REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, September 5, 2017
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
September 5, 2017.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto, Chet Pruett, Aaron Thatcher, and
Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Fire Chief Gordon Fowlston, City Planner Sarah Wagner, and City
Engineer Travis Hoover. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate by a public governmental body where public knowledge of
the transaction might adversely affect the legal consideration
therefore, and RSMo610.021 (3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Bowman.
Yes: Homer, Bowman, LoPorto, Super, Pruett and Thatcher.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 6:51 p.m. to adjourn closed
CLOSED @ 6:51 P.M. session with action taken, second by Alderman Bowman
Yes: Thatcher, Bowman, Pruett, Super, Homer, and LoPorto.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto,
Chet Pruett, Aaron Thatcher, and At Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Major Chris Skinrood, Finance
Director Donna Oliver, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, and City
Planner Sarah Wagner. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT Steve Downing, Jim Sharp, Jackie Sharp, and Georgia Proctor,
representing Camaro Fest 2017 came before the Board and
presented them with a plaque and T-shirt thanking Riverside for
their support through Tourism Committee funding. The event was
very successful.
PROCLAMATION Mayor Rose read the proclamation for Diaper Needs Awareness
Week, September 25, 2017 through October 1, 2017. The
proclamation will be mailed to the organization for their event.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
MINUTES OF 08-15-17 Alderman Thatcher moved to approve the minutes of the August
Special 15, 2017 special meeting, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.

22, 2017 regular meeting, second by Alderman LoPorto.

RESOLUTION 2017-058 Alderman Thatcher moved to approve Resolution 2017-068
Refunding Revenue Bonds authorizing the offering for sale of Industrial Development
Refunding Revenue Bonds, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
RESOLUTION 2017-059 Alderman Thatcher moved to approve Resolution 2017-069
Proxy for Levee Board Mtg approving and granting the proxy for the Annual Meeting of
Landowners for the Riverside-Quindaro Bend Levee District,
second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
RESOLUTION 2017-070 Alderman Thatcher moved to approve Resolution 2017-070
SGR Agreement approving an agreement with Strategic Government Resources,
Inc., second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.

RESOLUTION 2017-071 Alderman Thatcher moved to approve Resolution 2017-071
Federal Surplus Property authorizing the Fire Department's participation in the Federal
Surplus Property Donation program, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2017.067 Alderman Thatcher moved to approve Resolution 2017-067
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for weeks ending and August 18TM', August 25'", and
September 1 a' in the amount of$196,468.49, second by Alderman
Pruett.
Yes: Thatcher, Pruett, LoPorto, Homer, and Super.
No: None.
Abstain: Bowman
Motion carried 5-0-1.
BILL NO.2017-054 City Clerk Robin Kincaid gave first reading of Bill No. 2017-054.
Amend Code 215.020 Community Development Director Mike Duffy reviewed the minor
changes to the grass section and off street parking codes in
section 215.
Alderman Thatcher moved to accept first reading and place Bill
No. 2017-054 on second and final reading, second by Alderman
Pruett.
Yes: Thatcher, Pruett, Super, LoPorto, Bowman, and Homer.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2017-054 and enact
said bill as ordinance, second by Alderman Bowman.

BILL NO.2017-066 City Clerk Robin Kincaid gave first reading of Bill No. 2017-055.
Amend City Admin.Agreement Alderman Thatcher moved to accept first reading and place Bill
No. 2017-055 on second and final reading, second by Alderman
Pruett.
Yes: Thatcher, Pruett, Bowman, LoPorto, Homer, and Super.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2017-055 and enact
said bill as ordinance, second by Alderman Bowman.

CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported on the
meeting Mayor Rose and he had with Brent Roberts, who is
looking at improvements to the strip center across from city hall.

ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Fire Chief Gordon Fowlston explained how the resolution passed
earlier this evening will help the city with a future partnership with
surrounding cities and the ability to obtain and use of technical
equipment for issues such as: water rescue, active shooter, etc.
Fowlston also reported that the audio and video equipment
updating has begun and should be complete in the next couple
weeks for the BOA Chambers.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super reported that the Gateway sill is in the process of
being repaired. There will be a three-week closure to complete
the project. There will be signage for detours.
MAYOR'S DISCUSSION Mayor Rose reported that tomorrow Mike Duffy and she will be
going to a transportation meeting in Excelsior Springs with the
Highway Commission for discussions about the funding and timing
for the repairs to the Buck O'Neil Bridge.
MML Annual Conference will be next week, September 10-13.
BOARD OF ALDERMEN Alderman Homer— Nothing to report.
Alderman Pruett—Nothing to report.
Alderman Bowman—There was discussion on the sheds that
were found near the Jockey Club and now near Sonic.
Community Development Director Mike Duffy explained the
procedures that are being followed regarding the shed issues.
Alderman LoPorto— Please stay on Barth to get the back
entrances blocked off.
Alderman Thatcher—Nothing to report.
Alderman Super—Nothing to report.
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:40 p.m.,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Super, Homer, and LoPorto.
