HomeMy WebLinkAbout2017-05-02 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, May 2, 2017 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, May 2, 2017. Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto, Chet Pruett, Aaron Thatcher, and Al Bowman. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Finance Director Donna Oliver, and City Engineer Travis Hoover. Also present was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo610.021 (2) Leasing, purchase or sale of real estate by a public governmental body where public knowledge of the transaction might adversely affect the legal consideration therefore, second by Alderman Thatcher. Yes: Homer, Thatcher, Bowman, Super, Pruett, and LoPorto. Motion carried 6-0. MOTION TO ADJOURN Alderman Thatcher moved at 6:29 p.m. to adjourn closed CLOSED @ 6:28 P.M. session with no action taken, second by Alderman Homer. Yes: Thatcher, Homer, Bowman, LoPorto, Super, and Pruett. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto, Chet Pruett, Aaron Thatcher, and Al Bowman. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, Major Chris Skinrood, and Captain Mike Costanzo. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. PRESENTATION Park Hill School District— English Landing School - Dr. Kerry Roe, Kevin O'Connor, Matt Wachel, and students, Dayana and Natalie 1 were in attendance to present a review of the Beyond the Bell Program. Matt Wachel began with a PowerPoint presentation and students Dayana and Natalie each told of their experiences in the program. Mayor Rose welcomed Corey, Captain Mike Costanzo's son who is a member of Boy Scout Troop 495. PROCLAMATION Mayor Rose read the proclamation for Local Government Week, April 30— May 6, 2017 and thanked the Board and staff for serving and jobs well done. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, LoPorto, Super, and Homer. Motion carried 6-0. MINUTES OF 04-18-17 Alderman Thatcher moved to approve the minutes of the April 18, 2017 meeting, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, LoPorto, Super, and Homer. Motion carried 6-0. RESOLUTION 2017-022 Alderman Thatcher moved to approve Resolution 2017-022 Bill Pay authorizing the expenditure of funds for fiscal year 2016- 2017, for weeks ending and April 21't and April 2e in the amount of$1,047,321.28, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, LoPorto, Super, and Homer. Motion carried 6-0. RESOLUTION 2017-023 Alderman Thatcher moved to approve Resolution 2017-023 Budget Amendment amending the City 2016-2017 budget for the Debt Service Fund and the Capital Improvement Fund, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, LoPorto, Super, and Homer. Motion carried 6-0. RESOLUTION 2017-024 Alderman Thatcher moved to approve Resolution 2017-024 Purchase of Cardiac Monitor authorizing the purchase of an advanced cardiac monitor and an automatic external defibrillator, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, LoPorto, Super, and Homer. Motion carried 6-0. RESOLUTION 2017-025 Alderman Thatcher moved to approve Resolution 2017-025 Biondo Appointed to IDA appointing Frank Biondo to the Industrial Development Authority Board, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, LoPorto, Super, and Homer. Motion carried 6-0. 2 RESOLUTION 2017-026 Alderman Thatcher moved to approve Resolution 2017-026 Appointments to Horizons BPA appointing Brent Miles to the Board of Directors of the Horizon Business Park Association and re-appointing Staci Bundy to the Board of Directors of the Horizons Business Park Association, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, LoPorto, Super, and Homer. Motion carried 6-0. REGULAR AGENDA PUBLIC HEARING Mayor Rose opened the public hearing at 7:13 p.m. to consider SUP—Royal Funeral approval of the request for Special Use Permit located at 2703 NW Platte Road, Royal Funeral, in the City of Riverside, Missouri. Community Development Director Mike Duffy explained the purpose of the request and that Planning and Zoning gave unanimous approval with recommended conditions, including a permit expiration time of 15 months. This is consistent with the UDO. Jamie Beerup, SUP applicant was asked to come up and answer a few questions. Mayor Rose asked for any comments from the audience, hearing no further comments, the mayor asked for a motion to continue the SUP request to the May 16, 2017 meeting. Alderman Super moved to continue the Special Use Permit request by Royal Funeral to the May 16, 2017 regular meeting, second by Alderman Bowman. Yes: Super, Bowman, Thatcher, Pruett, Homer, and LoPorto. Motion carried 6-0. BILL NO.2017-034 City Clerk Robin Kincaid gave first reading of Bill No. 2017-034. New Hire Taylor for PW Alderman Thatcher moved to accept first reading and place Bill No. 2017-034 on second and final reading, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, LoPorto, Homer, and Super. Motion carried 6-0. Alderman Pruett moved to approve Bill 2017-034 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher, Super, LoPorto, Homer, and Bowman. Motion carried 6-0. BILL NO. 2017-036 City Clerk Robin Kincaid gave first reading of Bill No. 2017-035. Amend Code Chapter 120 Police Chief Chris Skinrood explained that this will allow the city to run complete background checks on employees, volunteers and certain contractors. Alderman Thatcher moved to accept first reading and place Bill No. 2017-035 on second and final reading, second by Alderman Homer. Yes: Thatcher, Homer, Bowman, LoPorto, Super, and Pruett. Motion carried 6-0. Alderman Pruett moved to approve Bill 2017-035 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher, Super, Bowman, LoPorto, and Homer. MAYOR'S DISCUSSION Mayor Rose stated that there is an MML West Gate meeting on May 18" and Northland Chamber meeting on May 16'" and both will be featuring legislative updates.
