REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, December 5, 2017
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
December 5, 2017.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto, Chet Pruett, Aaron Thatcher, and
Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and City
Engineer Travis Hoover. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate by a public governmental body where public knowledge of
the transaction might adversely affect the legal consideration
therefore, and RSMo 610.021(12) Sealed bids and related
documents, until the bids are opened; and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are
rejected, second by Alderman Thatcher. Yes: Homer, Thatcher,
LoPorto, Bowman, Super, and Pruett.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Bowman moved at 6:48 p.m. to adjourn closed
CLOSED @ 6:48 P.M. session with action taken, second by Alderman Pruett.
Yes: Bowman, Pruett, Super, Homer, LoPorto, and Thatcher.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:02
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto,
Chet Pruett, Aaron Thatcher, and Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Major Chris Skinrood, Finance
Director Donna Oliver, City Engineer Travis Hoover, and Fire Chief Gordon Fowlston. Also
present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Super, Pruett, and Homer.
Motion carried 6-0.
MINUTES OF 11-21-17 Alderman Bowman moved to approve the minutes of the
November 21, 2017 regular meeting, second by Alderman
Thatcher.
Yes: Bowman, Thatcher, LoPorto, Super, Pruett, and Homer.
Motion carried 6-0.
MINUTES OF 11-28-17 Alderman Bowman moved to approve the minutes of the
November 28, 2017 special meeting, second by Alderman
Thatcher.
Yes: Bowman, Thatcher, LoPorto, Super, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2017-091 Alderman Bowman moved to approve Resolution 2017-091
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for weeks ending and November 24'^ and December 1't in
the amount of$268,374.53, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Super, Pruett, and Homer.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2017-071 City Clerk Robin Kincaid gave first reading of Bill No. 2017-071.
Sale of Property Horizons VII Community Development Director Mike Duffy explained that this
property was replated a few meetings ago.
Alderman Thatcher moved to accept first reading and place Bill
No. 2017-071 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
Alderman Bowman moved to approve Bill 2017-071 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Homer, Pruett, LoPorto, and Super.
Motion carried 6-0.
BILL NO.2017-072 City Clerk Robin Kincaid gave first reading of Bill No. 2017-072.
MDA 7t^Amendment City Administrator Greg Mills stated that this ordinance
memorializes the amount of the developer account as of today
and what the account balance will be after the sale of Spec VII.
Following a brief discussion and assuring that the Aldermen have
no other questions, Alderman Thatcher moved to accept first
reading and place Bill No. 2017-072 on second and final reading,
second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Super, Homer, Bowman, and Pruett.
Motion carried 6-0.

Alderman Bowman moved to approve Bill 2017-072 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Super, LoPorto, Homer, and Pruett.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Greg Mills reminded the Board of Aldermen that
filing for the April 3, 2018 General Municipal Election begins on
Tuesday, December 12th at 8:00 a.m.
COMMUNITY DEVELOPMENT Director Mike Duffy informed the Board of handouts available in
the packet and that work will begin May 1, 2018. There will only
be northbound traffic on the bridge through all the work on the
project. The closure is to be approximately 4 months.
ENGINEERING City Engineer Travis Hoover gave a PowerPoint presentation
regarding focused areas for the 2018 Street Maintenance Project
and explained the cost savings by doing the projects as he has
laid out. The majority of the 2018 work will be asphalt
maintenance.

FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose thanked all those that attended the tree lighting on
Thursday, November 30th, the employee dinner on December 3'd
and the Senior dinner on December 5th. The weather was
wonderful and food was delicious. The Riverside Chamber annual
dinner is Thursday, December 7d' at Argosy Casino.
BOARD OF ALDERMEN Alderman Super— I agree with all the comments Kathy stated.
Alderman Thatcher— Nothing to report.
Alderman LoPorto— Nothing to report.
Alderman Bowman — I agree as well, the dinners were great and
good fellowship.
Alderman Pruett— Nothing to report.
Alderman Homer— Echo all that was said as well.

MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:21 p.m.,
second by Alderman Thatcher.
