R— 2017-084 A RESOLUTION AUTHORIZING THE PURCHASE OF THE TRUNARC NARCOTIC ANALYZATION DEVICE FROM THERMO FISHER SCIENTIFIC FOR THE RIVERSIDE POLICE DEPARTMENT FOR SUCH PURPOSES WHEREAS, the Police Department has a need for a TruNarc narcotic analyzation device that will allow the field officer or detective to immediately test a narcotic substance and has been approved by the Platte County Prosecutor's office for use in the field; and WHEREAS, the TruNarc narcotic analyzation device through Thermo Fischer Scientific is a sole source vendor and purchase of such device is authorized under the City of Riverside City Code; and WHEREAS, the Board of Aldermen find it is in the best interest of the citizens of the City of Riverside to authorize and approve the purchase of the TruNarc Narcotic Analyzation Device from Thermo Fisher Scientific for the Riverside Police Department; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: THAT, the purchase for the TruNarc Narcotic Analyzation Device for the Riverside Police Department to immediately test a narcotic substance, in an amount not to exceed $23,000.00 as set forth in Exhibit A attached hereto and incorporated herein by reference is hereby approved; and FURTHER THAT the Police Chief and/or the City Administrator, or their designees, are hereby authorized to execute all documents necessary or incidental to this transaction and the City Clerk is authorized to attest thereto. The device allows the field officer or detective to immediately test a narcotic substance and receive specific results back verifying what type of drug is being tested. Cocaine, meth, heroin, and so on can all be tested. Platte County Prosecutor's office is very familiar with this device and have approved its use in the field in lieu of sending the drugs to the lab, which is extremely time consuming (up to a year) and expensive. When a drug is tested and a result is positive, we are able to file charges while the person is in custody versus releasing, waiting for lab tests, and eventually filing for a warrant and searching for the suspect, which could take days or years. The funds for this purchase will be dispersed from the DUI account that is supported by the state. This account holds funds for the expenditure on items related to DUI and impaired driving cases. Currently there is $40,000 in the account. The device is on the GSA contract and the company is a sole source supplier for this equipment.
