REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 2, 2018
7:00 P.M.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 2, 2018.
Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett, Aaron Thatcher, Sal LoPorto and
Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston,
Police Chief Chris Skinrood, City Engineer Travis Hoover, Finance Director Donna Oliver, and
Capital Projects & Parks Manager Noel Challis. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda
as presented, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
MINUTES OF 12-19-17 Alderman Bowman moved to approve the minutes of the
December 19, 2017 meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
RESOLUTION 2018-001 Alderman Bowman moved to approve Resolution 2018-001
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for week ending December 22ND and December 29TH in the
amount of$309,642.97, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
RESOLUTION 2018-002 Alderman Bowman moved to approve Resolution 2018-002
Reappoint Frakes to P&Z reappointing Jim Frakes to the Planning and Zoning Commission,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.

RESOLUTION 2018-003 Alderman Bowman moved to approve Resolution 2018-003
Reappoint Kaspar to P&Z reappointing Steven Kaspar to the Planning and Zoning
Commission, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
RESOLUTION 2018-004 Alderman Bowman moved to approve Resolution 2018-004
Reappoint King to P&Z reappointing Stephen King to the Planning and Zoning
Commission, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
RESOLUTION 2018-005 Alderman Bowman moved to approve Resolution 2018-005
Reappoint Soler to P&Z reappointing Mike Soler to the Planning and Zoning Commission,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
RESOLUTION 2018-006 Alderman Bowman moved to approve Resolution 2018-006
Reappoint Locke to Tourism reappointing Lori Locke to the Tourism Commission, second by
Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2018-001 City Clerk Robin Kincaid gave first reading of Bill No. 2018-001.
CO 6 Houston Excavating City Engineer Travis Hoover explained that this bill is an increase
in the agreement for fill dirt coming into the Argosy site. Alderman
Thatcher moved to accept first reading and place Bill No. 2018-
001 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Pruett, Super, Homer, and Bowman.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2018-001 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Homer, LoPorto, Super, and Bowman.
Motion carried 6-0.
BILL NO.2018-002 City Clerk Robin Kincaid gave first reading of Bill No. 2018-002.
Spencer- Police New Hire Alderman Thatcher moved to accept first reading and place Bill
No. 2018-002 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2018-002 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Homer, Bowman, Super, and LoPorto.
Motion carried 6-0.

BILL NO.2018-003 City Clerk Robin Kincaid gave first reading of Bill No. 2018-003.
HHW 2018 Contract Alderman Thatcher moved to accept first reading and place Bill
No. 2018-003 on second and final reading, second by Alderman
Pruett.
Yes: Thatcher, Pruett, Homer, Super, Bowman, and LoPorto.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2018-003 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, LoPorto, Homer, Bowman, and Super.
Motion carried 6-0.
RESOLUTION 2018-007 Alderman Homer moved to approve Resolution 2018-007
Confluence Co. Agreement approving an agreement for Master Planning Services and
approval of task order number one with Confluence Company,
Inc., second by Alderman Thatcher.
Yes: Homer, Thatcher, LoPorto, Super, Bowman, and Pruett.
Motion carried 6-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Nothing to report.
POLICE Police Chief Skinrood announced that Captain Mike Costanzo
leaves next week for the FBI National Academy in Virginia. He is
the first in our department to have the opportunity to attend.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super stated that Gunter Construction got the contract
for the sill replacement and repair at the price of$103,000.
MAYOR'S DISCUSSION Mayor Rose wished everyone a Happy New Year and stated that
there are many exciting things ahead.
BOARD OF ALDERMEN Alderman LoPorto—Thanks to Chief Skinrood for putting the
speed trailer in the Montebella area to help drivers know the
speeds they are traveling in our neighborhood. I also want to
thank those responsible for helping straighten out the confusion
on the trash pickup over the holidays.
Alderman Thatcher—Happy New Year.
Alderman Super—Stated that the trash company was even
working in his neighborhood on Sunday, trying to complete their
work.

MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:16 p.m.,
second by Alderman Bowman.
