HomeMy WebLinkAbout2017-11-21 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, November 21, 2017 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, November 21, 2017. Mayor Rose called the regular meeting to order at 6:01 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett, Aaron Thatcher, Sal LoPorto, and Al Bowman. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Planner Sarah Wagner, Finance Director Donna Oliver, and City Engineer Travis Hoover. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Pruett. Yes: Homer, Pruett, LoPorto, Bowman, Super, and Thatcher. Motion carried 6-0. MOTION TO ADJOURN Alderman Super moved at 7:02 p.m. to adjourn closed CLOSED @ 7:02 P.M. session with no action taken, second by Alderman Bowman. Yes: Super, Bowman, Thatcher, Pruett, LoPorto, and Homer. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett, Aaron Thatcher, Sal LoPorto, and Al Bowman. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, City Planner Sarah Wagner, Fire Chief Gordon Fowlston, Finance Director Donna Oliver, and Capital Projects & Parks Manager Noel Challis. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 PRESENTATION Chelsea Ryerson with RSM US LLC reviewed the final audit report 2017 Audit Report with the Mayor and Board. The report states that the auditing firm did not identify any deficiencies in internal control of financial reporting, there were no audit adjustments, and that it was a clean audit. CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented, second by Alderman Thatcher. Yes: Bowman, Thatcher, Pruett, Super, LoPorto, and Homer. Motion carried 6-0. MINUTES OF 11-07-17 Alderman Bowman moved to approve the minutes of the November 7, 2017 regular meeting, second by Alderman Thatcher. Yes: Bowman, Thatcher, Pruett, Super, LoPorto, and Homer. Motion carried 6-0. COURT REPORT Alderman Bowman moved to approve the October 2017 Court Report, second by Alderman Thatcher. Yes: Bowman, Thatcher, Pruett, Super, LoPorto, and Homer. Motion carried 6-0. RESOLUTION 2017-086 Alderman Bowman moved to approve Resolution 2017-086 Reappoint Ingram—Park Brd authorizing the re-appointment of Lanette Ingram to the Park Board, second by Alderman Thatcher. Yes: Bowman, Thatcher, Pruett, Super, LoPorto, and Homer. Motion carried 6-0. RESOLUTION 2017-087 Alderman Bowman moved to approve Resolution 2017-087 Reappoint Warren—Park Brd authorizing the re-appointment of Elaine Warren to the Park Board, second by Alderman Thatcher. Yes: Bowman, Thatcher, Pruett, Super, LoPorto, and Homer. Motion carried 6-0. RESOLUTION 2017-088 Alderman Bowman moved to approve Resolution 2017-088 Reappoint Finley—IDA Brd authorizing the re-appointment of Leland Finley to the IDA Board, second by Alderman Thatcher. Yes: Bowman, Thatcher, Pruett, Super, LoPorto, and Homer. Motion carried 6-0. RESOLUTION 2017-088 Alderman Bowman moved to approve Resolution 2017-089 Reappoint Snoderley—IDA Brd authorizing the re-appointment of Harold Snoderley to the IDA Board, second by Alderman Thatcher. Yes: Bowman, Thatcher, Pruett, Super, LoPorto, and Homer. Motion carried 6-0. 2 RESOLUTION 2017-080 Alderman Bowman moved to approve Resolution 2017-090 Fire Service Equipment approving a quote from 1" Due Emergency Response Solutions, LLC for Fire Service Personal Protective Equipment, second by Alderman Thatcher. Yes: Bowman, Thatcher, Pruett, Super, LoPorto, and Homer. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2017-085 Alderman Thatcher moved to approve Resolution 2017-085 Bill Pay authorizing the expenditure of funds for fiscal year 2017- 2018, for week ending November 10'^ and November 17°i in the amount of$422,051.34 second by Alderman Pruett. Yes: Thatcher, Pruett, Super, LoPorto, and Homer. No: none Abstain: Bowman Motion carried 5-0-1. CITY ADMINISTRATOR City Administrator Greg Mills discussed an invoice from Quality Plumbing for$16,372.68 that was equipment and labor for two projects that were being done in the Public Safety building and the time and cost savings to complete repairs at the time of the upgrade projects. Following a brief discussion Alderman Thatcher moved to approve the invoice from Quality Plumbing in the amount of$16,372.68 for parts and labor, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Pruett, Bowman, Homer, and Super. Motion carried 6-0. City Attorney Paul Campo reviewed a handout regarding the PACE Program by the Missouri Clean Energy District and addressed several of the concerns for those residents that might participate. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Capital Projects and Parks Manager Noel Challis gave a quick update on the E.H. Young Master Plan Project. She asked if there would be an alderman willing to serve on the committee. Alderman Aaron Thatcher volunteered to serve. FINANCE Nothing to report. FIRE Fire Chief Gordon Fowlston reported that the Senior Dinner is December 5"' at the community center. Shop with a Cop is December 10'^ and Santa will arrive on December 16"'. POLICE Nothing to report. PUBLIC WORKS Nothing to report. 3 LEVEE BOARD Alderman Super stated that the periodical for the levee will be out in December 2018 and everything else is pretty much status quo. MAYOR'S DISCUSSION Mayor Rose reported that the Northwood Road construction from 52nd to 56d' Street will not begin until next spring and the goal is to have both phases complete prior to the new school opening in 2019. The Broadway Bridge had a vote on the TTCP yesterday and Kansas City is asking for$40 million toward the bridge over two cycles. It was a unanimous vote for that funding. The "bandaid fix" and environmental survey is a $6 million expense and will take approximately a year. The tree lighting event will be November 30th. Monday there were 25 Mayors from all across the State that met in Columbia, Missouri to discuss infrastructure, legislative issues and attempting to make the St. Louis area be under one governing agency rather than 90 separate entities. We also discussed Senate Bill 5 and 572 with the group. Our goal is to speak with one voice and a unified message. BOARD OF ALDERMEN Alderman LoPorto—Asked to have the dates of the Northwood Road Project and the Broadway Bridge Project to report to his residents that travel those routes. Alderman Thatcher— Have a Happy Thanksgiving. Alderman Super—Everyone have a safe weekend and a good Thanksgiving. Alderman Homer—Wishes for a Happy Thanksgiving. Alderman Pruett— Nothing to report. Alderman Bowman—Nothing to report. MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 8:18 p.m., second by Alderman LoPorto. Yes: Thatcher, LoPorto, Homer, Pruett, Super, and Bowman.
