REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, November 7, 2017
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
November 7, 2017.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto, Chet Pruett, Aaron Thatcher, and
At Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Police Chief Chris Skinrood, City Planner Sarah Wagner, Finance
Director Donna Oliver, and City Engineer Travis Hoover. Also present were City Attorney Paul
Campo, Special Counselor Joe Bednar and Justin Lack.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate by a public governmental body where public knowledge of
the transaction might adversely affect the legal consideration
therefore, and RSMo 610.021(12) Sealed bids and related
documents, until the bids are opened; and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are
rejected, second by Alderman Thatcher. Yes: Homer, Thatcher,
Super, Pruett, Bowman, and LoPorto.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:01 p.m. to adjourn closed
CLOSED @ 7:01 P.M. session with action taken, second by Alderman Pruett.
Yes: Thatcher, Pruett, Super, Homer, LoPorto, and Bowman.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:02
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto,
Chet Pruett, Aaron Thatcher, and At Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Major Chris Skinrood, Finance
Director Donna Oliver, City Engineer Travis Hoover, and Capital Projects & Parks Manager Noel
Challis. Also present was City Attorney Paul Campo.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT Lynn Anderson—4301 NW Tullison Road —Thank you for
designating ownership of the dead end on Tullison Road, doing
what is necessary to accept the ownership from MoDot and so
happy to hear that there is a solution in the works and I would be
happy to help in any way as well.
Mayor Rose introduced Jill Hammond whom will be appointed to
the Park Board this evening. She met each alderman and was
thanked for her interest in the Park Board.
PROCLAMATION Mayor Rose read the proclamation for Celebrating Shen Yun
Performing Arts— December 22 &23, 2017 at the Music Hall.
Barbara Gay was present to accept the proclamation and handed
out flyers advertising the event.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
MINUTES OF 10-17-17 Alderman Thatcher moved to approve the minutes of the October
17, 2017 regular meeting, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
MINUTES OF 10-24-17 Alderman Thatcher moved to approve the minutes of the October
24, 2017 special meeting, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
MINUTES OF 10-31-17 Alderman Thatcher moved to approve the minutes of the October
31, 2017 special meeting, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-078 Alderman Thatcher moved to approve Resolution 2017-078
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for weeks ending and October 20'", October 27th, and
November 3't in the amount of$411,635.34, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Bowman,Super, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-079 Alderman Thatcher moved to approve Resolution 2017-079
Appoint Winter to Park Board appointing Deana Winter to the Park Board, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.

RESOLUTION 2017-080 Alderman Thatcher moved to approve Resolution 2017-080
Appoint Bray to Park Board appointing William Bray to the Park Board, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-081 Alderman Thatcher moved to approve Resolution 2017-081
Appoint Kline to Park Board appointing Cathy Kline to the Park Board, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-082 Alderman Thatcher moved to approve Resolution 2017-082
Appoint Hammond to Park Brd appointing Jill Hammond to the Park Board, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-083 Alderman Thatcher moved to approve Resolution 2017-083
Command Bus Repairs authorizing the purchase of an auto leveling system and awning
for the 1972 Command Bus from Transwest Truck Trailer RV,
Belton, Missouri, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-084 Alderman Thatcher moved to approve Resolution 2017-084
Trunarc Narcotic Analyzation authorizing the purchase of the Trunarc Narcotic Analyzation
Device from Thermo Fisher Scientific, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
REGULAR AGENDA
MOTION BUDGET INCREASE City Engineer Travis Hoover reviewed pictures and projects that
are ahead requiring the purchasing of fill dirt requiring an increase
of the line item in the 2017-2018 Budget. Following a brief
discussion, Alderman Thatcher moved to increase the 2017-2018
Capital Improvement Fund Budget, Line Item — Horizons
Development—Fill Dirt by $500,000 totaling $750,000, second by
Alderman Bowman.
Yes: Thatcher, Bowman, Pruett, Homer, Super, and LoPorto.
Motion carried 6-0.

BILL NO.2017-070 City Clerk Robin Kincaid gave first reading of Bill No. 2017-070.
CO 5 HECO Amendment Alderman Thatcher moved to accept first reading and place Bill
No. 2017-070 on second and final reading, second by Alderman
Pruett.
Yes: Thatcher, Pruett, LoPorto, Homer, Bowman, and Super.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2017-070 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Bowman, Homer, Super, and LoPorto.
Motion carried 6-0.
CITY ADMINISTRATOR Nothing to report.

POLICE Police Chief Skinrood announced that the Fire and Police are
recognizing the "No Shave November"to raise funds for their
favorite charities.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super gave a welcome to Donna Oliver as a new Levee
Board member.
MAYOR'S DISCUSSION Mayor Rose stated that she hoped everyone got out and voted for
the airport today.
BOARD OF ALDERMEN Alderman Homer—Nothing to report.
Alderman Pruett— Nothing to report.
Alderman Bowman— Nothing to report.
Alderman LoPorto— Nothing to report.

Alderman Thatcher— I really appreciate the fact that police were
out on their ATVs on Halloween night. It is greatly appreciated.
Alderman Super— Residents in Indian Hills thank the police for
their presence as well. Being visible is a good thing.
MOTION TO ADJOURN Alderman Homer moved to adjourn the meeting at 7:21 p.m.,
second by Alderman Thatcher.
Yes: Homer, Thatcher, Pruett, Bowman, LoPorto, and Super.
