HomeMy WebLinkAbout2018-02-20 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, February 20, 2018 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, February 20, 2018. Mayor Rose called the regular meeting to order at 6:55 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett, Sal LoPorto, and Al Bowman. Alderman Aaron Thatcher was absent. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, Police Chief Chris Skinrood, and City Engineer Travis Hoover. Also present was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:55 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation and RSMo 610.021(3) hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Bowman. Yes: Homer, Bowman, LoPorto, Super, and Pruett. Motion carried 5-0. MOTION TO ADJOURN Alderman Bowman moved at 6:59 p.m. to adjourn closed CLOSED @ 6:59 P.M. session with action taken, second by Alderman LoPorto. Yes: Bowman, LoPorto, Super, Pruett, and Homer. Motion carried 5-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett, Sal LoPorto, and Al Bowman. Alderman Aaron Thatcher was absent. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Chief Gordon Fowlston, Police Chief Chris Skinrood, and Finance Director Donna Oliver. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented, second by Alderman Pruett. Yes: Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 5-0. MINUTES OF 02.06-18 Alderman Bowman moved to approve the minutes of the February 06, 2018 regular meeting, second by Alderman Pruett. Yes: Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 5-0. MINUTES OF 02-08-18 Alderman Bowman moved to approve the minutes of the February 08, 2018 regular meeting, second by Alderman Pruett. Yes: Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 5-0. MINUTES OF 02-10-18 Alderman Bowman moved to approve the minutes of the February 10, 2018 regular meeting, second by Alderman Pruett. Yes: Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 5-0. COURT REPORT Alderman Bowman moved to approve the January 2018 Court Report, second by Alderman Pruett. Yes: Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 5-0. RESOLUTION 2018-018 Alderman Bowman moved to approve Resolution 2018-018 Bill Pay authorizing the expenditure of funds for fiscal year 2017- 2018, for week ending February 9°i and February 16"' in the amount of$289,003.17, second by Alderman Pruett. Yes: Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 5-0. RESOLUTION 2018-020 Alderman Bowman moved to approve Resolution 2018-020 Gateway Crossing CID consenting to the mayoral appointment of a director to the Riverside Gateway Crossing Community Improvement District, second by Alderman Pruett. Yes: Bowman, Pruett, Homer, LoPorto, and Super. Motion carried 5-0. REGULAR AGENDA BILL NO. 2018-009 City Clerk Robin Kincaid gave first reading of Bill No. 2018-009. KCATA Annual Contract City Administrator Mills explained why there was a delay in this contract and that the annual premium was an increase of$831.00 from last year with no route changes. Alderman Pruett moved to accept first reading and place Bill No. 2018-009 on second and final reading, second by Alderman LoPorto. Yes: Pruett, LoPorto, Bowman, Homer, and Super. Motion carried 5-0. 2 Alderman Bowman moved to approve Bill 2018-009 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Bowman, LoPorto, Homer, Super, and Pruett. Motion carried 5-0. BILL NO.2018-010 City Clerk Robin Kincaid gave first reading of Bill No. 2018-010. City Administrator Hire Alderman Pruett moved to accept first reading and place Bill No. 2018-010 on second and final reading, second by Alderman Bowman. Yes: Pruett, Bowman, Super, LoPorto, and Homer. Motion carried 5-0. Alderman Bowman moved to approve Bill 2018-010 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Bowman, LoPorto, Super, Homer, and Pruett. Motion carried 5-0. RESOLUTION 2018-019 Community Development Director Mike Duffy reported to the IBTS Agreement Board that this is a contract through MARC and will be used as a back-up for plan reviews and inspection services if needed and additional resources for an ISO review and update of our rating system. Alderman Bowman moved to approve Resolution 2018-019 approving an agreement with Institute for Building Technology and Safety, second by Alderman LoPorto. Yes: Bowman, LoPorto, Homer, Pruett, and Super. Motion carried 5-0. CITY ADMINISTRATOR Nothing to report. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy stated he has a letter for the Board to sign that will go out with the ETC Survey. ENGINEERING City Engineer Travis Hoover reported that the sill work is progressing. They are ahead of schedule. FINANCE Nothing to report. FIRE Nothing to report. POLICE Police Chief Skinrood gave an update on the 2 Dodge police cars that were for sale on PurpleWave. The auction closed this evening and the City will receive $18,700. PUBLIC WORKS Nothing to report. Mayor Rose remarked that again, the streets were taken care of very well, great job. LEVEE BOARD Alderman Super stated that there is a meeting tomorrow. 3 MAYOR'S DISCUSSION Mayor Rose reported that MML Legislative Conference was a great meeting. Legislators seem to be listening to municipalities more than in the past. Tomorrow the Police and Fire Departments are going to Jefferson City to testify for HB1929 Public Safety Tax. BOARD OF ALDERMEN Alderman LoPorto— Nothing to report. Alderman Super— Nothing to report. Alderman Homer— Nothing to report. Alderman Pruett—Nothing to report. Alderman Bowman— Nothing to report.
