Boazd of Aldermen of City of Riverside, Missouri
January 6, 2004
A regular meeting of the Beazd of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on January 6, 2004 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Dazata, Legaazd, Super
and Beard.
Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Wylie
Simpson, John Jackson, City Engineer, Brent Miles, Planning & Zoning and Community Development
Coordinator and Ben Prell, City Attorney's office.
Minutes, Dec. 9, 2003 Alderman Burris moved that the minutes of December 9, 2003 be approved,
Approved seconded by Alderman Legaazd, the vote was:
Aye: Aldermen Bums, Darata, Super, Legaazd, Beard and Looker.
Motion carries.
Minutes, Dec. 16, 2003 Alderman Looker moved that the minutes of December 16, 2003 be approved
Approved seconded by Alderman Legaazd, the vote was:
Aye: Aldermen, Looker, Dazata, Super, Legaard, Beard and Bums.
Motion carries.
Minutes, Dec. 18, 2003 Alderman Legaazd moved that the minutes of December 18, 2003 be approved
Approved seconded by Alderman Darata, the vote was:
Aye: Aldermen Dazata, Beazd Legaard, Bums, Super and Looker.
Motion carries.
Alderman Burns' Alderman Bunis asked how leakage through the wall would be prevented. John
comment said there is drainage pipes placed in the wall. The average height of the wall is
3 feet and is south of St. Matthews Church and part of the way to the. top of the
hill. There will be capstone on the top of the wall.
Change Order for Alderman Beazd made a motion to approve a change order for Lexico for
Lexico for $14,161 $14,161 to provide and install approximately 800 square feet of retaining
Approved wall in accordance with TranSystems specifications, seconded by Alderman
Burris, the vote was:
Aye: Aldermen Legaard, Beard, Dazata, Super and Bums.
Abstain: Alderman Looker abstained because there is a conflict of interest due to
ownership of the property.
Motion carries.

December Court Alderman Legaard moved to approve the December court report, seconded by
Report, Approved Alderman Looker, the vote was:
Aye: Aldermen Beard, Looker, Bums, Dazata, Super and Legaard.
Motion carries.
Brent's comments Brent showed pictures of the White City Motel demolition and the progress
being made on the four NW Homestead duplexes damaged in the last May
tornado.
The information received from T.E. Woods Construction lists details and all
the information needed is on the plans.
Recess A brief recess was called at 8:25 p.m.
Reconvened The Mayor and boazd answered to roll call at 8:40p.m
Bill No. 2003-113 Alderman Beard moved to place Bill No. 2003-113 (tabled from the December
Approving an agree- 9`s meeting) on its first reading, said Bill approving the form of, and authorizing
ment between the City the Mayor to complete and execute, an agreement by and between the City of
& Mo. Highways and Riverside, Missouri and the Missouri Highways and Transportation Commission
Transp. Comm. re: regazding improvements to West Platte Road in Platte and Clay Counties,
improvements to W. seconded by Alderman Looker, the vote was:
Platte Rd in Platte &
Clay Counties Aye: Aldermen Dazata, Super, Burris, Looker, Beard and Legaard.
Motion carries.
Ordinance No. 2003-113 Alderman Burris moved to place Bill No. 2003-113 on its second reading,
Approved and upon passage of same become Ordinance No. 2003-113, seconded
by Alderman Looker, the vote was:
Aye: Aldermen Looker, Beard, Darata, Super, Bums and Legaard.
Motion carries.
Chief Simpson's Chief Simpson announced Public Safety Dispatcher, Josh Collins resignation
Comment to be effective January 20`s. Josh is going to work for the City of Parkville.
Shawn Lee appointed Alderman Beazd moved to approve Shawn Lee, 4824 NW Homestead Road
As a volunteer fire to the position of a volunteer fire fighter with the Department of Public Safety,
Fighter, Approved seconded by Alderman Looker, the vote was:
Aye: Aldermen Bums, Super, Darata, Legaard, Beard and Looker.
Motion carves.
Bill No. 2004-O1 Alderman Beazd moved to place Bill No. 2004-01 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,
Indebtedness seconded by Alderman Dazata, the vote was:
Aye: Aldermen Legaard, Beazd, Looker, Bums, Super and Darata.
Motion carries.

Ordinance No. 2004-O1 Alderman Darata moved to place Bill No. 2004-01 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-O1, seconded
by Alderman Looker, the vote was:
Aye: Aldermen Beazd, Burris, Legaard, Super Looker and Dazata.
Motion carries.
Bill No. 2004-02 Alderman Looker moved to place Bill No. 2004-02 on its first reading, said
Amending certain Bill amending the below listed rules and regulations for operation of the
rules & regulations Riverside Community Center: The City Administrator and the Chief for
for operation of the the Department of Public Safety shall have the authority to establish, amend
Community Center and Supplement the Policy for operation and use, such as he or she deems
necessary, provided that any amendment or change to the fees or charges
assessed for use of the Center must be made and approved by Ordinance and/
or in accordance with State law requirements. In addition, attendance of 50-150
people now requires one officer at $25.00 per hour and attendance over 150,
requires two officers at $50.00 per hour. These charges must be paid along with
the rental fee, twenty-one (21) days before the event. Also, requiring the
licensee to be responsible for making sure the Public Safety Officer(s) have been
scheduled for the reservation date and must collaborate with the City Officials to
ensure the Public Safety Officer's will be appointed for the reservation date and
the reservation is not confirmed until Public Safety Officer's have been
scheduled for the reservation date. This motion sectioned by Alderman Burris,
the vote was:
Aye: Aldermen Bums, Super, Darata, Legaard, Beard and Looker.
Motion carries.
Ordinance No. 2004-02 Alderman Legaard moved to place Bill No. 2004-02 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-02, seconded
by Alderman Darata, the vote was:
Aye: Aldermen Super, Dazata, Legaazd, Beazd, Looker and Burris.
Motion carries.
Alderman Bums' Alderman Bums asked about Southwestern Bell's new line and DSL service
comment It was mentioned DSL is only in the Commercial District.
Motion for Closed Alderman Beazd moved that the meeting go into closed session, pursuant to
Session RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2) Real Estate
and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman
Super, and the vote was:
Aldermen Beazd, Dazata, Bums, Super, Looker and Legaard.
Motion carves.

Motion for Open Alderman Looker moved that the meeting go into open session at
Session seconded by Alderman Darata, and the vote was:
Aye: Alderman Burris, Looker, Dazata, Legaard, Beazd and Super.
Motion Carries.
Mayor's comments Mayor Burch mentioned to the board an idea to ask the voters to consider a %z
cent transportation tax aand %z cent capital improvement tax to fund
capital improvements within the city and financial support of a public mass
transportation system, construction, reconstruction, etc. for a period of fifteen
years.
Mayor Burch said there would be a meeting with Catherine Haskins, Corporate
Communications at 7:30 p.m. next week.
