BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, February 6, 2018
7:00 P.M.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
February 6, 2018.
Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett, Aaron Thatcher, Sal LoPorto and
Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston,
Police Chief Chris Skinrood, City Engineer Travis Hoover, and Finance Director Donna Oliver.
Also present was acting City Attorney Padraic Corcoran.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda
as presented, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Super, Pruett, and Homer.
Motion carried 6-0.
MINUTES OF 01-18-18 Alderman Bowman moved to approve the minutes of the January
16, 2018 meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Super, Pruett, and Homer.
Motion carried 6-0.
MINUTES OF 01-30-18 Alderman Bowman moved to approve the minutes of the January
30, 2018 meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Super, Pruett, and Homer.
Motion carried 6-0.
RESOLUTION 2018-012 Alderman Bowman moved to approve Resolution 2018-012
ETC Agreement approving an agreement with ETC Institute, second by Alderman
Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.

RESOLUTION 2018-013 Alderman Bowman moved to approve Resolution 2018-013
Embassy Mowing Extension extending the City mowing and grounds keeping contract and
agreement for 2018 in an amount not to exceed $48,405.00,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
RESOLUTION 2018-014 Alderman Bowman moved to approve Resolution 2018-014
Town &Country Janitorial extending the City janitorial services to Town & Country Building
Services for 2018-2019 in an amount not to exceed $24,360.00,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
RESOLUTION 2018-015 Alderman Bowman moved to approve Resolution 2018-015
Regional Law Enforcement supporting the Regional Law Enforcement Memorial Initiative,
Memorial Support second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
RESOLUTION 2018-016 Alderman Bowman moved to approve Resolution 2018-016
Reimbursement to Platte Co. approving the reimbursement Platte County for the Land and
Water Conservation Fund Grant, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
RESOLUTION 2018-017 Alderman Bowman moved to approve Resolution 2018-017
2018 Street Maintenance awarding the bid for 2018 Street Maintenance Project and
Approving the Agreement with Phillips Paving Company, Inc.,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, LoPorto, and Super.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider amending
7:00 PM Riverside Municipal Code Chapter 400: Unified Development
Ordinance relating to requirements for communication towers, in
the City of Riverside, Missouri.
Community Development Director Mike Duffy explained the
changes presented through this bill and the reasons for the
changes. Acting City Attorney Corcoran added information
regarding the City's protections layers that were included in the bill
presented. Having no other comments from the public, Mayor
Rose closed the public hearing at 7:08 p.m.
BILL NO.2018-005 City Clerk Robin Kincaid gave first reading of Bill No. 2018-005.
Amend Code Chapter 400 Alderman Thatcher moved to accept first reading and place Bill
No. 2018-005 on second and final reading, second by Alderman
LoPorto.

Motion carried 6-0.
Alderman Bowman moved to approve Bill 2018-005 and enact
said bill as ordinance, second by Alderman LoPorto.

Motion carried 6-0.
BILL NO.2018-006 City Clerk Robin Kincaid gave first reading of Bill No. 2018-006.
MoDot Road Relinquishment Community Development Director Mike Duffy stated that the
Board was briefed at the last meeting about the project MoDot is
doing at Route 9 and Mattox Road, installing signals at that
intersection and a few minor improvements near the area. MoDot
will relinquish right-of-way to the City upon completion, the city will
incur additional maintenance for our Public Works at that time.
The City's cost for this project will be $150,000.
Alderman Thatcher moved to accept first reading and place Bill
No. 2018-006 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Super, Pruett, Homer, and Bowman.
Motion carried 6-0.
Alderman Bowman moved to approve Bill 2018-006 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, Super, and LoPorto.
Motion carried 6-0.
BILL NO.2018-007 City Clerk Robin Kincaid gave first reading of Bill No. 2018-007.
City Code Update Chapters Attorney Padraic Corcoran reported to the Board that this bill
210,375,310&600 contains the statutory changes at the state level and updating our
codes to match those changes.
Alderman Thatcher moved to accept first reading and place Bill
No. 2018-007 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Homer, Super, Bowman, and Pruett.
Motion carried 6-0.
Alderman Bowman moved to approve Bill 2018-007 and enact
said bill as ordinance, second by Alderman Thatcher.

BILL NO.2018-008 City Clerk Robin Kincaid gave first reading of Bill No. 2018-008.
Amend Code Chapter 250 Attorney Padraic Corcoran explained the changes to Chapter 250
in the City Code regarding right-of-way management.
Alderman Thatcher moved to accept first reading and place Bill
No. 2018-008 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Pruett, Homer, Bowman, and Super.
Motion carried 6-0.

said bill as ordinance, second by Alderman Thatcher.

RESOLUTION 2018-011 Alderman Thatcher moved to approve Resolution 2018-011
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for week ending January 19d', January 26', and February
2nd in the amount of$453,698.84, second by Alderman Bowman.
Yes: Thatcher, Bowman, Homer, Super, Pruett, and LoPorto.
Motion carried 6-0.

COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.

POLICE Police Chief Skinrood reported that the new cars are on the road
now and the two Dodge vehicles to sell are on PurpleWave, the
auction will end in twelve days.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super updated the Board that BNSF and the Corp of
Engineers are meeting on Q1 at the request of BNSF.
MAYOR'S DISCUSSION Mayor Rose went to Jefferson City yesterday for the NRCC
legislative dinner and the Chamber presented their slate of
legislative priorities. MML Legislative Conference is next week.
Ed Bradley's funeral is tomorrow.
BOARD OF ALDERMEN Alderman Pruett—Nothing to report.
Alderman Homer— Nothing to report.
Alderman Super—Nothing to report.
Alderman Thatcher—There was some confusion with the busses
and the detour.
Alderman LoPorto—Kudos to Tom and the Public Works Crew for
their snow and ice removal on our streets. A resident commented
to me that she drove from Parkville to Briarclilff and all the roads
were bad except in Riverside.
Alderman Bowman —Nothing to report.

second by Alderman LoPorto.
