HomeMy WebLinkAbout2017-05-16 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, May 16, 2017 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, May16, 2017. Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Sal LoPorto, Chet Pruett, Aaron Thatcher, and Al Bowman. Alderman Art Homer was absent. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, Police Chief Chris Skinrood, and City Engineer Travis Hoover. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:33 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and RSMo610.021 (3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Pruett. Yes: Thatcher, Pruett, Super, Bowman, and LoPorto. Motion carried 5-0. MOTION TO ADJOURN Alderman Thatcher moved at 6:58 p.m. to adjourn closed CLOSED @ 6:58 P.M. session with action taken, second by Pruett. Yes: Thatcher, Pruett, Bowman, Super, and LoPorto. Motion carried 5-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Sal LoPorto, Chet Pruett, Aaron Thatcher, and Al Bowman. Alderman Art Homer was absent. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Assistant Director Norman Buescher, City Engineer Travis Hoover, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and Major Chris Skinrood. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PUBLIC COMMENT None. PRESENTATION Brent Miles with NorthPoint used a PowerPoint Presentation and reviewed the Riverside Horizons 2017 Annual Report as required per the MDA. The Board was given opportunity to ask question and discuss concerns. PROCLAMATION Mayor Rose read the proclamation for National Public Works Week, May 21 —May 27, 2017 and presented it to Norman Buescher, Assistant Public Works Director and thanked the entire department for a job well done. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Super, and Pruett. Motion carried 5-0. MINUTES OF 05-01-17 Alderman Thatcher moved to approve the minutes of the May 1, 2017 meeting, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Super, and Pruett. Motion carried 5-0. MINUTES OF 05-02-17 Alderman Thatcher moved to approve the minutes of the May 2, 2017 meeting, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Super, and Pruett. Motion carried 5-0. COURT REPORT Alderman Thatcher moved to approve the minutes of the Court Report for April 2017, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Super, and Pruett. Motion carried 5-0. RESOLUTION 2017-027 Alderman Thatcher moved to approve Resolution 2017-027 Bill Pay authorizing the expenditure of funds for fiscal year 2016- 2017, for weeks ending and May 5"' and May 12'" in the amount of $394,951.19, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Super, and Pruett. Motion carried 5-0. RESOLUTION 2017-028 Alderman Thatcher moved to approve Resolution 2017-028 Flood Buyout Policy approving and adopting a voluntary flood buyout policy, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Super, and Pruett. Motion carried 5-0. 2 REGULAR AGENDA PUBLIC HEARING Mayor Rose stated that the public hearing remained open at 7:42 SUP-Royal Funeral p.m. to consider approval of the request for Special Use Permit located at 2703 NW Platte Road, Royal Funeral, in the City of Riverside, Missouri. Community Development Director Mike Duffy explained the purpose of the request and that Planning and Zoning gave unanimous approval with recommended conditions and an ordinance has been created that includes those conditions. Attorney Nick Porto came forward and repeated that his client understands and agrees with the special conditions. Mayor Rose asked for any comments from the audience, hearing no further comments, the public hearing was closed at 7:42 p.m. BILL NO.2017-036 City Clerk Robin Kincaid gave first reading of Bill No. 2017-036. Royal Funeral SUP Alderman Thatcher moved to accept first reading and place Bill No. 2017-036 on second and final reading, second by Alderman Bowman. Yes: Thatcher, Bowman, Super, Pruett, and LoPorto. Motion carried 5-0. Alderman Thatcher moved to approve Bill 2017-036 and enact said bill as ordinance, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Super, and Pruett. Motion carried 5-0. BILL NO.2017-037 City Clerk Robin Kincaid gave first reading of Bill No. 2017-037. New Hire Fire-Snarr Fire Chief Fowlston stated that this position was in this year's budget and Snarr will be coming from the Gladstone Fire Department. Alderman Thatcher moved to accept first reading and place Bill No. 2017-037 on second and final reading, second by Alderman Bowman. Yes: Thatcher, Bowman, Super, LoPorto, and Pruett. Motion carried 5-0. Alderman Pruett moved to approve Bill 2017-037 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher, LoPorto, Super, and Bowman. Motion carried 5-0. BILL NO.2017-038 City Clerk Robin Kincaid gave first reading of Bill No. 2017-038. CO 20 with Shaw City Engineer Travis Hoover explained the change order and that this is actually a reduction in costs. Alderman Thatcher moved to accept first reading and place Bill No. 2017-038 on second and final reading, second by Alderman Super. Yes: Thatcher, Super, Pruett, LoPorto, and Bowman. Motion carried 5-0. Alderman Pruett moved to approve Bill 2017-038 and enact said bill as ordinance, second by Alderman Bowman. Yes: Pruett, Bowman, Thatcher, Super, and LoPorto. Motion carried 5-0. 3 BILL NO.2017-039 City Clerk Robin Kincaid gave first reading of Bill No. 2017-039. Levee &City Sill Agreement City Administrator Greg Mills explained that this is the agreement with the Levee District for repair of the NW Gateway sill. Alderman Thatcher moved to accept first reading and place Bill No. 2017-039 on second and final reading, second by Alderman Pruett. Yes: Thatcher, Pruett, LoPorto, Bowman, and Super. Motion carried 5-0. Alderman Pruett moved to approve Bill 2017-039 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher, Bowman, Super, and LoPorto. Motion carried 5-0. RESOLUTION 2017-029 Community Development Director Mike Duffy reviewed the BABRA Ind. Rev. Bonds resolution and Rick McConnell with Gilmore and Bell was asked to come before the Board for any questions. Alderman Thatcher moved to approve Resolution 2017-029 approving the City's consent to certain documents in connection with the City's Taxable Industrial Revenue Bonds (BABRA, LLC Project) Series 2015, second by Alderman Super. Yes: Thatcher, Super, Bowman, LoPorto, and Pruett. Motion carried 5-0. CITY ADMINISTRATOR Nothing to report. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy stated that he and the Mayor had attended a meeting regarding the Broadway Bridge and a suggestion was to show support of the bridge project by means of a resolution from surrounding cities to Kansas City and MoDot. Staff will be working with City Attorney Paul Campo to craft a resolution to be brought to the Board for consideration. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Ron Super shared the 2018 Preliminary Budget for the Levee District with the Board. MAYOR'S DISCUSSION Mayor Rose stated that there is an MML West Gate meeting on Thursday evening and I have an MML meeting in Jefferson City on Thursday as well. 4 BOARD OF ALDERMEN Alderman Pruett— Nothing to report. Alderman Bowman — Nothing to report. Alderman LoPorto—Nothing to report. Alderman Thatcher— I was at E. H. Young this weekend, it looked great and was very busy. Alderman Super— Nothing to report.
