REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 3, 2018
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 3, 2018.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett, Sal LoPorto, Aaron Thatcher, and
Al Bowman.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon
Fowlston, Finance Director Donna Oliver, Police Chief Chris Skinrood, and City Engineer Travis
Hoover. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, second by Alderman Thatcher.
Yes: Homer, Thatcher, Pruett, Bowman, LoPorto, and Super.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Bowman moved at 6:56 p.m. to adjourn closed
CLOSED @ 6:56 P.M. session with action taken, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Super, Pruett, LoPorto, and Homer.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett,
Sal LoPorto, Aaron Thatcher, and Al Bowman.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Chief Gordon Fowlston, Police Chief Chris Skinrood, and Finance Director Donna Oliver. Also
present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Pruett, Super, and Homer.
Motion carried 6-0.
MINUTES OF 03-20-18 Alderman Bowman moved to approve the minutes of the March
20, 2018 regular meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Pruett, Super, and Homer.
Motion carried 6-0.
RESOLUTION 2018-026 Alderman Bowman moved to approve Resolution 2018-026
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for week ending March 23rd and March 30"' in the amount of
$162,077.30, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Pruett, Super, and Homer.
Motion carried 6-0.
RESOLUTION 2018-027 Alderman Bowman moved to approve Resolution 2018-026
Amend Debt Service Budget amending the fiscal year 2017-2018 Budget for the Debt Service
Fund for the City of Riverside, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Pruett, Super, and Homer.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2018-012 City Clerk Robin Kincaid gave first reading of Bill No. 2018-012.
Fire New Hire T. Snarr Alderman Thatcher moved to accept first reading and place Bill
No. 2018-012 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Homer, Super, Pruett, and Bowman.
Motion carried 6-0.
Alderman Bowman moved to approve Bill 2018-012 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Homer, Thatcher, Pruett, and Super.
Motion carried 6-0.
BILL NO.2018-013 City Clerk Robin Kincaid gave first reading of Bill No. 2018-013.
Phillips Communications Hire Alderman Thatcher moved to accept first reading and place Bill
No. 2018-013 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Homer, Super, Pruett, and Bowman
Motion carried 6-0.
Alderman Bowman moved to approve Bill 2018-013 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Super, Pruett, Homer, and Thatcher.
Motion carried 6-0.

CITY ADMINISTRATOR City Administrator Greg Mills explained to the Board, with
Alderman Super leaving the Board of Alderman, the City will need
to replace him acting as the City's representative to the Levee
Board. It is staff recommendation that City Engineer Travis
Hoover be appointed to fill that position.
Alderman Bowman moved directing City Administrator Mills to
send a letter to the Levee Board's Attorney McGinness,
recommending City Engineer Travis Hoover to fill the vacant
Levee Board seat of Alderman Super, second by Alderman
Thatcher.
Yes: Bowman, Thatcher, Pruett, Super, Homer, and LoPorto.
Motion carried 6-0.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Oliver passed handouts to the Board that
showed a 10.6% increase for health benefits through MPR for the
2018-2019 budget year. Following discussion, Alderman Thatcher
moved to approve rates from MPR for the 2018-2019 Budget year,
so the open enrollment may be conducted prior to the new budget
year, second by Alderman Bowman.
Yes: Thatcher, Bowman, LDPorto, Homer, Pruett, and Super.
Motion carried 6-0.
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super stated the amount left in the deficiency fund, the
periodic inspection will be done on May 7'^. Q1 was discussed
and the City is not responsible for the repair.
MAYOR'S DISCUSSION Mayor Rose discussed the election process. It was a grueling day
with the weather and there was low voter turnout, partially
because of the weather. I appreciate the candidates time and
efforts expended to run for the Board. Next Tuesday, April 10"'we
will have the special meeting to swear in the new elected officials.
I want to thank this Board for all your hard work and the
accomplishments we have made to move this community forward.
BOARD OF ALDERMEN Alderman Homer— I want to thank staff, Police Chief, Fire Chief,
Public Works, Engineering for your support the last six years. It
has been a pleasure working with all of you and I think this city
has a very good staff. Greg Mills is included in that group as well.

Alderman Pruett—Thank you all for putting up with me for the last
four years. I too, think this city has a good staff and it has been a
pleasure working with you.
Alderman Bowman—We do have a great staff.
Alderman LoPorto— Nothing to report.
Alderman Thatcher—I have been here nine years, six with you,
Art and several with Chet. It has been an honor to work with you
all and I am really sorry to see each of you go. Then there is Ron,
I feel like I learned how to do this from you. I have sat next to you
the entire nine years. A special thank you to you, Ron. Twenty
years of service is incredible to this city, thank you.
Alderman Super— I would like to thank everyone for all your
assistance, we have come a long way from where we were. I
believe the boards I have served on for the last ten years have
been the most productive years, because of their abilities.
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:16 p.m.,
second by Alderman LoPorto.
Yes: Bowman, LoPorto, Super, Homer, Pruett, and Thatcher.
Motions carried 6-0.
