REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, July 18, 2017
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
July 18, 2017.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto, Aaron Thatcher, Chet Pruett, and
Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, City Planner Sarah Wagner, Finance Director Donna Oliver, and City
Engineer Travis Hoover. Also present were City Attorney Paul Campo and Special Counsel Joe
Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:03 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation and RSMo610.021 (2) Leasing, purchase or sale of real
estate by a public governmental body where public knowledge of
the transaction might adversely affect the legal consideration
therefore, second by Alderman Pruett. Yes: Thatcher, Pruett,
Bowman, Homer, LoPorto, and Super.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Super moved at 6:59 p.m. to adjourn closed
CLOSED @ 6:59 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Super, Thatcher, Pruett, Homer, Bowman, and LoPorto.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto,
Chet Pruett, Aaron Thatcher, and Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Assistant Public Works Director Norman Buescher, Major Chris
Skinrood, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, City Engineer Travis
Hoover, and City Planner Sarah Wagner. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda
as presented, second by Alderman Bowman.
Yes: Thatcher, Bowman, LoPorto, Homer, Super, and Pruett.
Motion carried 6-0.
MINUTES OF 07-11-17 Alderman Thatcher moved to approve the minutes of the July 11,
2017 meeting, second by Alderman Bowman.
Yes: Thatcher, Bowman, LoPorto, Homer, Super, and Pruett.
Motion carried 6-0.
COURT REPORT Alderman Thatcher moved to approve the June 2017 Court
Report, second by Alderman Bowman.
Yes: Thatcher, Bowman, LoPorto, Homer, Super, and Pruett.
Motion carried 6-0.
RESOLUTION 2017.059 Alderman Thatcher moved to approve Resolution 2017-059
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for week ending July 14th in the amount of$140,905.95,
second by Alderman Bowman.
Yes: Thatcher, Bowman , LoPorto, Homer, Super, and Pruett.
Motion carried 6-0.
RESOLUTION 2017-060 Alderman Thatcher moved to approve Resolution 2017-060
Police E-Ticketing Software accepting the proposal from Tyler Technologies to purchase the
Brazzos E-Ticketing Software in an amount not to exceed
$31,887.00, second by Alderman Bowman.
Yes: Thatcher, Bowman, LoPorto, Homer, Super, and Pruett.
Motion carried 6-0.

LEVEE BOARD Alderman Super announced that there will be a meeting tomorrow.

MAYOR'S DISCUSSION Mayor Rose reported that a celebration luncheon was held last
Friday for the Public Works Department to thank them for the
great work and great job they do for our City. On Saturday, July
15th the Merimac Block Party was held, with Community
Development Director Mike Duffy, Alderman Homer and myself
attending. This was a good thing for their neighborhood, there
was a very good turnout and they appreciated the Police and Fire
Departments participating and the ice cream the City provided.
There will be a special presentation at the August 1'r meeting for
the "Better KCI". National Night Out will be on August 1'r this year
with displays outside and inside the Community Center.
Mayor Rose received a call from the Northmoor Mayor thanking
the City of Riverside Police for their professionalism and help in
the incident last night.

Alderman Pruett—Nothing to report.
Alderman Homer—The Merimac Block Party was a success and
the kids really enjoyed the Fire Department spraying them with
water.
Alderman Super—Nothing to report.
Alderman Thatcher— Nothing to report.
Alderman LoPorto— Nothing to report.
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:05 p.m.,
second by Alderman Homer.
Yes: Bowman, Homer, Pruett, LoPorto, Thatcher, and Super.
