SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 10, 2018
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 10, 2018.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Sal LoPorto, Chet Pruett, Aaron Thatcher, and
Al Bowman.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Public Works Director
Tom Wooddell, Community Development Director Mike Duffy, City Engineer Travis Hoover, City
Planner Sarah Wagner, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, Police
Chief Chris Skinrood, Recreation Manager Lori Boji, Finance Assistant Jennifer Enna, and
Administrative Assistant Holly Phillips.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PRESENTATIONS BY Police Chief Chris Skinrood thanked Alderman Super, Alderman
DEPARTMENTS Homer, and Alderman Pruett for their support during their time of
Service to the City and gave each of them an engraved police
baton.
Fire Chief Gordon Fowlston thanked the three aldermen as well for
their support and wished to give each a token of appreciation from
the Fire Department. He handed Alderman Super, Alderman
Homer and Alderman Pruett a Firefighter Statue.
Public Works Director Tom Wooddell thanked the outgoing board
members for their service, dedication, commitment, and especially
for their support of the Public Works Department over the years
and presented each with a pocket knife as a token of appreciation.
Mayor Rose addressed the outgoing aldermen. Ron Super,
thank you for your years of service, I have appreciated your
mentoring and leadership, I am very grateful to you. Art Homer,
you are one of the smartest guys I know and you are very thrifty
and capable and he has served Ward III very well. Chet Pruett,
you stepped up in a ward where I couldn't even find someone to
step up and fill the position and you did it for me and I appreciate
that and all the time you have served this community.
BILL NO. 2018-014 City Clerk Robin Kincaid gave first reading of Bill No. 2018-014.
2018 Election Certification Alderman Thatcher moved to accept first reading and place
Bill No. 2018-014 on second and final reading, second by
Alderman LoPorto.

Yes: Thatcher, LoPorto, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
Alderman Bowman moved to approve Bill 2016-014 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Bowman, Thatcher, LoPorto, Super, Pruett, and Homer.
Motion carried 6-0.
Alderman Ron Super expressed his appreciation of Greg Mills.
He came on board as City Administrator things were a disaster
Where the administration was concerned. He did a wonderful job
with the Police Department and did a wonderful job here,
accomplishing a great deal more in less time at meetings, by
providing all information to the Board and keeping them informed.
Thanks again to Chris, Gordy, Tom and other staff in this room, for
all the services they provide for our City. I only hope that we have
done our job so that staff has appreciated our services.
Alderman Chet Pruett stated his thanks to everyone he worked
with and appreciated staff being so helpful.
Alderman Art Homer reiterated that he appreciates all the staff
and their support. It has been a great experience.
Alderman Super commented that Mayor Rose doesn't let any
grass grow under her feet and no one will outwork her. It has
been my pleasure to be involved with most of the improvements in
our City and Mayor Rose will continue to push the city in the right
direction for everyone.
City Clerk Robin Kincaid administered the oath to Mayor Kathleen

Fuller for Alderman Ward I, Jill Hammond for Alderman Ward II,
and Nathan Cretsinger for Alderman Ward III.
PRESIDENT PRO TEM Alderman LoPorto moved that Alderman Aaron Thatcher be
President Pro Tem for a one-year term, second by Alderman
Cretsinger.
Yes: LoPorto, Cretsinger, Hammond, Bowman, and'Fuller.
No: None.
Abstain: Thatcher.
Motion carried 5-0-1.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 6:15 p.m.,
second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Hammond, Cretsinger, and
. ;.Bowman.
