WORKSHOP AND REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, May 15, 2018
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
May 15, 2018.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Aaron Thatcher, Jill Hammond, Nathan Cretsinger, Mike Fuller, Sal
LoPorto, and Al Bowman.
Also present were City Administrator Greg Mills, City Administrator Brian Koral, City Clerk Robin
Kincaid, and Police Chief Chris Skinrood. Also present were City Attorney Paul Campo,
MoPerm Attorney Matt Gist and Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(3) hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Bowman.
Yes: Thatcher, Bowman, Cretsinger, LoPorto, Fuller, and
Hammond.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 6:50 p.m. to adjourn closed
CLOSED @ 6:50 P.M. session with no action taken, second by Alderman Bowman.
Yes: Thatcher, Bowman, LoPorto, Hammond, Fuller, and
Cretsinger.
Motion carried 6-0.
Mayor Rose called the workshop to order at 6:52 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Nathan Cretsinger, Jill Hammond, Sal LoPorto, Aaron Thatcher, Mike Fuller,
and Al Bowman.
Also present were City Administrator Greg Mills, City Administrator Brian Koral, City Clerk Robin
Kincaid, Community Development Director Mike Duffy, Public Works Director Tom Wooddell,
Fire Chief Gordon Fowlston, City Planner Sarah Wagner, Recreation Manager Lori Boji,
Finance Director Donna Oliver, Police Chief Chris Skinrood, Capital Projects and Parks
Manager Noel Challis, and City Engineer Travis Hoover. Also present were City Attorney Paul
Campo and Special Counsel Joe Bednar.
BUDGET WORKSHOP Finance Director Donna Oliver presented options for evaluating
amount to retain for the 2018-2019 Contingency Fund. Mayor
and Board held discussion with staff and consensus of the board

was to leave amount as is, at this point and continue discussion
at a later date.
Alderman Thatcher moved to adjourn the Workshop Session at
7:08 p.m., second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Hammond, Cretsinger, and
Bowman.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:09 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Hammond, Al Bowman, Nathan
Cretsinger, Sal LoPorto, Mike Fuller, and Aaron Thatcher.
Also present were City Administrator Greg Mills, City Administrator Brian Koral, Community
Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom
Wooddell, City Engineer Travis Hoover, Chief Gordon Fowlston, Police Chief Chris Skinrood,
City Planner Sarah Wagner, Finance Director Donna Oliver, and Capital Projects & Parks
Manager Noel Challis. Also present were City Attorney Paul Campo and Special Counsel Joe
Bednar.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PRESENTATION Dr. Kerry Roe, Dr. Todtfeld, Janet Riley, Joseph and Anthony
presented information and results of the funding the City of
Riverside provides to the English Landing Riverside students after
school programs through a service agreement.
PRESENTATION Brent Miles with NorthPoint gave a PowerPoint presentation of the
2018 Annual Report to the Board of Aldermen.
PRESENTATION Parks Manager Noel Challis and representatives, Delores
Silkworth and Josh Cheek of Confluence presented a draft of the
process taken to gather information and the results of the surveys
that have been assembled into a schedule, goals, concepts, and
phases. There was a time for questions and residents Jim Frakes,
Deana Winter and Mike Soler participated.
PROCLAMATION Mayor Rose read the proclamation for the 2018 National Public
Works Week May 20-26, 2018. Public Works Director Tom
Wooddell accepted the proclamation and thanked the Mayor and
Board of Aldermen for their support.
CONSENT AGENDA Alderman moved Bowman to approve the consent agenda as
presented, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Thatcher, Fuller, Cretsinger, and
Hammond.
Motion carried 6-0.

MINUTES OF 05-01-18 Alderman Bowman moved to approve the minutes of the May 1,
2018 regular meeting, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Thatcher, Fuller, Cretsinger, and
Hammond.
Motion carried 6-0.
MINUTES OF 05-08-18 Alderman Bowman moved to approve the minutes of the May 8,
2018 special meeting, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Thatcher, Fuller, Cretsinger, and
Hammond.
Motion carried 6-0.
COURT REPORT Alderman Bowman moved to approve the April 2018 Court
Report, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Thatcher, Fuller, Cretsinger, and
Hammond.
Motion carried 6-0.
RESOLUTION 2018-037 Alderman Bowman moved to approve Resolution 2018-037
Reappoint Bray to Park Board reappointing William Bray to the Park Board for the City of
Riverside, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Thatcher, Fuller, Cretsinger, and
Hammond.
Motion carried 6-0.
RESOLUTION 2018-038 Alderman Bowman moved to approve Resolution 2018-038
Recognition of PCEDC recognizing the Platte County Economic Development Council,
second by Alderman LoPorto.
Yes: Bowman, LoPorto, Thatcher, Fuller, Cretsinger, and
Hammond.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2018-020 City Clerk Robin Kincaid gave first reading of Bill No. 2018-020.
Final Development Plan City Planner Sarah Wagner explained the Planning Commission
Horizons Ind. VIII, LLC unanimously approved the final development plan.
Alderman Bowman moved to accept first reading and place Bill
No. 2018-020 on second and final reading, second by Alderman
Hammond.
Yes: Bowman, Hammond, Cretsinger, LoPorto, Fuller, and
Thatcher.
Motion carried 6-0.
Alderman LoPorto moved to approve Bill 2018-020 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: LoPorto, Bowman, Cretsinger, Hammond, Thatcher, and
Fuller.
Motion carried 6-0.

BILL NO.2018-021 City Clerk Robin Kincaid gave first reading of Bill No. 2018-021.
Final Development Plan Alderman Hammond moved to accept first reading and place Bill
Horizons IX, LLC No. 2018-021 on second and final reading, second by Alderman
Bowman.
Yes: Hammond, Bowman, Fuller, LoPorto, Cretsinger, and
Thatcher.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2018-021 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Thatcher, Hammond, Fuller, and
Bowman.
Motion carried 6-0.
BILL NO. 2018-022 City Clerk Robin Kincaid gave first reading of Bill No. 2018-022.
Ambulance Agreement Fire Chief Fowlston stated that this is our annual ambulance
agreement with KCMO and there are no changes this year.
Alderman LoPorto moved to accept first reading and place Bill
No. 2018-022 on second and final reading, second by Alderman
Hammond.
Yes: LoPorto, Hammond, Fuller, Cretsinger, Thatcher, and
Bowman.
Motion carried 6-0.
Alderman Bowman moved to approve Bill 2018-022 and enact
said bill as ordinance, second by Alderman Cretsinger.
Yes: Bowman, Cretsinger, Fuller, Hammond, Thatcher, and
LoPorto.
Motion carried 6-0.
RESOLUTION 2018-034 Alderman Thatcher moved to approve Resolution 2018-034
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for week ending May 4"' and May 111 in the amount of
$315,484.60, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Hammond, and Cretsinger.
No: none
Abstain: Bowman.
Motion carried 5-0-1.
RESOLUTION 2018-035 Parks Manager Noel Challis reported this is a professional service
Aylett Survey & Engineering needed for the E.H. Young Riverfront Park Project and funding
remains in the capital improvement fund.
Alderman Bowman moved to approve Resolution 2018-035
approving professional services with Aylett Survey & Engineering
Company for survey of E.H. Young Riverfront Park in the amount
not to exceed $10,000, second by Alderman Hammond.
Yes: Bowman, Hammond, Thatcher, LoPorto, Cretsinger, and
Fuller.
Motion carried 6-0.

RESOLUTION 2018-036 Alderman Bowman moved to approve Resolution 2018-036
2018-2019 Annual Budget adopting the fiscal year 2018-2019 annual budget for the City of
Riverside, Missouri, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Cretsinger, Fuller, Thatcher, and
Hammond.
Motion carried 6-0.
LIQUOR LICENSE Alderman Bowman moved to approve the not-for-profit Picnic
License for the Riverside Chamber of Commerce, Managing
Agent Tammy Moody for the Briar Fest event on June 22 & 23,
2018, contingent upon State of Missouri State of Missouri, second
by Alderman Hammond.
Yes: Bowman, Hammond, Fuller, Thatcher, LoPorto, and
Cretsinger.
Motion carried 6-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING City Engineer Travis Hoover gave an update on the striping and
asphalt improvements.
FINANCE Nothing to report.
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD City Engineer Hoover reported that there will be a meeting on May
23'°.
MAYOR'S DISCUSSION Mayor Rose announced that the Summer Kick-Off event went very
well and is eager to hear the numbers for enrollment of the various
activities.
BOARD OF ALDERMEN Alderman LoPorto—Nothing to report.
Alderman Thatcher—Asked Martin Rucker, running for State
Senate, if he wished to speak to those present. He said that he
lives up the hill from City Hall and appreciates the City
improvements and all they do for their residents.
Alderman Fuller—Wanted to know a contact for the Briar Fest
event and Mayor Rose directed him to Chamber Director April
Roberson.
Alderman Bowman —Nothing to report.

Alderman Hammond—Nothing to report.
Alderman Cretsinger— Nothing to report.
City Administrator Brian Koral mentioned that this is the final
meeting that retiring City Administrator Greg Mills will attend and
thought we might thank him for his years of service.
Retiring City Administrator Greg Mills stated that he has been at
Riverside for 14 years. It has been a great experience that has far
exceeded his expectations. He was given a wonderful opportunity
when coming to Riverside. He has the very best he possibly
could. Staff is remarkable, they have done a great job. The
Board has goals and agendas and you will move this place
forward and I applaud you for that, and will be watching from afar.
Mayor Rose commented that Greg Mills has made his legacy and
made his mark and we are the lucky ones. Thank you from all of
us for the time you have served your community.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 8:36 p.m.,
second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Fuller, and
Bowman.
