HomeMy WebLinkAbout2017-08-01 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, August 1, 2017 7:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, August 1, 2017. Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto, Aaron Thatcher, Chet Pruett, and Al Bowman. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, Police Chief Chris Skinrood, and Finance Director Donna Oliver. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. PROCLAMATION Mayor Rose read the proclamation for Responsible Gaming Education Week, July 31 —August 4, 2017 and presented it those in attendance representing Argosy Casino. PRESENTATION "A Better KCI"—Ed Bradley and Alicia Stephens with the PCEDC presented a PowerPoint showing conceptual drawings of the updates to the airport. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda with Resolution R-2017-061 Bill Pay removed from the Consent Agenda to be heard separately, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 6-0. MINUTES OF 07-18-17 Alderman Thatcher moved to approve the minutes of the July 18, 2017 meeting, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 6-0. RESOLUTION 2017-082 Alderman Thatcher moved to approve Resolution 2017-062 Advanced Cardiac Monitor authorizing the purchase of an advanced cardiac monitor and automatic external defibrillator, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 6-0. 1 RESOLUTION 2017-063 Alderman Thatcher moved to approve Resolution 2017-063 E.H. Young Flood Insurance authorizing the purchase of flood insurance from Hartford Insurance Company for E. H. Young Park at an amount not to exceed $13,917.00, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2017-061 Alderman Thatcher moved to approve Resolution 2017-061 Bill Pay authorizing the expenditure of funds for fiscal year 2017- 2018, for weeks ending July 21"and July 28th in the amount of $530,153.23, second by Alderman Bowman. Yes: Thatcher, LoPorto, Super, Homer, and Pruett. No: None. Abstain: Bowman. Motion carried 5-0-1. RESOLUTION 2017-064 City Administrator Greg Mills stated that this resolution comes to Social Media Management the Board because of their desire to step up social media for the city. Chamber Director April Roberson introduced herself to the Board and reviewed her plan to manage the City's social media. Alderman Thatcher moved to approve the agreement for the social media content management, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Homer, Pruett, and Super. Motion carried 6-0. RESOLUTION 2017-065 Alderman Thatcher moved to approve the appointment of James Guerra to HBPA Board Guerra to the Board of Directors of the Horizons Business Park Association, second by Alderman Bowman. Yes: Thatcher, Bowman, Pruett, Homer, Super, and LoPorto. Motion carried 6-0. PUBLIC HEARING Mayor Rose opened the public hearing at 7:44 p.m. to consider Amend Code-Chapter 400 amending Riverside Municipal Code Chapter 400: Unified Development Ordinance relating to requirements for a commercial structure, in the City of Riverside, Missouri. Community Development Director Mike Duffy explained the purpose of the request for the small changes to the Unified Development Ordinance. The Planning and Zoning gave unanimous approval for this amendment. Mayor Rose asked for any comments from the audience, hearing no further comments, the mayor closed the public hearing at 7:45 p.m. BILL NO.2017-049 City Clerk Robin Kincaid gave first reading of Bill No. 2017-049. Amend Code-Chapter 400 Alderman Thatcher moved to accept first reading and place Bill No. 2017-049 on second and final reading, second by Alderman Pruett. Yes: Thatcher, Pruett, Super, Homer, LoPorto, and Bowman. Motion carried 6-0. 2 Alderman Pruett moved to approve Bill 2017-049 and enact said bill as ordinance, second by Alderman Homer. Yes: Pruett, Homer, LoPorto, Super, Bowman, and Thatcher. Motion carried 6-0. BILL NO.2017-050 City Clerk Robin Kincaid gave first reading of Bill No. 2017-050. Final Plat Gatewoods 4"' Plat Alderman Thatcher moved to accept first reading and place Bill No. 2017-050 on second and final reading, second by Alderman Pruett. Yes: Thatcher, Pruett, LoPorto, Super, Bowman, and Homer. Motion carried 6-0. Alderman Pruett moved to approve Bill 2017-050 and enact said bill as ordinance, second by Alderman Homer. Yes: Pruett, Homer, Bowman, Thatcher, LoPorto, and Super. Motion carried 6-0. BILL NO. 2017-061 City Clerk Robin Kincaid gave first reading of Bill No. 2017-051. Amend Code—Chapter 205 Community Development Director Duffy informed the Board that this amendment is recommended by the City Prosecuting Attorney and our Animal Control Officer to clarify regulations of vaccinations. Alderman Thatcher moved to accept first reading and place Bill No. 2017-051 on second and final reading, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Super, Pruett, Homer, and Bowman. Motion carried 6-0. Alderman Pruett moved to approve Bill 2017-051 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Pruett, LoPorto, Bowman, Homer, Super, and Thatcher. Motion carried 6-0. LIQUOR LICENSE APPROVALAIderman Thatcher moved to approve the temporary picnic liquor Music Fest 2017 license contingent upon State of Missouri approval for the Riverside Chamber of Commerce for the Music Fest event on September 16, 2017, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Homer, Pruett, Bowman, and Super. Motion carried 6-0. CITY ADMINISTRATOR Nothing to report. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Nothing to report. POLICE Police Chief Chris Skinrood reported that there were 235 attendees at the National Night Out 2017. The FPAL Golf 3 Tournament was a huge success this year, clearing over$18,000 not counting the donation from Argosy Casino. We will have a Crime Free presentation to the Board at a meeting in the near future. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover gave an update on the weirs near Hwy 635 near Horizons; project is not finished at this point. Shaw will get out there to complete punch list items. The Gateway sill repair plans were received from Affinis today and we are reviewing. MAYOR'S DISCUSSION Mayor Rose commented that she was approached at the grocery store concerning the seven inches of rain received in the Homestead area of Riverside. Public Works Director Tom Wooddell explained the creek rising, pushing debris against the fence and pushing the fence over. Community Development Director Duffy explained the importance for residents to document flood issues before FEMA or SEMA will look the history and consider buyout of properties.
