SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, May 8, 2018
4:00 P.M.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
May 8, 2018.
Mayor Kathy Rose called the meeting to order at 4:00 p.m. Those in attendance were Mayor
Kathy Rose, Alderman Al Bowman, Aaron Thatcher, Mike Fuller, Jill Hammond, Nathan
Cretsinger, and Sal LoPorto.
Also present were City Administrator Greg Mills, City Administrator Brian Koral, Community
Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom
Wooddell, City Engineer Travis Hoover, City Planner Sarah Wagner, Police Chief Chris
Skinrood, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, Recreation Manager
Lori Boji, and Capital Projects & Parks Manager Noel Challis. Special Counsel Joe Bednar
arrived at 4:11 P.M.
BUDGET DISCUSSION City Administrator Greg Mills began the 2018-2019 budget
discussion announcing that the Vivion Road Trail and the
Jumping Branch Trail have been put back into the budget as
requested. City Engineer Travis Hoover updated the Board on
both trails. Community Development Director Mike Duffy
continued open economic development discussions, using a
PowerPoint presentation. Monitoring and patrolling trails was
discussed. Contingency fund with trails added back drops to
$3.5 million. High level economic development issues were
discussed in open session.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 4:34 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation and RSMo 610.021(2) Leasing, purchase or sale of real
estate by a governmental body where public knowledge of the
transaction might adversely affect the legal consideration,
second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and
Cretsinger.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:07 p.m. to adjourn closed session
CLOSED @ 7:07 P.M. with action taken,second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Hammond, Cretsinger, and
Fuller.
Motion carried 6-0.

MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:10 p.m.,
second by Alderman Hammond.
Yes: Thatcher, Hammond, Cretsinger, Fuller, Bowman, and
LoPorto.
Motions carried 6-0.
