AN ORDINANCE AUTHORIZING THE CITY OF RIVERSIDE TO ENTER INTO A SERVICES
AGREEMENT WITH AND PAY CERTAIN FUNDS TO SYNERGY SERVICES
WHEREAS, Synergy Services ("Service Provider") is anot-for-profit corporation providing services, including
certain health, emergency and safety services ("Services"), to residents of the Kansas City region, including the; City of
Riverside (the "City").
WHEREAS, Service Provider desires to continue to provide such Services and requires funding to continue to
provide the Services within the City.
WHEREAS, the City finds that the provision of the Services is a public purpose and the City has the c,~pability
and desire to assist Service Provider in continuing to provide Services to the public within the City.
WHEREAS, the City's Board of Aldermen believes that the City's best interests are promoted and aided by
entering into an agreement with the Service Provider for the provision of the Services.
WHEREAS, The City and the Service Provider have negotiated and agreed upon an agreement for the; Service
and payment for the same.
NOW, THEREFORE, BE IT ORDAINED, by the Boazd of Aldermen of Riverside, Missouri, as follows:
Section 1. The City finds that the provision of the Services contributes to the welfare of the City as well as
the economic and social potential of the City and its residents, that the Services are important to the welfaze of'the City
and that the provision of funds to assist in providing such Services aze for a public purpose.
Section 2. The City of Riverside shall pay to the Service Provider the sum of Five 'Thousand and 00/100
Dollars ($5,000.00) to assist it in continuing to provide services to the residents of the City and the City, pursuant to a
Services Agreement, in substantially the form attached as Exhibit A, which is hereby approved.
Section 3. The Mayor is authorized and directed to execute the Services Agreement with such changes as
such officer shall approve, execution of such document being conclusive proof of such approval. The ]viayor is
authorized and directed to perform all acts and execute any other documents necessary or desirable to effectuate the
intent of this Ordinance.
Section 4. The sections, paragraphs, clauses, and phrases of the Ordinance aze severable and if any portion
of the Ordinance is declared unlawful by the valid judgment, decree, or injunction order of a court of competent
jurisdiction, such ruling shall not affect any of the remaining phrases, clauses, sentences, paragraphs, and sections of the
Ordinance and all provisions of the Ordinance not specifically declared to be unlawful shall remain in full 1.'orce and
effect.
Section 5. This ordinance shall ta~~k~~(e effect immediately.

SERVICES AGREEMENT gy_ ----~A
THIS SERVICES AGREEMENT entered into on this 1~day of ~ 2008, by and between the
CITY OF RIVERSIDE, MISSOURI ("City"), and Synergy Services Inc. ("Synergy").
WHEREAS, Service Provider is a Missouri non-profit corporation performing counseling and educational
services ("Services") for citizens in the region, including the City.
WHEREAS, the City desires that such Services be available to its residents, desires Service Provider to
provide the necessary Services, and required funding to assist Service Provider in providing for the Services for the
Ciry's residents.
WHEREAS, the City has found that the provisions of the Services contributes to the welfaze of the City as
well as the economic and social potential of the City and its residents, that the Services are important to the welfare
of the City and that the provision of funds to assist in providing such Services are for a public purpose.
IN CONSIDERATION of the mutual covenants and agreements set forth herein, the parties agree to the
following:
1. That Service Provider shall provide the Services for the City pursuant to the terms of this Service
Agreement for the fiscal year of 2009 pursuant to the terms of the Services Agreement.
2. As a consideration For the provision of the Services, the City shall pay Synergy the sum of $5,000.00.
3. That the Service provided by Service Provider shall include, but not be limited to, counseling,
education and emergency services to victims of violence, runaway, homeless and at risk teens and
abused children and families in the City.
4. Service Provider will provide the City with a copy of Service Provider's annual budget with a brief
summary of the accounting controls used. Further, expenditure reports should be submitted on a
monthly or quarterly basis and with final expenditures required within 90 days of monies spent.
