HomeMy WebLinkAbout2018-06-19 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, June 19, 2018 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, June 19, 2018. Mayor Pro Tem Aaron Thatcher called the regular meeting to order at 6:50 p.m. Those in attendance were Mayor Pro Tem Aaron Thatcher, Aldermen Jill Hammond, Mike Fuller, Sal LoPorto, and Al Bowman. Mayor Kathy Rose and Alderman Nathan Cretsinger were absent. Also present were City Administrator Brian Koral and City Clerk Robin Kincaid. Also present was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed CLOSED @ 5:50 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and RSMo 610.021(3) hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Hammond. Yes: Bowman, Hammond, Fuller, LoPorto, and Thatcher. Motion carried 5-0. MOTION TO ADJOURN Alderman Bowman moved at 6:55 p.m. to adjourn closed CLOSED @ 5:55 P.M. session with no action taken, second by Alderman Fuller. Yes: Bowman, Fuller, LoPorto, Hammond, and Thatcher. Motion carried 5-0. REGULAR SESSION Mayor Pro Tem Thatcher called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Pro Tem Aaron Thatcher, Aldermen Jill Hammond, Al Bowman, Sal LoPorto, and Mike Fuller. Mayor Kathy Rose and Alderman Nathan Cretsinger were absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Chief Gordon Fowlston, Police Chief Chris Skinrood, and Finance Director Donna Oliver. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Pro Tem Aaron Thatcher led the Pledge of Allegiance. 1 PUBLIC COMMENT None. CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Fuller, and Thatcher. Motion carried 5-0. MINUTES OF 08-05-18 Alderman Bowman moved to approve the minutes of the June 5, 2018 regular meeting, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Fuller, and Thatcher. Motion carried 5-0. COURT REPORT Alderman Bowman moved to approve the May 2018 Court Report, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Fuller, and Thatcher. Motion carried 5-0. Mayor Pro Tem Thatcher announced that he was making a change of order on the agenda and asked the City Clerk to read item number 5— Resolution R-2018-045 first, before the ordinances. REGULAR AGENDA RESOLUTION 2018-045 Alderman LoPorto moved to approve Resolution 2018-045 Bill Pay authorizing the expenditure of funds for fiscal year 2017- 2018, for week ending June 8'" and June 15" in the amount of $450,437.77, second by Alderman LoPorto. Yes: LoPorto, Hammond, Fuller, and Thatcher. No: none Abstain: Bowman. Motion carried 4-0-1. BILL NO. 2018-025 City Clerk Robin Kincaid gave first reading of Bill No. 2018-025. Amend Code 215.020 Community Development Director Mike Duffy explained the amendment to the code as clarification on the responsibility of maintenance to the curb. Alderman Bowman moved to accept first reading and place Bill No. 2018-025 on second and final reading, second by Alderman Hammond. Yes: Bowman, Hammond, Thatcher, LoPorto, and Fuller. Motion carried 5-0. Alderman Hammond moved to approve Bill 2018-025 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Hammond, LoPorto, Fuller, Bowman, and Thatcher. Motion carried 5-0. 2 BILL NO. 2018-026 City Clerk Robin Kincaid gave first reading of Bill No. 2018-026. IAFF Local 42 2018 Agreement Fire Chief Fowlston stated this is a side letter needed to state an agreement to the annual pay raises following the passage of the 2018-2019 budget. Alderman Hammond moved to accept first reading and place Bill No. 2018-026 on second and final reading, second by Alderman LoPorto. Yes: Hammond, LoPorto, Bowman, Thatcher, and Fuller. Motion carried 5-0. Alderman Bowman moved to approve Bill 2018-026 and enact said bill as ordinance, second by Alderman Hammond. Yes: Bowman, Hammond, Fuller, Thatcher, and LoPorto. Motion carried 5-0. BILL NO. 2018-027 City Clerk Robin Kincaid gave first reading of Bill No. 2018-027. Communications- Deichler Alderman Bowman moved to accept first reading and place Bill No. 2018-027 on second and final reading, second by Alderman LoPorto. Yes: Bowman, LoPorto, Thatcher, Fuller, and Hammond. Motion carried 5-0. Alderman Hammond moved to approve Bill 2018-027 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Hammond, LoPorto, Bowman, Thatcher, and Fuller. Motion carried 5-0. BILL NO.2018-028 City Clerk Robin Kincaid gave first reading of Bill No. 2018-028. Hire HR Manager- Strough Alderman Bowman moved to accept first reading and place Bill No. 2018-028 on second and final reading, second by Alderman Hammond. Yes: Bowman, Hammond, Fuller, LoPorto, and Thatcher. Motion carried 5-0. Alderman Hammond moved to approve Bill 2018-028 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Hammond, LoPorto, Bowman, Fuller, and Thatcher. Motion carried 5-0. CITY ADMINISTRATOR Nothing to report. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Fire Chief Gordon Fowlston reported that the tornado siren located near Northwood Road requires relocation due to the project of widening the road. This expense was not considered in the project cost but Kansas City is going to pay the expenses to move the pole and siren. Also, there is going to be a new solar powered siren installed near the edge of Palisades subdivision 3 and the Jones property. We will look at the option on solar powered on all existing tornado sirens as well. POLICE Police Chief Skinrood commented that the block party in Indian Hills on Saturday, was well attended. Thank you to Alderman Fuller and Alderman Bowman for being there. The Fire and Police Departments were both there and we would be happy to do the same in other neighborhoods, if any other alderman would want us to. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Hoover reported that there will be a meeting tomorrow. MAYOR'S DISCUSSION Mayor Pro Tem Thatcher had nothing to report. BOARD OF ALDERMEN Alderman Bowman —Thanked all that came out for the Block Party, it was nice. Alderman Hammond—Nothing to report. Alderman LoPorto—Stated that they have a resident in their neighborhood that is moving and we had an impromptu block party there and had around 50 neighbors there as a send-off. Point being, is that we really have a sense of belonging and community and thanks to all those here that have added to growing that type of"community" over the last several years. Alderman Fuller— Requested information regarding the agreement for the BNSF2eke Road railroad crossing, before the next meeting. Thank you to all that came and participated in the Block Party, it was awesome. MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:12 p.m., second by Alderman Hammond.
