REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 17, 2018
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 17, 2018.
Mayor Rose called the regular meeting to order at 6:47 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Al Bowman, Nathan Cretsinger, Mike Fuller, Jill Hammond, Sal
LoPorto.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, and Police Chief
Chris Skinrood. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation and RSMo 610.021(3) hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Hammond, Fuller, and Cretsinger.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Bowman moved at 7:05 p.m. to adjourn closed
CLOSED @ 7:05 P.M. session with action taken, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Cretsinger, Fuller, and Hammond.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:08 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Nathan Cretsinger, Sal
LoPorto, Mike Fuller, and Jill Hammond.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Chief Gordon Fowlston, Police Chief Chris Skinrood, City Planner Sarah Wagner, and Finance
Director Donna Oliver. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

PROCLAMATION Mayor Rose read the proclamation for the 2018 Start by Believing
Day— MOCSA. Kristen Mills was present to accept the
proclamation and she thanked the City for their support.
CONSENT AGENDA Alderman LoPorto moved to approve the consent agenda as
presented, second by Alderman Bowman.
Yes: LoPorto, Bowman, Cretsinger, Fuller, and Hammond.
Motion carried 5-0.
MINUTES OF 04-03-18 Alderman LoPorto moved to approve the minutes of the April 3,
2018 regular meeting, second by Alderman Bowman.
Yes: LoPorto, Bowman, Cretsinger, Fuller, and Hammond.
Motion carried 5-0.
MINUTES OF 04-10-18 Alderman LoPorto moved to approve the minutes of the April 10,
2018 special meeting, second by Alderman Bowman.
Yes: LoPorto, Bowman, Cretsinger, Fuller, and Hammond.
Motion carried 5-0.
COURT REPORT Alderman LoPorto moved to approve the March 2018 Court
Report, second by Alderman Bowman.
Yes: LoPorto, Bowman, Cretsinger, Fuller, and Hammond.
Motion carried 5-0.
RESOLUTION 2018-028 Alderman LoPorto moved to approve Resolution 2018-028
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for week ending April 6°'and April 13'^ in the amount of
$232,700.53, second by Alderman Bowman.
Yes: LoPorto, Bowman, Cretsinger, Fuller, and Hammond.
Motion carried 5-0.
RESOLUTION 2018-029 Alderman LoPorto moved to approve Resolution 2018-029
Homer as Assistant Treasurer approving the mayoral appointment to the position of Assistant
Treasurer, second by Alderman Bowman.
Yes: LoPorto, Bowman, Cretsinger, Fuller, and Hammond.
Motion carried 5-0.
RESOLUTION 2018-030 Alderman LoPorto moved to approve Resolution 2018-030
Biondo to P&Z Comm. Appointing Frank Biondo to the Planning &Zoning Commission,
second by Alderman Bowman.
Yes: LoPorto, Bowman, Cretsinger, Fuller, and Hammond.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2018-015 City Clerk Robin Kincaid gave first reading of Bill No. 2018-015.
Amend Code 110.070.A City Administrator Greg Mills explained this bill and the need for
passage to get our codes to coincide with State Statutes and that
our City Attorney Paul Campo added a detailed memo in the
packet for further explanation.

Alderman LoPorto moved to accept first reading and place Bill No.
2018-015 on second and final reading, second by Alderman
Hammond.
Yes: LoPorto, Hammond, and Cretsinger.
No: Fuller and Bowman.
Motion was 3-2.
Alderman LoPorto moved to approve Bill 2018-015 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: LoPorto, Hammond, and Cretsinger.
No: Bowman and Fuller
Motion failed 3-2.
BILL NO.2018-016 City Clerk Robin Kincaid gave first reading of Bill No. 2018-016.
Reappoint Judge Ferguson Alderman LoPorto moved to accept first reading and place Bill
No. 2018-016 on second and final reading, second by Alderman
Hammond.
Yes: LoPorto, Hammond, Bowman, Cretsinger, and Fuller.
Motion carried 5-0.
Alderman Bowman moved to approve Bill 2018-016 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Fuller, Cretsinger, and Hammond.
Motion carried 5-0.

LEVEE BOARD City Engineer announced that there is a meeting tomorrow.
MAYOR'S DISCUSSION Mayor Rose announced that she will be presenting at the
Soroptimist Club Annual Conference at Argosy on Saturday. This
Thursday, April 19'" is the Annual Fire and Police Awards
Ceremony here in the chambers.
