REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 20, 2018
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
March 20, 2018.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett, Sal LoPorto, Aaron Thatcher, and
Al Bowman.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Fire Chief Gordon Fowlston, Police Chief Chris Skinrood, and
City Engineer Travis Hoover. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation and RSMo 610.021(3) hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman
Thatcher.
Yes: Homer, Thatcher, Bowman, Pruett, Super, and LoPorto.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Homer moved at 6:50 p.m. to adjourn closed
CLOSED @ 6:50 P.M. session with action taken, second by Alderman Thatcher.
Yes: Homer, Thatcher, Pruett, Bowman, LoPorto, and Super.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
6:56 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett,
Sal LoPorto, Aaron Thatcher, and Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Chief Gordon Fowlston, Police Chief Chris Skinrood, and Finance Director Donna Oliver. Also
present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

CONSENT AGENDA Alderman Bowman moved to approve the consent agenda with
Resolution R-2018-022 pulled to be considered separately,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, Super, and LoPorto.
Motion carried 6-0.
MINUTES OF 03-05-18 Alderman Bowman moved to approve the minutes of the March
06, 2018 regular meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, Super, and LoPorto.
Motion carried 6-0.
COURT REPORT Alderman Bowman moved to approve the February 2018 Court
Report, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, Super, and LoPorto.
Motion carried 6-0.
RESOLUTION 2018-023 Alderman Bowman moved to approve Resolution 2018-023
Oppose Non-Voter Casinos stating the City of Riverside's opposition to non-voter approved
casinos, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, Super, and LoPorto.
Motion carried 6-0.
RESOLUTION 2018-024 Alderman Bowman moved to approve Resolution 2018-024
Oppose SCS/SB 767 stating the City of Riverside's opposition to SCS/SB 767
MO Video Lottery Control Act Missouri video lottery control act, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, Super, and LoPorto.
Motion carried 6-0.
RESOLUTION 2018-025 Alderman Bowman moved to approve Resolution 2018-025
Purchase warning Siren authorizing the purchase of an outdoor warning siren, second by
Alderman Thatcher.
Yes: Bowman, Thatcher, Pruett, Homer, Super, and LoPorto.
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2018-022 Alderman Thatcher moved to approve Resolution 2018-022
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for week ending March g'" and March 16'" in the amount of
$211,078.64, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Homer, Super, and Pruett.
No: None
Abstain: Bowman.
Motion carried 5-0-1.
BILL NO.2018-010A City Clerk Robin Kincaid gave first reading of Bill No. 2018-010A.
CO 7 Houston Excavating City Engineer Travis Hoover explained this bill and fill dirt details.
Alderman Thatcher moved to accept first reading and place Bill
No. 2018-010A on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Super, Pruett, Homer, and Bowman.
Motion carried 6-0.

Alderman Pruett moved to approve Bill 2018-010A and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Pruett, Bowman, Homer, Super, LoPorto, and Thatcher.
Motion carried 6-0.
BILL NO. 2018-011A City Clerk Robin Kincaid gave first reading of Bill No. 2018-011A.
New Hire Seals in Fire Alderman Thatcher moved to accept first reading and place Bill
No. 2018-011A on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Homer, Super, Bowman, and Pruett.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2018-011A and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Pruett, Bowman, Homer, Thatcher, LoPorto, and Super.
Motion carried 6-0.
