCFD Emergency Services Fire Chief Fowlston explained that there are no changes to the
agreement, that this bill is only extending the agreement for one
year.
Alderman Thatcher moved to accept first reading and place Bill
No. 2017-031 on second and final reading, second by Alderman
Super.
Yes: Thatcher, Super, Homer, Bowman, and LoPorto.
Motion carried 5-0.

Alderman Homer moved to approve Bill 2017-031 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Homer, Thatcher, LoPorto, Bowman, and Super.
Motion carried 5-0.
BILL NO. 2017-032 City Clerk Robin Kincaid gave first reading of Bill No. 2017-032.
Houston Excavating-Fill Dirt City Engineer Travis Hoover stated that this contract was up for
extension and to approve an addition amount of funds.
Alderman Thatcher moved to accept first reading and place Bill
No. 2017-032 on second and final reading, second by Alderman
Bowman.
Yes: Thatcher, Bowman, Homer, Super, and LoPorto.
Motion carried 5-0.
Alderman Bowman moved to approve Bill 2017-032 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Super, and Homer.
Motion carried 5-0.
BILL NO.2017-033 City Clerk Robin Kincaid gave first reading of Bill No. 2017-033.
4`"Amendment GSBR Community Development Director Mike Duffy informed the Board
that this Bill is regarding the Rinker site and tied to the fill dirt just
approved in the previous ordinance.
Alderman Thatcher moved to accept first reading and place Bill
No. 2017-033 on second and final reading, second by Alderman
Homer.
Yes: Thatcher, Homer, Super, LoPorto, and Bowman.
Motion carried 5-0.
Alderman Homer moved to approve Bill 2017-033 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Homer, Bowman, LoPorto, Super, and Thatcher.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Greg Mills informed the Board that a check was
received from Midwest Public Risk from the Loss Prevention
Credits in the amount of$2254.00. A refund check was also
received this week from MoPerm in the amount of 2,248.94.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Oliver presented the insurance rates for
the coming fiscal year through a PowerPoint presentation.
Following the presentation and questions, Alderman Thatcher
moved to approve rates for the 2017-2018 fiscal year resulting in
the city's annual cost of$659,000, second by Alderman Bowman.
Yes: Thatcher, Bowman, Super, Homer, and LoPorto.
Motion carried 5-0.

FIRE Nothing to report.
POLICE Kudos to Sergeant Minor for his arrest of man charged with seven
bank robberies.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose added that all the players on the Northwood Road
met here on Friday and discussed lack of safety on that road from
52ND Street to Prairie View Road and there will be two phases for
improvements beginning in September 2017 and will be an 18-24
month project. I attended the Northland Youth Leadership
Program Mayors Panel this morning and their graduation at a
luncheon at noon. The City of Riverside was recognized for
having an entire Municipal government day for the group as well
and Mayor Rose thanked the staff that made the day such a
success.
BOARD OF ALDERMEN Alderman Homer—Nothing to report.
Alderman Bowman — I received a call from Bill Skaggs, former
Kansas City councilman and he commented that Riverside has
the finest police department he has known.
Alderman LoPorto— I am very happy to be here. Thank you to all
the Department Heads for entertaining me this week to catch him
up with their jobs and if there is anything you need from me, let
me know.
Alderman Thatcher—Offered congratulations to Alderman
LoPorto and help whenever needed. Thank you to friends and
family here that came to support me.
Alderman Super—Congratulations to all the winners of the
election.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 7:32 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo610.021 (3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Super.
Yes: Thatcher, Super, Homer, Bowman, and LoPorto.
Motion carried 5-0.
BREAK Mayor Rose called for a short break at 7:33 p.m. and
reconvened closed session at 7:41 p.m.

MOTION TO ADJOURN Alderman Bowman moved at 8:50 p.m. to adjourn closed
CLOSED @ 8:50 P.M. session with action taken, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Super, LoPorto, and Homer.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Super moved to adjourn the meeting at 8:50 p.m.,
second by Alderman Homer.
Yes: Super, Homer, Bowman, LoPorto, and Thatcher.
Motions carried 5-0.
