R-2018-023 RESOLUTION STATING THE CITY OF RIVERSIDE'S OPPOSITION TO NON-VOTER APPROVED CASINOS WHEREAS; Missouri's riverboat industry employs more than 10,000 good paying jobs in Missouri and; WHEREAS; Missouri's riverboat industry has contributed more than $300 million to the state's school funding formula and; WHEREAS; Missouri's riverboat industry has contributed nearly $100 million to local economies and; WHEREAS; Missouri's riverboat industry gave over$1 million in charitable contributions in 2016 and; WHEREAS; Missouri's riverboat industry has been repeatedly approved by the voters and; WHEREAS; These voter approvals have defined the locations and other restrictions upon the industry, thus expressing the will of the citizens of Missouri and; WHEREAS; The Riverside community would be adversely impacted economically by any deviation from gaming guidelines set forth by the state constitution and other statutes; WHEREAS; The Osage Nation of Oklahoma has proposed a casino development in Cuba, Missouri and other potential locations and; WHEREAS; The casino proposal conflicts with guidelines set forth in the Missouri Constitution and the repeated wishes of Missouri voters and; NOW, THEREFORE, BE IT RESOLVED that the City of Riverside does hereby wholly reject and oppose the Osage Nation Casino Development Plan and any other potential tribal casino. BE IT FURTHER RESOLVED that this Resolution be immediately transmitted to the Governor of the State of Missouri; The Department of Interior, The Bureau of Indian Affairs, Department of the Interior and The Bureau of Indian Affairs Eastern Regional. Currently, no fee-to-trust land acquisition application has been filed by the Osage Nation for consideration by this office. Should we receive an application, it will be reviewed in accordance with the regulations of Title 25 of the Code of Federal Regulations, Part 151 - Land Acquisitions. These regulations include requirements for requesting comments from the state and local governments on the impacts of proposed land acquisitions into trust, as well as,providing appeal rights to those parties who may be adversely affected by a decision to approve or deny the application.
