REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 6, 2017
6:00 P.M.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 6, 2017.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto, Chet Pruett, and Al Bowman.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Finance Director Donna Oliver, and Fire Chief Gordon Fowlston. Also
present were City Attorney Paul Campo and Special Counsel.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo610.021 (2) Leasing, purchase or sale of real
estate by a public governmental body where public knowledge of
the transaction might adversely affect the legal consideration
therefore, and RSMo610.021 (3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Pruett.
Yes: Homer, Pruett, Super, LoPorto, and Bowman.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Bowman moved at 6:28 p.m. to adjourn closed
CLOSED @ 6:28 P.M. session with action taken, second by Alderman Pruett.
Yes: Bowman, Pruett, Homer, LoPorto, and Super.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto,
Chet Pruett, and Al Bowman.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Major Chris Skinrood, Finance
Director Donna Oliver, Fire Chief Gordon Fowlston, Recreation Manager Lori Boji, and Captain
Mike Costanzo. Also present was City Attorney Paul Campo.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PRESENTATION Representative Kevin Corlew—Resolutions were read and
presented to Officer Eric Strong and Officer Jeremy McKown for
their assistance in rescuing a man from the Missouri River Bridge
and bringing the gentleman to safety. A Resolution was also
presented to Officer Andrew Marr for receiving the 2016
Enoch B. Morelock Award for outstanding moral character and
service to law enforcement and the community and also for his
assistance in the rescuing of the man from the Missouri River
Bridge.
Representative Kevin Corlew shared a brief legislative update with
the Board.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda
as presented, second by Alderman Homer.
Yes: Bowman, Homer, Pruett, LoPorto, and Super.
Motion carried 5-0.
MINUTES OF 06-16-17 Alderman Bowman moved to approve the minutes of the May 16,
2017 meeting, second by Alderman Homer.
Yes: Bowman, Homer, Pruett, LoPorto, and Super.
Motion carried 5-0.
MINUTES OF 05-30-17 Alderman Bowman moved to approve the minutes of the May 30,
2017 meeting, second by Alderman Homer.
Yes: Bowman, Homer, Pruett, LoPorto, and Super.
Motion carried 5-0.
RESOLUTION 2017-031 Alderman Bowman moved to approve Resolution 2017-031
Bill Pay authorizing the expenditure of funds for fiscal year 2016-
2017, for weeks ending and May 19"', May 26 , and June 2"tl in
the amount of$625,453.83, second by Alderman Homer.
Yes: Bowman, Homer, Pruett, LoPorto, and Super.
Motion carried 5-0.
RESOLUTION 2017-032 Alderman Bowman moved to approve Resolution 2017-032
Riverside Chamber Serv. Con. authorizing the City to enter into a service contract with the
Riverside Area Chamber of Commerce, second by Alderman
Homer.
Yes: Bowman, Homer, Pruett, LoPorto, and Super.
Motion carried 5-0.

BILL NO. 2017-040 City Clerk Robin Kincaid gave first reading of Bill No. 2017-040.
Premium Waters Series 2012A Rick McConnell with Gilmore & Bell explained that this bill is an
Industrial Revenue Bonds administrative action needed for Premium Waters.
Alderman Pruett moved to accept first reading and place Bill
No. 2017-040 on second and final reading, second by Alderman
Bowman.
Yes: Pruett, Bowman, Homer, Super, and LoPorto.
Motion carried 5-0.
Alderman Bowman moved to approve Bill 2017-040 and enact
said bill as ordinance, second by Alderman Pruett.
Yes: Bowman, Pruett, Super, LoPorto, and Homer.
Motion carried 5-0.
BILL NO. 2017-041 City Clerk Robin Kincaid gave first reading of Bill No. 2017-041.
Premium Waters, Inc. Bonds Alderman Pruett moved to accept first reading and place Bill
No. 2017-041 on second and final reading, second by Alderman
Homer.
Yes: Pruett, Homer, LoPorto, Bowman, and Super.
Motion carried 5-0.
Alderman Homer moved to approve Bill 2017-041 and enact
said bill as ordinance, second by Alderman Bowman.

BILL NO. 2017-042 City Clerk Robin Kincaid gave first reading of Bill No. 2017-042.
Final Plat Riverside Horizons Community Development Director Mike Duffy stated that this is
making two lots into one.
Alderman Pruett moved to accept first reading and place Bill
No. 2017-042 on second and final reading, second by Alderman
Bowman.
Yes: Pruett, Bowman, LoPorto, Homer, and Super.
Motion carried 5-0.
Alderman Homer moved to approve Bill 2017-042 and enact
said bill as ordinance, second by Alderman Bowman.

BILL NO.2017-043 City Clerk Robin Kincaid gave first reading of Bill No. 2017-043.
New Hire Dispatch— Rasco Alderman Pruett moved to accept first reading and place Bill
No. 2017-043 on second and final reading, second by Alderman
LoPorto.

Motion carried 5-0.
Alderman Bowman moved to approve Bill 2017-043 and enact
said bill as ordinance, second by Alderman LoPorto.

Compliance Incentive Alderman Bowman moved to accept first reading and place Bill
No. 2017-044 on second and final reading, second by Alderman
Pruett.

said bill as ordinance, second by Alderman LoPorto.

RESOLUTION 2017-033 Alderman Bowman moved to approve Resolution 2017-033
2017-2018 Annual Budget adopting the City of Riverside Fiscal Year 2017-2018 Annual
Budget, second by Alderman Pruett.
Yes: Bowman, Pruett, Super, Homer, and LoPorto.
Motion carried 5-0.
RESOLUTION 2017-034 Alderman Homer moved to approve Resolution 2017-034
Williams&Campo Terms approving the updated engagement terms with Williams & Campo,
P.C., second by Alderman Pruett.
Yes: Homer, Pruett, Super, LoPorto, and Bowman.
Motion carried 5-0.

LEVEE BOARD Alderman Super passed a copy of the Levee Board budget for the
coming year to each Board member.
City Administrator Greg Mills reminded the Board that the first
meeting in July falls on the 4`" and asked them when they would
like to reschedule the meeting. Consensus of the Board was to
move the meeting to July 11'".
MAYOR'S DISCUSSION Mayor Rose announced that Aqua Zumba is beginning at 11:00
a.m. at the pool tomorrow.
