Board of Aldermen of City of Riverside, Missouri
October 25, 2005
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on October 25, 2005 at 7:00 p.m.
Those in attendance were Mayor Pro Tem Ray Beard, Aldermen Jones, Darata, Looker, Legaard,
and Super. Mayor Burch, Absent.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief
Gregory Mills, Brent Miles, Planning and Zoning Coordinator, John Jackson, City Engineer, John
McClelland and Ben Prell, City Attorney's office.
Bill No. 2005-109 Alderman Looker moved to place Bill No. 2005-109 on its first
Accept. recommenda- reading, said Bill accepting the recommendation of the Planning and Zoning

Ordinance No. 2005-109 Alderman Legaard moved to place Bill No. 2005-109 on its second reading,
Approved and upon passage of same become Ordinance No. 2005-109, seconded
by Alderman Jones, the vote was:
Aye: Aldermen Jones, Darata, Beard, Legaard, Super and Looker.
Motion carries.
Bill No. 2005-110 Alderman Darata moved to place Bill No. 2005-110 on its second reading,
Approving the Mayor's said Bill approving the Mayor's appointment of David Hurt to the Missouri Tax
appt. of David Hurt Increment Financing Commission and that the term of Mr. Hurt, expires
to TIF Commission September 17, 2008, seconded by Alderman Legaazd, the vote was:
Aye: Aldermen Super, Dazata, Legaard, Beazd, Looker and Jones.
Motion carries.
Ordinance No. 2005-110 Alderman Looker moved to place Bill No. 2005-110 on its second reading,
Approved and upon passage of same become Ordinance No. 2005-110, seconded
by Alderman Jones, the vote was:
Aye: Aldermen Legaard, Looker, Jones, Darata, Super and Beard.
Motion carries.
Discussion of the It was mentioned sodding needs to be done this fall. Alderman Super suggests
W.Platte/Gateway tabling this Bill No. 2005-111 until a future meeting to get more than one bid.
Landscape project John Jackson will obtain more company names to send out the bid.
Bill No. 2005-111 Alderman Looker moved to table Bill No. 2005-111 said Bill approving and
W.Platte Gateway and authorizing the execution of a construction contract for the W. Platte/
Landscape project Gateway Landscape project in the City, seconded by Alderman Super, the
Tabled vote was:
Aye: Aldermen Legaard, Beard, Looker, Jones, Super and Darata.
Motion carries.
Bill No. 2005-112 Alderman Looker moved to place Bill No. 2005-112 on its first reading, said
Approv. engagement Bill approving the engagement of the firm Ogletree, Deakins, Nash, Smoak &
of Ogletree..... as Stewart, P.C. and Donald S. Prophete as Special Legal Counsel to the City
Special Legal Counsel of Riverside with billing rates not to exceed $9,000, seconded by Alderman
to the City Super, the vote was:
Aye: Aldermen Darata, Beard, Looker, Jones, Super and Legaard.
Motion carries.
Ordinance No. 2005-112 Alderman Legaard moved to place Bill No. 2005-112 on its second reading,
Approved and upon passage of same become Ordinance No. 2005-112, seconded
by Alderman Darata, the vote was:
Aye: Aldermen Legaard, Looker, Jones, Dazata, Super and Beard.
Motion carries.
Bill No. 2005-113 Alderman Dazata moved to table Bill No. 2005-113, said Bill authorizing
Authorizing the City the City of Riverside, Missouri to employ a person as Administration
to employ a person Assistant as certain boazd members would like to see the job description and a
as Administration salary, seconded by Alderman Super, the vote was:

Motion carries.
Motion for Closed Alderman Looker moved that the meeting go into closed session, pursuant to
Session at 7:19 p.m. RSMo 610.021(1) Legal and RSMo 610.021(2) Real Estate Issues with the City
Attorney, seconded by Alderman Darata, and the vote was:
Aye: Alderman Beazd, Darata, Jones, Super, Looker and Legaard.
Motion Carries.
Motion for Open Alderman Looker moved that the meeting go into open session at
Session at 9:15 p.m. seconded by Alderman Darata, and the vote was:
Aye: Alderman Burris, Looker, Darata, Legaazd, Beard and Super.
Motion Carries.
