Boazd of Aldermen of City of Riverside, Missouri
January 13, 2004
A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City
Hall, of Riverside, Missouri, on January 13, 2004 at 7:30 p.m.

Those in attendance were Mayor Betty Burch, Aldermen Bums, Looker, Darata, Legaazd, Super and
Also present were, David Blackburn, City Administrator, Chief Wylie Simpson, Matt Kitzi and Ben
Prell, City Attorney's office.
Catherine Haskins, Catherine Haskins, Corporate Communications showed the board articles that
Corporate Comm. were placed in the newspaper and also reviewed last month's happenings.
River Trails Discussion Forrest Decker, Platte County Pazks and Recreation, Kathy Rose, City of Riverside
Pazks and Recreation Department, Commissioner Michael Short and Mayor Betty
Burch spoke on behalf of the levee boazd. Mr. Decker discussed the River Trails that
is to be placed on top of the levee. The levee board has agreed to use the top part of
the levee for walking, as the surface is aggregate rock. Alderman Beard asked how
anyone would get on top of the levee and Forrest said there would be access points.
He also mentioned there would be 3-1 slopes and two to three turn-grounds for
emergency vehicles. Ray said, "that's steep". He asked where walkers would get off
and it was stated, "on Mattox Road." Ray said he visited Lawrence, Kansas and the
levee is 14' tall and walkers do walk on top of it. Hopefully, the levee trail will
connect with English Landing Pazk.
Commissioner Short spoke about the progress himself and Mayor Burch had made
on the levee trails and looks forward to getting started and looking at pazking lots.
Alderman Beard asked who would pay for the pazking lots and Commissioner Short
said, "Platte County."
River Trails Construc- Alderman Legaard moved to approve the River Trails Construction, Maintenance

Alderman Burris's Alderman Burris asked about the trailer setting at the Skyline Inn with no tires

A short discussion was held regarding the proposed tax proposition for the April 6s'
election. The certification must be in to the Election Boazd by January 27s'.
The imposition of a 1/2 Alderman Beard moved to approve gone-half cent sales tax on all retail sales

Motion for Closed Alderman Beard moved that the meeting go into closed session, pursuant to

Motion for Open Alderman Legaard moved that the meeting go into open session, seconded

Mayor's Prayer Mayor Burch said the Mayor's Prayer Breakfast is February 13s'. Aldermen
Breakfast is Feb. 13s' Legaard, Looker and Super will attend. Alderman Darata is undecided.
Maternity leave Alderman Dazata moved to approve maternity leave for Public Safety Officer
Approved for Jamie Heckadon, seconded by Alderman Legaard, the vote was:

Adjournment By unanimous decision, the board adjourned at 9:06 p.m.
