AN ORDINANCE AUTHORIZING THE CITY OF RIVERSIDE TO ENTER INTO A SERVICES
AGREEMENT WITH, AND PAY CERTAIN FUNDS TO, PLATTE SENIOR SERVICES, INC.
WHEREAS, Platte Senior Services, Inc. ("Service Provider") is a Missouri non-profit corporation
providing mobile meal prepazation and delivery services, senior transportation services, group meals and social
events, and senior fitness activities ("Services"), for residents of Platte County, Missouri (the "County"), including
City residents.
WHEREAS, the City desires that such Services be available to its senior residents, desires Service
Provider to provide such Services, and Service Provider requires funding to assist in providing the Services.
WHEREAS, the City finds that the provision of the Services contributes to the welfare of the City as well
as the economic and social potential of the City and its residents, serves a public purpose, and the City has the
capability and desire to assist Service Provider with the provision of such Services.
NOW, THEREFORE, BE IT ORDAINED, by the Board of Aldermen of Riverside, Missouri, as follows:
Section 1. The City finds that the provision of the Services contributes to the welfare of the City as
well as the economic and social potential of the City and its residents, that the Services are important to the welfaze
of the City and that the provision of funds to assist in providing such Services are for a public purpose.
Section 2. The City of Riverside shall pay to the Service Provider the sum of Ten Thousand Dollars
No Cents ($10,000.00) for the provision of Services to the City, pursuant to a Services Agreement, in substantially
the form attached as Exhibit A, which is hereby approved.
Section 3. The Mayor and City Clerk are authorized and dvected to execute the Services Agreement
with such changes as such officer shall approve, execution of such document being conclusive proof of such
approval. The Mayor, City Clerk and City Administrator are each authorized and duetted to perform all acts and
execute any other documents necessary or desirable to effectuate the intent of this Ordinance. The City Clerk is
hereby authorized and directed to ensure that a check in the amount described in Section 2 is drafted and presented
to an authorized official of the Service Provider, upon execution of the Services Agreement.
Section 4. The sections, pazagraphs, clauses, and phrases of the Ordinance aze severable and if any
portion of the Ordinance is declared unlawful by the valid judgment, decree, or injunction order of a court of
competent jurisdiction, such ruling shall not affect any of the remaining phrases, clauses, sentences, paragraphs,
and sections of the Ordinance and all provisions of the Ordinance not specifically declared to be unlawful shall
remain in full force and effect.
Section 5. This ordinance sha1l-l take effect i/m]/finediately.

SERVICES AGREEMENT
THIS SERVICES AGREEMENT entered into on this ~ day oE~; 2007, by and
between the CITY OF RIVERSIDE, MISSOURI ("City") and PLATTE SENIOR SERVICES,
INC. ("Services Provider")
WHEREAS, Service Provider is a Missouri non-profit corporation performing services
for senior citizens in Platte County, Missouri ("the County"), including the provision of mobile
meal preparation and delivery services, senior transportation services, group meals and social
events, and senior fitness activities (the "Services"), for residents of the County, including City
residents.
WHEREAS, the City desires that such services be available to its senior residents, desires
Service Provider to provide the necessary Services, and required funding to assist Service
Provider in providing the Services for the City's senior residents.
WHEREAS, the City has found that the provision of the Services contributes to the
welfaze of the City as well as the economic and social potential of the City and its residents, that
the Services are important to the welfare of the City and that the provision of funds to assist in
providing such services are for a public purpose.
IN CONSIDERATION of the mutual covenants an agreement set forth herein, the parties
agree to the following:
That Service Provider shall provide the Services (described in this document) for the
City pursuant to the terms of this Services Agreement.
2. That the City shall pay to Service Provider the sum of $10,000.
3. That the Services provided by Service Provider shall include, but not be limited to,
the provision of mobile meal preparation and delivery services ("Meal on Wheels"),
senior transportation services, group meals and social events, and senior fitness
activities, in accordance with the descriptions provided in the attached document.
4. Service Provider will provide the City with a copy of Service Provider's annual
budget with a brief summary of the accounting controls used. Further, expenditure
reports are required on a monthly or quarterly basis and a fmal expenditure report is
required within 90 days after the monies are spent.
