REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 5, 2018
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 5, 2018.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Aaron Thatcher, Jill Hammond, Mike Fuller, Sal LoPorto, and AI
Bowman.
Alderman Nathan Cretsinger was absent.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Police Chief Chris
Skinrood, Community Development Director Mike Duffy, City Engineer Travis Hoover, and Fire
Chief Gordon Fowlston. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(3) hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Bowman.
Yes: Thatcher, Bowman, LoPorto, Fuller, and Hammond.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Thatcher moved at 6:48 p.m. to adjourn closed
CLOSED @ 6:48 P.M. session with action taken, second by Alderman Bowman.
Yes: Thatcher, Bowman, LoPorto, Fuller, and Hammond.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Hammond, Al Bowman, Sal
LoPorto, Mike Fuller, and Aaron Thatcher.
Nathan Cretsinger was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Chief Gordon Fowlston, Police Chief Chris Skinrood, City Planner Sarah Wagner, Finance
Director Donna Oliver, and Capital Projects & Parks Manager Noel Challis. Also present was
City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the proclamation for the 2018 Stanley the
Bulldog Proclamation —Stand Up for Stanley the Anti-Bullying
Ambassador and Honorary Riverside Fire Dog, June 5, 2018. Mr.
and Mrs. Pack were present with Stanley to accept the
proclamation.
PRESENTATION Christy May with Miles of Smiles gave a report on the use of the
funding the City of Riverside provides Miles of Smiles through a
service agreement to Riverside residents throughout the year and
thanked the Board of Aldermen for their generosity.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Hammond, Fuller, and Thatcher.
Motion carried 5-0.
MINUTES OF 05-15-18 Alderman Bowman moved to approve the minutes of the May 15,
2018 regular meeting, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Hammond, Fuller, and Thatcher.
Motion carried 5-0.
RESOLUTION 2018-039 Alderman Bowman moved to approve Resolution 2018-039
Bill Pay authorizing the expenditure of funds for fiscal year 2017-
2018, for week ending May 18°', May 25'^, and June 1" in the
amount of$543,777.49, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Hammond, Fuller, and Thatcher.
Motion carried 5-0.
RESOLUTION 2018-040 Alderman Bowman moved to approve Resolution 2018-040
NICE 19-Channel Purchase authorizing the purchase of a NICE 19-Channel digital and analog
recording device from Voice Products Inc, off MARC purchasing
contract in an amount not to exceed $30,802.00, second by
Alderman LoPorto.
Yes: Bowman, LoPorto, Hammond, Fuller, and Thatcher.
Motion carried 5-0.
RESOLUTION 2018-041 Alderman Bowman moved to approve Resolution 2018-041
Workers Comp Premium authorizing the purchase of worker's compensation insurance
from Midwest Public Risk for the renewal amount not to exceed
$186,265.69, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Hammond, Fuller, and Thatcher.
Motion carried 5-0.

RESOLUTION 2018-042 Alderman Bowman moved to approve Resolution 2018-042
Specs for Fitness Court approving specifications for the fitness court project, second by
Alderman LoPorto.
Yes: Bowman, LoPorto, Hammond, Fuller, and Thatcher.
Motion carried 5-0.
RESOLUTION 2018-043 Alderman Bowman moved to approve Resolution 2018-043
Approve Quote for Fitness approving a quote from National Fitness Campaign, LLC for
Equipment fitness court equipment, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Hammond, Fuller, and Thatcher.
Motion carried 5-0.
REGULAR AGENDA
BILL NO.2018-022 City Clerk Robin Kincaid gave first reading of Bill No. 2018-022.
Amended Plat Northwood City Planner Sarah Wagner explained the Planning Commission
Acres, Tract 7 of Tract 35 unanimously approved the final development plan, this is a split of
the lot.
Alderman Thatcher moved to accept first reading and place Bill
No. 2018-022 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Hammond, Fuller, and Bowman.
Motion carried 5-0.
Alderman LoPorto moved to approve Bill 2018-022 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: LoPorto, Hammond, Bowman, Thatcher, and Fuller.
Motion carried 5-0.
BILL NO.2018-023 City Clerk Robin Kincaid gave first reading of Bill No. 2018-023.
Final Plat Palisades First Plat City Planner Sarah Wagner explained that the Planning
Commission heard this last week and approved it unanimously.
Alderman Thatcher moved to accept first reading and place Bill
No. 2018-023 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Bowman, Fuller, and LoPorto.
Motion carried 5-0.
Alderman LoPorto moved to approve Bill 2018-023 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: LoPorto, Bowman, Thatcher, Fuller, and Hammond.
Motion carried 5-0.
BILL NO.2018-024 City Clerk Robin Kincaid gave first reading of Bill No. 2018-024.
CO 8 Houston Excavating Dirt City Engineer Travis Hoover reported the update and need for this
change order for more dirt for the rest of our fiscal year.
Alderman Thatcher moved to accept first reading and place Bill
No. 2018-024 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Bowman, LoPorto, and Fuller.
Motion carried 5-0.

Alderman Hammond moved to approve Bill 2018-024 and enact
said bill as ordinance, second by Alderman Thatcher.

RESOLUTION 20184" City Administrator Brian Koral explained this management and
YMCA Management Agmnt services agreement with the YMCA and reported that the summer
camp is being reincorporated for the summer of 2018.
Alderman Thatcher moved to approve Resolution 2018-044
approving the 2018 YMCA/Riverside Management and Services
Agreement, second by Alderman Bowman.
Yes: Thatcher, Bowman, LoPorto, Hammond, and Fuller.
Motion carried 5-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported to the
Board that letters are being sent out to residents notifying them to
start mowing the right of way and we will have a slight modification
to the nuisance ordinance defining this area of concern.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Public Works Director Tom Wooddell shared a memo and had an
open discussion regarding the additional 30 Yard Recycle
Container on site that was not part of the original solid waste
agreement with the city. Focus of concerns were; decreasing
drop off centers, increased volume, possible relocation and added
cost to keep the additional container. Mayor Rose stated she did
not want any change in service and felt relocation was not an
option. Board members did not dispute her statements.
LEVEE BOARD City Engineer Hoover gave a brief update on the punch list with
Shaw.
MAYOR'S DISCUSSION Mayor Rose announced that she was one of seven Mayors that
had the opportunity to meet with Governor Parsons for a one-hour
meeting today. She was very encouraged and felt hope for small
communities and municipalities. Remember Briar Fest is June 22
&23. There is a Pool Party Celebration to welcome our new City
Administrator Brian Koral and his family on June 28°i.
BOARD OF ALDERMEN Alderman Fuller—Asked for an update on the Degradation that
came about a few years ago when he was on the Board

previously. Community Development Director Mike Duffy
responded that MARC if still completing that study, but will get the
latest report to Alderman Fuller.
Alderman Thatcher— In regards to rural vs urban, the State of
Vermont is offering incentives to move people to their state and
grow their spendable income. I wonder if Missouri might think
about such an incentive?
Alderman LoPorto— Nothing to report.
Alderman Hammond—Nothing to report.
Alderman Bowman — Nothing to report
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:34 p.m.,
second by Alderman Thatcher.
