Board of Aldermen of City of Riverside, Missouri
February 10, 2004
A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on February 10, 2004 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Bums, Darata, Super and Beard.
Also present were, David Blackburn, City Administrator, Chief Wylie Simpson, Brent Miles,
Planning, Zoning and Community Development Coordinator, City Engineer, John Jackson and John
McClelland, City Attorney's office.
Argosy Parking Lot Randee Bach, Argosy spoke about the additional pazking area Argosy's
Discussion requesting to pazk 500 vehicles. The lot where the vehicles would be parked is
over the Southern Star Gas pipeline. It was stated the city could come up with
an agreement and allow Argosy to place the parking lot over these lines.
John McClelland said an amendment to the lease between the city and Argosy
for this parking lot is a simple agreement to the original contract. David
Johnson, Argosy will be contacted regarding the drainage and detention pond
informing him it needs to be sized larger.
John also said a hold harmless clause needs to be included in the agreement.
Alderman Looker arrived at 7:40 p.m.
Lease Amendment Alderman Legaard moved to approve the preparation of the amendment to the
Approved lease, subject to the hold harmless clause to be included and the detention pond
study, seconded by Alderman Beard, the vote was:
Aye: Aldermen Dazata, Looker, Beard, Burris, Super and Legaard.
Motion carries.
I-635, Rte 9, Frank Weatherford, TranSystems presented the proposal for design services on
Vandepopulier & I-635, Route 9, Vandepopulier and Scheonbeck Road. He spoke of the large
Scheonbeck Rd project proposing a cost of $2,742,600, which will include:
• 81ane miles of highways and ramps
• l O lane miles of new roadway
• 4 new bridges
• 2 bridge widenings, on I-635
• 4-6 bridge size box culverts
• 1 railroad spur connection
• 3 new traffic signals
• 1 traffic signal modifications
• 2 traffic signal warrant studies
• 3-4 environmental permits including wetlands replacement
• 9,000 linear feet of tmnk line for services
• 2 new sanitary sewer lift stations
• 10,0001ineaz feet of drainage channels for site drainage
• 3-4 retaining walls
• 10-12 new highway signs to guide visitors to Riverside

The boazd will review the agreement over the weekend and the subject will be
placed on the agenda for next Tuesday evening.
Chief Simpson distributed a copy of a customer service survey he's sending out.
Bill No. 2004-14 Alderman Darata moved to place Bill No. 2004-14 on its first reading, said Bill
Employment of authorizing the City of Riverside, Missouri to employ Jessie John Winson as a
Jessie John Winson Full Time Officer in the Department of Public Safety and the salary for this
as a PSO Approved position be set at $32,024.98 annually with aone-year work test period and full
benefits, seconded by Alderman Burris, the vote was:
Aye: Aldermen Dazata, Legaard, Bums, Looker, Beard and Super.
Motion carries.
Ordinance No. 2004-14 Alderman Burris moved to place Bill No. 2004-14 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-14, seconded
by Alderman Looker, the vote was:
Aye: Aldermen Beard, Bums, Legaard, Super Looker and Darata.
Motion carries.
Discussion on A brief discussion was held regarding the Legislative Alert letter Mayor
Legislative Alert Burch received regazding S.B. 1020 increasing the civil penalty for violating the
law regazding open meeting and records law.
Letter from Drrector Mayor Burch read the letter dated January 30th from Kelvin Simmons, Missouri
of Economic Dev. Department of Economic Development regarding his job to help secure a
prosperous future for Missouri's families, businesses and communities.
Mayor Burch returned a letter stating she would be in Jefferson City on
February 25s' and would like to meet with Mr. Simmons to discuss the necessity
of an interchange off of I-635 that is critical to the success of the Riverside azea.
Corporate Comm. Mayor Burch provided the board with an update on funds remaining for
Corporate Communications to perform services for the city. She will contact
Catherine Haskins for a cost breakdown for additional services.
Dates set for the The revised dates for the stop log gate practice session is February 17`s at
Stop log practice Argosy Parkway and Riverway Blvd, February 23`x.
Sessions
Aldermen's comments Alderman Darata said there is a street light out on Hermosa and some of the
lights are out on upper Gateway.
Alderman Bums said the snow on the E.H. Young Riverfront Park Trail needs
to be scooped.
