HomeMy WebLinkAbout2004-01-27 SpecialMinutes of Special Meeting of Board of Aldermen of City of Riverside, Missouri January 27, 2004 A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on January 27, 2004 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Dazata, Super and Beard. Also present were, David Blackburn, City Administrator, Chief Wylie Simpson, Brent Miles, Planning, Zoning and Community Development Coordinator, City Engineer, John Jackson, Matt Kitzi and Ben Prell, City Attorney's office. Gary Johnson, Argosy Gary Johnson, General Manager for Argosy spoke to the board about Discussion the need for additional parking due to the new business schedule. They would like to park on city property across the street from the Argosy Casino, as this is the most convenient space in the azea. The Boazd of Aldermen said it would be okay provided the location of all underground utilities, including the Southern Star Central Gas Pipelines in the area, were investigated. This would be discussed with TranSystems. I-635 Interchange Discussion Plans A,B and C were discussed. It was decided to skip Plan A. Plan B would be four lanes with a retaining wall for the Burlington, Northern Railroad and the design speed would be 40 miles per hour and a parkway design setting. Plan C would be two to three lanes with a cul de sac. Traffic pattern uses would be investigated and Highway 69 problems and the street would go under I-635 onto Argosy Parkway. Plan C was the least expensive. The board unanimously agreed on Plan B. Detention Pond Discussion A discussion was held regarding the detention pond on the west side of the Star Med Building. Alderman Beard said it was adequate to take the run off from the new parking lot. This matter needs to be investigated. Alderman Legaard arrived at 8:26 p.m. Overlay District Discussion Brent gave a brief summary of the overlay district. A discussion was held regarding the retail area. Change Order for Lexico Alderman Looker moved to approve a change order for Leavenworth Approved Excavation & Equipment Co. in the amount of ($7,905.00) credit, to eliminate the retaining wall on the west side of NW Gateway (Brenner Ridge Cemetery) between Sta 239+41.20 to Sta 241+19.33 remove the existing trees located on city right-of--way behind the planned deleted retaining wall including grinding out of the stumps, seconded by Alderman Legaard, the vote was: Aye: Aldermen Burris, Looker, Dazata, Legaard, Beard and Super. Motion can•ies. Mins. 1/27/04 Bill No. 2004-10 Alderman Burris placed Bill No. 2004-10 on its fast reading, said Bill Vacating, abandoning vacating, abandoning and discontinuing a certain section of NW SOs' & discontinuing a certain Street West ofNW Gateway Drive in Riverside, Missouri, seconded by section ofNW SOs' St. West Alderman Legaard, the vote was: ofNW Gateway Aye: Aldermen Burns, Darata, Looker, Legaard, Beard and Super. Motion carnes. Ordinance No. 2004-10 Alderman Legaard moved to place Bill No. 2004-10 on its second Approved reading, and upon passage of same become Ordinance No. 2004-10, seconded by Alderman Looker, the vote was: Aye: Aldermen Looker, Beard, Darata, Super, Burris and Legaard. Motion carries. Alderman Comment Alderman Super asked Mayor Burch if she had spoke with Mike Pursell and she said "no" she had talked with Matt Brown and Ridge Wood Estates would have to be a voluntary annexation for the city to be interested.
